Louis Construction of TX, Ltd., in the Amount of$542,266.73 for Water and Sanitary Sewer Relocations for State Highway 121T Crossing West of the Hulen Street Bridge within the Union Pacific Railroad Davidson Rail Yard, Part 2-Hulen Street Bridge and Water Main Extension from Hulen Street to Como Pump Station, Part 2 (COUNCIL DISTRICT 3) RECOMMENDATION: It is recommended that the City Council authorize execution of Change Order No. 2 in the amount of $542,266.73 to City Secretary Contract No. 40610 with S.J. Louis Construction of TX, Ltd., for Water and Sanitary Sewer Relocations for SH121T Crossing West of the Hulen Street Bridge within the Union Pacific Railroad Davidson Rail Yard, Part 2-Hulen Street Bridge and Water Main Extension from Hulen Street to Como Pump Station, Part 2, thereby increasing the contract amount to $7,092,497.97. DISCUSSION: On July 20, 2010, (M&C C-24358) the City Council authorized the City Manager to execute a contract in the amount of$5,906,674.83 with S.J. Louis Construction of TX, Ltd. for Water and Sanitary Sewer Relocations for SH121 T Crossing West of the Hulen Street Bridge within the Union Pacific Railroad Davidson Rail Yard, Part 2-Hulen Street Bridge and Water Main Extension from Hulen Street to Como Pump Station, Part 2. The contract was subsequently revised by Change Order No. 1 (M&C C-24699, January 25, 2011) in the amount of$643,556.41 that provided for water system improvements in order to maintain uninterrupted water service to nearby residents and businesses during the installation of a 48-inch water main to accommodate the construction of the new Hulen Street Bridge at the SH121T crossing. The change order also allowed for the relocation of the existing water and sanitary sewer mains that were in direct conflict with the proposed bridge at the Clear Fork Main Street/South Hulen Street intersection. Change Order No. 2 will provide for the following: The installation of a junction manhole to allow for the connection of a project 16-inch sanitary sewer line to the existing 16-inch sewer main.
