(Architect) made and entered into City Secretary Contract No. 23886 (The Contract) which was authorized by the City Council by M&C C-16736, the 21 st day of April, 1998; and WHEREAS, The City Council has authorized the Amendment No. 1 to the Contract by M&C C-16861, dated June 30, 1998, and, WHEREAS, the Medtech Center has requested the services of the Architect to prepare a program and concept floor plan and estimate the costs for renovations of the Gymnasium and Industrial Arts Building for use as a Medical Incubator, NOW THEREFORE, City and Architect, action herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: Article 1.1, Section I- SERVICES OF THE ARCHITECT, a second paragraph is added to read as follows: "Prepare a program plan and provide a concept floor plan and projected cost estimate for conversion of the existing gymnasium and Industrial Arts Building for use by the Medtech Center" Articles 5.1.4, Section V of the Contract is added as follows: "5.1.4 Program Plan, Concept Floor Plan and cost estimate for Gymnasium and Industrial Arts Building: $12,000, fixed fee." All other provisions of this Contract which are not expressly amended herein shall remain in full force and effect. FOR THE DESIGN OF RENOVATIONS TO THE JAMES E. GUINN MIDDLE SCHOOL FOR USE AS A BUSINESS DEVELOPMENT CENTER RECOMMENDATION: It is recommended that the City Council authorize the City Manag�r to execute Amendment No. 1 to the architectural design contract with Komatsu Architecture, Inc. for the preparation of concept drawings for the Fort Worth Medical and Technology Business Incubator (MedTech) facility located at the James E. Guinn Middle School. DISCUSSION: On April 21, 1998 (M&C C-16735), the City Council authorized the City Manager to execute a contract for the planning and design of renovations to the James E. Guinn Middle School, protection of the adjacent Elementary and Gymnasium/Industrial Arts buildings, and master planning for the entire site. Under that contract, Komatsu Architecture, Inc. is to be paid $299,550.00. Planning and design efforts are currently underway. The current contract calls for the design of exterior improvements only for the additional finro buildings, due to the availability of funding at this time. The MedTech Board of Directors has committed to finish out and utilize the Gymnasium/Industrial Arts building at the Guinn site. Currently, the MedTech Board is preparing to begin a fundraising effort to obtain the necessary funds to complete the construction of the Gymnasium/Industrial Arts building. However, no realistic cost estimates have been developed for completion of that work. The City Manager has asked the project architect to develop a revised fee schedule to allow for additional design services related to the MedTech Center. The architect has proposed a fee of $12,000.00 to prepare a program plan and provide a concept floor plan and projected cost estimate for conversion of the existing Gymnasium/Industrial Arts building for use by the Medtech Center. The product of the additional work done by the project architect will guide the MedTech Board in their fundraising efforts. The Business Development Center will be located in COUNCIL DISTRICT 8. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations, funds are available in the current operating budget, as appropriated, of the Grants Fund.
