HomeMy WebLinkAbout025369 - Construction-Related - Contract - Turner, Collie & Braden, Inc.CITY SECRETARY , CONTRACT NO . � � �G� � AMENDMENT N0.1 STATE OF TEXAS S CITY SECRETARY CONTRACT NO. 24373 (No M&C Needed) COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (City) and Turner, Collie & Braden, Inc., (Engineer) made and entered into City Secretary Contract No. 24373, (the Contract) which was authorized by the City Council by M&C C-17058 on the 20"' day of October, 1998; and WHEREAS, the Contract involves engineering services for the following project: Engineering services for the improvements to Henderson Street Underpass at Union Pacific Railroad and IH-30; WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated October 12, 1999, a copy of which is attached hereto and incorporated herein. The cost to City for the additionat design services to be performed by Engineer total $10,620.00. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $171,610.00 3. Box 870 Fort Worth, Texas 76101-0870 Re: Supplemental Authorization Request No. l Henderson Street Improvements TC&B Project No. 47-98680-720 Dear Mr. Weiss: 1200 Summit Avenue Suite 600 Fort Worth, Texas 76102-4409 817 332-8977 Fax 817 332-8979 This letter is a request for supplemental authorization to provide for the following additional engineering services requested by the City. 1) TC&B was requested to provide 6 alternative layouts for the Henderson Street — Rio Grande intersection for the purpose of providing improved access to the GideonToal building at the southeast corner of the intersection. This constitutes a design change because a continuous, raised median along Henderson Street was requested by the City in the 8/3/98 project scoping meeting. After review of the alternatives by the City, TC&B was requested to revise the Henderson Street construction plans to reflect the changes as shown on Alternative 6(attached). These changes will require modifications to various plan sheets (roadway P&P, traffic control, median details, illumination, signalization, signing, pavement marking, drainage, etc.) that show the Henderson — Rio Grande intersection. 2) TC&B was requested to provide construction plans for the relocation of sanitary sewer L- 228-A*, the abandonment of portions of L-228 and L-229, and to investigate the abandonment of the 6-inch and 4-inch waterlines in Henderson Street. This constitutes a scope change because utility relocation plans were not included in the scope of services for this project. It is our understanding that this work will include the preparation of construction plans, quantity take-off, and construction cost estimate, but not Special Contract Documents (specifications). We further understand that the plans will not be advertised for bids, but will be constructed by the City's indefinite delivery utility contractor. These two buildings create a gateway from Downtow to the Medical District. It is important that we retain some reasonable access and�gress from our site in order to protect the economic usefulness oE the property. By way oE this letter, we are supporting the "Alternative G" solution with certain adjustments and understandings that wc discussed at our last meeting. Pollowing, are the understandings and condilions oE our support for.Alternative 6. Please see the attached map with numerical reEerences related to the following points. . 1. Pull the median divider back nocthward to line up with the curtent south curb line oE El Paso Street. � 2. Retain the protected leEt turn lane into our site as your drawing shows. This allows 2 lanes oE southbound traffic to continue on Henderson Street, which is good for traffic flow. 3. Close �he remaining short dead end segment oE El Paso Street and dedicate the entire ROW (both sides of the centerline) to the owners oE the Dr. Pepper building (Randy Gideon and James Toal - Island Services) at no cost to property owners. This stretch of �1 Paso is no longer needed or functional as a public street because the new west bound ramp from I-30 cuts off the stceet on our east pro�erty line. There are no other private owners fronting on this street. We're the only private property owner left east of Heriderson Street in this whole area. We understand that some or all of the street will be needed for utility easements. + 4. We'd like to work with you to find the best solution for the ADA ramps so as to not compromise the historic entryway to our building. 5. With the instailation ot the median divider cutting oEf access to the El Paso Street area, it is critical that we retain access to our parking lot at the southwest corner oE our property (iust easc of ttle Henderson Street underpass structure). We are strong supporters of the central city, Downtown, and the Medical District. Randy and I bought and rehabilitated this historic building and we did not request any historic tax abatement or other special considerations from the City at that time, even though it was e]igiUle. We felt we could afford to do what we needed to do and remain tax payers. The previous owner felt that the reduced access would not be good for his business. Our company provides over 50 very good jobs at this location. Thanks again Eor you very cooperalive attitude, and we look forward to working with you to make sure the whole Henderson / Lancaster corridor can attain its optimum future.
