AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, SUBJECT TO RECEIPT OF THE GRANT, IN AN AMOUNT UP TO $577,626.00, FOR THE PURPOSE OF FUNDING THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM FOR FISCAL YEAR 2025; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025- 2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in an amount up to $577,626.00, for the purpose of funding the Edward Byrne Memorial Justice Assistance Grant Program for Fiscal Year 2025. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for, and the acceptance of, if awarded, the Edward Byrne Memorial Justice Assistance Grant Program for Fiscal Year 2025 from the United States Department of Justice, Office of Justice Programs and Bureau of Justice Assistance in an amount Up to $577,626.00; 2. Authorize the execution of a grant agreement with the United States Department of Justice, Office of Justice Programs and Bureau of Justice Assistance; 3. Authorize the execution of related memoranda of understanding with sub -grantees identified by the Department of Justice; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject to receipt of the grant, in an amount Up to $577,626.00, for the purpose of funding the Edward Byrne Memorial Justice Assistance Grant Program for Fiscal Year 2025. DISCUSSION: April 28, 2026 is the submission deadline for the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, Edward Byrne Memorial Justice Assistance Grant Program- Local Formula application. The purpose of the United States Department of Justice (US DOJ) Edward Byrne Memorial Justice Assistance Grant (JAG) Fiscal Year 2025 (FY2025) Program- Local Formula, which was established by the US DOJ, is to allow local governments to support a broad range of activities aimed at preventing crime and improving the criminal justice system. The Fort Worth Police Department Crime Lab (FWPD-CL) will apply for program funding in an amount up to $577,626.00 in conjunction with the US DOJ designated sub-awardees that were determined on a statutory formula based on violent crime data. If awarded, the FWPD-CL will use its portion for costs associated with the purchase of a Laboratory Information Management System (LIMS) to enhance their ability to efficiently manage and track evidence, provide accurate analysis, and produce quality reports. The designated Sub-Awardees will utilize their funding portions for eligible activities based on their priorities and needs for their organization. The grant period for this Award is from 10/01 /2024 to 9/30/2028. No salaries are being charged to this grant, and therefore indirect cost recovery does not apply. The JAG Program has a public comment requirement that must be completed prior to the submission of the grant application. FWPD-CL utilizes the City of Fort Worth Mayor & Council (M&C) Agenda Meeting process to meet this requirement. Matching funds are not required under this grant. The funding type is reimbursable. The Grant Application Repository number for tracking purposes is GRNT-APPL-0000000146. The grant will serve ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: U. S. Department of Justice FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
