AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING FEDERAL FUND, IN THE AMOUNT UP TO $4,000,000.00, SUBJECT TO
THE RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING THE PLANNING AND DESIGN
FOR TRANSIT OPERATIONS AND STREETSCAPE IMPROVEMENTS IN THE SOUTHEAST
SECTION OF DOWNTOWN FORT WORTH ; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, in the amount up to $4,000,000.00, subject to the receipt of the grant, for the purpose
of funding the planning and design for transit operations and streetscape improvements in the southeast
section of downtown Fort Worth.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 9) Ratify Application for and Accept Grant Award, Authorize Execution of Community Project Funding Grant Documents with the United States
Department of Housing and Urban Development for the Southeast Downtown Transit Operations and Street Design Grant in an Amount of
$4,000,000.00, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for and accept award of the Community Project Funding Grant from the United States Department of Housing and Urban
Development for the Southeast Downtown Transit Operations and Street Design project, in the amount of $4,000,000.00;
2. Authorize the execution of the related grant agreement with the United States Department of Housing and Urban Development and;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to the receipt of the grant, in an amount up to $4,000,000.00 for the purpose of planning and design for transit operations and streetscape
improvements in the southeast section of downtown Fort Worth.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize execution of a grant agreement with the United States Department of
Housing and Urban Development (HUD) for the amount up to $4,000,000.00, which will be utilized to complete the full design for transit operations
and streetscape improvements in the southeast section of Downtown Fort Worth.
At the recommendation of then -Representative Kay Granger, the City of Fort Worth applied for and was awarded a $4,000,000.00 fiscal year 2024
Community Project Funding Grant as part of the Consolidated Appropriations Act of 2024, enacted by the United States Congress. The grant is
for transit infrastructure projects. The grant is administered by the United States Department of Housing and Urban Development (HUD).
The scope of the project will provide planning and design for the future build -out of our transit system in the downtown area, taking into account
High Speed Rail, the Convention Center, Butler Place, TexRail, TRE, Amtrak, the freight railway network, high -capacity transit downtown, and High -
Speed Rail underground box. The scope of the project design will also involve environmental clearance and designs for bus and bike lane
infrastructure, signage, enhanced traffic signals, lighting fiber technology, streetscaping, and on -street parking along segments of Lancaster
Avenue, Jones Street, Calhoun Street, and the Intersecting segments of 6th to 19th streets between Jones and Commerce Street. Separate
funding will need to be secured for the project's construction.
Appropriations for the Grants Operating Federal Fund are depicted below:

City employees will charge time worked to the project as incurred, and indirect cost recovery will apply at a rate yet to be determined. This is a
reimbursement grant.

A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: United
States Department of Housing and Urban Development
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Transportation & Public Works
Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an
expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds. This is a
reimbursement grant.
