WHEREAS, the City of Fort Worth (City) and Black & Veatch,
L.L.P. (Engineer) made and entered into City Secretary Contract
No. 23684, (the Contract) which was authorized by the City Council
by M&C C-16649 on the 3rd day of March 1998; and subsequently
revised by one previous amendment; and
WHEREAS, the Contract involves engineering services for the
following project:
Engineering contract for the design of Mains 19 and 258
Drainage Area Sanitary Sewer Rehabilitation and Improvements
(Group 5, Contract 1), Part 7.
WHEREAS, it has become necessary to execute Amendment No. 2
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I of the Contract is amended to include the
additional engineering services specified in a proposal letter
dated September 7, 1999, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional services
to be performed by Engineer total $7,077.00.
2.
Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $325,401.00.

All other provisions of the Contract which are not expressly amended
herein shall remain in full force and effect.

Dear Mr. Boyer:
On June 21, 1999 we held a plan review meeting of M19 & M258 Part 13 at our
offices. In attendance were you, Peter Fu, Darryl Gadbury and Liam Conlon of the
Fort Worth Water Department. This review meeting-identified possible alternative
alignments that would reduce construction costs. It was also decided to divide the
construction projects to lessen schedule impacts from the large amount of property
rights that were being obtained for some sanitary sewers. This amendment is for
the surveying and engineering services necessary to design the relocated sanitary
sewers, and provides an additional set of plans and specifications for bidding and
construction.
The oriQinal M19 & M258. Part 13 qlans included three units:
Unit 1— Located in M19 near JPS Hospital and along Kentucky Street
(no land rights)
Unit 2— Located in M189 not an AO Basin (111 TROE & 2 TCE)
Unit 3— Located in M243 not an AO Basin (8 TROE)
The sanitary sewer lines near JPS Hospital, part of the previous Unit 1, were
recently advertised as M19 & M258, Part 13, with bid opening scheduled for
September 30, 1999. The remaining Unit 1 lines in Kentucky Street were
redesigned and are being constructed as change orders to current construction
contracts in the M19 Basin.

The surveys for sanitary sewer rehabilitation in Kentucky Street identified the
possibilities of abandoning significant portions of the sewers and rerouting sewers,
resulting in potential savings of $300,000 in construction. The City assisted in field
investigations that confirmed the potential for redesign. Gorrondona & Associates
provided additional surveying for the new alignments, see attached copy of
surveying invoice. We have designed and assisted in the coordination for
construction of the alignment improvements, through change orders on existing
construction contracts.

submitted on August 25, 1999.

This $ 7,077.00 contract amendment includes additional surveying efforts

$270,905.00, Amendment No. 1 added $47,419 and with approvaf of this Contract
Amendment No. 2, the revised contract amount will be $325,401.00:

AREA SANITARY SEWER SYSTEM REHABILITATION AND IM-
PROVEMENTS (GROUP 5, CONTRACT 2), PART 7, SEWER PROJECT
NO. PS46-070460410250, DOE NO. 1869
The proposed amendment will reimburse Black & Veatch, L.L.P., for the additional
services that were provided on the project as requested by the City.
The amendment is necessary to reimburse Black & Veatch for the additional survey and
design services that were provided on Part 13 of the project. In order to expedite con-
struction of the project, the project was divided into three units for construction purposes.
In addition, Black and Veatch provided additional design and survey services for the rea-
lignment of several sewer laterals located in the project area.
Black & Veatch, L.L.P., Inc., is requesting reimbursement in the amount of $7,077.00 for
the additional services thereby increasing the contract fee from $318,324.00 to
$325,401.00. I believe this fee is fair and reasonable for the additional services that were
provided.
Please authorize this additional fee by your signatures on the attached contract amend-
ment form.
