Home My WebLink About28495-05-2026 - City Council - OrdinanceORDINANCE NO.28495-05-2026 AN ORDINANCE VACATING AND EXTINGUISHING ALL OF NORTH NORMANDALE STREET, A RIGHT-OF-WAY LOCATED BETWEEN SAINTS CIRCLE AND ALEMEDA STREET; PROVIDING THAT THE CITY SHALL RETAIN ALL EXISTING UTILITIES EASEMENTS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: SECTION 1. North Normandale Street, a variable width right-of-way located between Saints Circle and Alemeda Street, situated in the Hays Covington Survey, Abstract No. 256, Tarrant County, Texas, City of Fort Worth, being a portion of Lot 1R, Block 1R, All Saints Episcopal School Addition, Document Number 204222703, Official Public Records of Tarrant County, Texas, a portion of Block 1, Western Crossroads, Volume 388-180, Pages 99-100, Plat Records of Tarrant County, and the tract of land described in the Dedication Deed to the City of Fort Worth recorded in Volume 13235, Page 201, Deed Records of Tarrant County, Texas, and containing approximately 3.398 acres of land more or less, as more specifically described in Exhibit "A" which is attached hereto and incorporated herein by reference, be and the same is vacated and extinguished. SECTION 2. Easements to the land in the above -described vacated right-of-way are hereby released and shall revert to the adjacent owner as provided by law. SECTION 3. All existing utility easements shall be retained by the City until such time all utilities located in the easements are relocated at the owner's expense. SECTION 4. Adopt an ordinance vacating the North Normandale Street right-of-way located between Saints Circle and Alameda Street to be replatted with the adjoining property for the All Saints Episcopal School campus; and 2. Waive any and all purchase fee value of the vacated land in accordance with City policy. DISCUSSION: Dunaway Associates, on behalf of All Saints Episcopal School, has requested a vacation of the North Normandale Street right-of-way located between Saints Circle and Alemeda Street to be replatted into the adjoining property. This will help the school in its efforts to eliminate unnecessary traffic and keep unauthorized transients from passing through school property. The City Plan Commission recommended approval of this request at its November 21, 2025 meeting. An acceptable final plat (FS-25-276) has been received in accordance with the Subdivision Ordinance. The City of Fort Worth (City) originally obtained the identified right-of-way through plat dedication. The City does not own any fee interest in the right-of-way or own any property adjacent to the right-of-way and did not expend any City funds to obtain the right-of-way. In accordance with the City's policy regarding street and alley vacation transactions (Mayor and Council Communication (M&C) G-15624), staff recommends waiving the purchase price of this right-of-way. This project is located in COUNCIL DISTRICT 3. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
