UNSPEC), FOR THE PURPOSE OF FUNDING THE MCCART AVENUE AT WESTCREEK DRIVE INTERSECTION IMPROVEMENTS PROJECT (CITY PROJECT NO. 103316); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Capital Projects Fund, in the amount of $600,000.00 , from available funds within Unspecified -All Funds project (City Project No. UNSPEC), for the purpose of funding the Mccart Avenue at West creek Drive Intersection Improvements project (City Project No. 103316). SECTION 2. That should any portion , section or part of a section of this ordinance be declared invalid , inoperative or void for any reason by a court of competent jurisdiction , such decision , opinion or judgment shall in no way impair the remaining portions , sections, or parts of sections of this ordinance , which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09 -2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations , in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed . Authorize execution of a contract with McClendon Construction Co., Inc., in the amount of $2,211 ,696.25, for the purpose of funding the Mccart Avenue at Westcreek Drive Intersection Improvements project (City Project No.103316); 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects Fund, in the amount of $600,000.00, from available funds within Unspecified-All Funds project (City Project No. UNSPEC), for the purpose of funding the Mccart Avenue at Westcreek Drive Intersection Improvements project (City Project No. 103316); and 3. Amend the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize execution of a construction contract with McClendon Construction Co., Inc., in the amount of $2,211,696.25 for construction of the Mccart Avenue at Westcreek Drive Intersection Improvements project (City Project No.103316). Approval of this M&C will also appropriate funding for the Mccart Avenue at Westcreek Drive Intersection Improvement project. The project scope indudes new traffic signals, updated signs and striping, construction of additional eastbound and westbound turn lanes, ADA accessible ramps , and sidewalks at the intersection of Mccart Avenue and Westcreek Drive. This project was advertised for bid on October 22 and October 29 , 2025, in the Fort Worth Star-Telegram. On November 20, 2025 , the following bid was received: Bidder Amount Mcclendon Construction Co., Inc $2,211 ,696.25 Construction for this project is expected to start in May 2026 and be completed by April 2027. SMALL BUSINESS (SB) GOAL-McClendon Construction Co., Inc. is in compliance with the City's Small Business goal. This project is located in COUNCIL DISTRICTS 6 & 9. FISCAL INFORMATION/ CERTIFICATION: The Director of Finance certifies that funds are currently available in the Unspecified-All Funds project within the General Capital Projects Fund , and upon approval of the above recommendations and adoption of the attached appropriation ordinance , funds will be available in the General Capital Projects Fund for the Mccart Avenue at Westcreek project to support the execution of the contract. Prior to an expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
