AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, IN AN
AMOUNT UP TO $33,036.51, SUBJECT TO RECEIPT OF THE GRANT, FOR THE
PURPOSE OF FUNDING PARTICIPATION IN THE FEDERAL BUREAU OF
INVESTIGATION LONGHORN VIOLENT CRIME TASK FORCE; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-
2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Grants Operating Other Fund, in an amount up to $33,036.51, subject to the receipt of the grant, for the
purpose of funding participation in the Federal Bureau of Investigation Longhorn Violent Crime Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

$33,036.51 for Participation in the Longhorn Violent Crime Task Force for Fiscal Year 2026, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the execution of a memorandum of understanding and cost reimbursement agreement with the Federal Bureau of Investigation
Longhorn Violent Crime Task Force for Fiscal Year 2026;
2. Authorize the acceptance of reimbursement funds for overtime expenditures in an amount up to $33,036.51 for participation in the Federal
Bureau of Investigation Longhorn Violent Crime Task Force for Fiscal Year 2026; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, in
an amount up to $33,036.51, subject to receipt of the grant, for the purpose of funding participation in the Federal Bureau of Investigation
Longhorn Violent Crime Task Force.

The purpose of this Mayor & Council Communication is to ratify the memorandum of understanding and cost reimbursement agreement (City
Secretary Contract No. (CSC) 64586) with the Federal Bureau of Investigation (FBI) for participation in the Longhorn Violent Crime Task Force
(Task Force) and to appropriate reimbursable funds in an amount up to $33,036.51 for participation in the Task Force. The Task Force will
enhance federal, state, and local resources in a collaborative effort aimed at addressing violent crime in the local community. The mission of the
Task Force is to identify and target for prosecution individuals and criminal enterprise groups responsible for violent crimes in a public place, mass
killings, carjacking, robbery, kidnapping, and firearms violations.
Pursuant to the agreement two Fort Worth police officers will be assigned to the Task Force. The City of Fort Worth will receive reimbursement for
overtime expenses incurred by the assigned officers in support of the Task Force. For Fiscal Year 2026, State and Local overtime reimbursements
are capped at $22,155.00 per officer assigned. The two officers assigned have already worked on another Task Force in Fiscal Year 2026 so that
is why the amount above is $33,036.51 instead of $44,310.00. The City of Fort Worth will be responsible for officer salaries and associated fringe
benefits. Indirect costs do not apply. There is no required match. There is no grant application repository number, as the Police Department does
not apply for these funds.
This Task Force serves ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred,
the Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
