ORDINANCE NO.
AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, IN AN
AMOUNT UP TO $20,000.00, SUBJECT TO RECEIPT OF THE GRANT, FOR THE
PURPOSE OF FUNDING THE UNITED STATES DEPARTMENT OF JUSTICE,
THROUGH THE CITY OF DALLAS, INTERNET CRIMES AGAINST CHILDREN
TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-
2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Grants Operating Federal Fund, in an amount up to $20,000.00, subject to the receipt of the grant, for the
purpose of funding the United States Department of Justice, through the City of Dallas, Internet Crimes
Against Children Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Internet Crimes Against Children Task Force, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of an award, in an amount up to $20,000.00 in Fiscal Year 2026 of supplemental funds from the United
States Department of Justice, Office of Juvenile Justice and Delinquency Prevention, through the City of Dallas, Texas, Internet Crimes
Against Children Task Force;
2. Authorize the execution and accept the terms of the Interlocal Agreement with the City of Dallas, Texas, for Fiscal Year 2026 Internet Crimes
Against Children Task Force; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, in
an amount up to $20,000.00, subject to receipt of the grant, for the purpose of funding the United States Department of Justice, through the
City of Dallas, Internet Crimes Against Children Task Force.

The City of Dallas, on behalf of its Police Department, applied for and was awarded a grant for Fiscal Year 2026 from the United
States Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP) under the Federal Missing and Exploited Children's
Program to fund the Internet Crimes Against Children Task Force (OJJDP Grant 15PJDP-25-GK-01588-MECP). The City of Fort Worth Police
Department is part of this Task Force that targets internet crimes against children, including child solicitation and child pornography.
The City of Dallas has received Fiscal Year 2026 supplemental funding for the Task Force from the United States Department of Justice. The City
of Fort Worth Police Department will receive an amount up to $20,000.00 of the supplemental funding for Fiscal Year 2026. The funds will be used
for officer overtime, including fringe, training, travel, and equipment used to combat internet crimes against children.
Indirect costs are not allowed under this agreement. There is no match required for this grant. The City will be paid on a reimbursement basis. The
Grants Application Repository Number is GRNT-APPL-0000000186.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: City of
Dallas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred, the
Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
