AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AVIATION GAS LEASE CAPITAL PROJECTS FUND IN THE AMOUNT OF
$156,767.00, FROM AVAILABLE GAS LEASE ROYALTIES, FOR THE PURPOSE OF
FUNDING THE MEACHAM ADMINISTRATION BUILDING PROGRAMMABLE PROJECT
(CITY PROJECT NO. P00141); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increasing estimated receipts and appropriations in the
Aviation Gas Lease Capital Projects Fund in the amount of $156,767.00, from available Gas Lease Royalties,
for the purpose of funding the Meacham Administration Building programmable project (City Project No.
P00141).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Capital Projects Fund
in the amount of $893,233.00, from available funds, for the purpose of funding the Meacham Administration Building Programmable project
(City Project No. P00141);
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Gas Lease Capital Projects
Fund in the amount of $156,767.00, from available Gas Lease Royalties for the purpose of funding the Meacham Administration Building
Programmable project (City Project No. P00141); and
3. Amend the Fiscal Years 2026-2030 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to request City Council approval for the Aviation Department to appropriate
$893,233.00 in the Municipal Airport Capital Projects Fund, and appropriate $156,767.00 in the Aviation Gas Lease Capital Projects Fund for the
Meacham Administration Building programmable project (Project) at Fort Worth Meacham International Airport (Airport) for a total combined
amount of $1,050,000.00.
Funding moved in the amount of $156,767.00 from the Aviation Gas Lease Capital Projects Fund, and $93,233.00 from the Aviation Municipal
Airports Capital Projects Fund will be used to provide the initial funding budget of $250,000.00 for the Meacham Administration Building
programmable project in support of the Municipal Airport's Capital Improvement Plan. These funds were initially appropriated to the Meacham
Maintenance programmable project (City Project P00112) in both current and prior fiscal year budget ordinances. However, to clearly distinguish
responsibilities between Field Maintenance Operations and Aviation Real Property for the Aviation Administration Building at Fort Worth
Meacham International Airport, the funding was subsequently reallocated to the Unspecified — All Funds programmable project for future use and
then designated for the Meacham Administration Building programmable project (City Project No. P00141).
Funds in this project will be used to provide continued maintenance of the Aviation Administration Building, keeping it operational while
maintaining a safe environment for Airport Administration Building visitors, tenants, and City of Fort Worth Staff.
Funding moved in the amount of $800,000.00 from Municipal Airports Capital Projects Fund, to be set aside for the future replacement of the
electrochromic glass that was used to construct the Aviation Administration Building at the Airport in 2016, which is now failing. Electrochromic
glass is a smart glass system that can be electronically tinted on demand. The current failing system is causing discoloration and inconsistent
window tint throughout the building. The vendor for the electrochromic window system is unable to support replacement of failing windows due to
the shutdown of production in the United States in preparation of moving its operations overseas. The Aviation Department is preparing to solicit
bids for the new glass. In advance of the replacement work, a new child project will be established, and available funds will be transferred into the
project as part of the overall project funding structure.
Funding for this project was not included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program (CIP) due to project parameters not
finalized until Fiscal Year 2026. The action in this M&C will amend the FY2026-2030 CIP as approved in connection with Ordinance 27979-09-
2025.
Funding is budgeted in the Unspecified — All Funds project within the Transfer from Airport account in the Municipal Airport Capital Projects Fund,
and in the Gas Lease Royalties account within the Aviation Gas Lease Capital Projects Fund for the purpose of funding the Meacham
Administration Building programmable project.
Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified — All Funds Project within the Municipal Airport Capital Proj
Fund and in the Unspecified - All Funds project within the Aviation Gas Lease Cap Proj Fund and upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the Municipal Airport Capital Proj Fund and in the Aviation Gas
Lease Cap Proj Fund for the Meacham Administration Building programmable project. Prior to an expenditure being incurred, the Aviation
Department has the responsibility of verifying the availability of funds.
