1. Call to Order — Mattie Parker — Mayor
With a quorum of the City Council Members present, Mayor Parker called the
Budget Worlc Session on the FY2027 Budget to order at 3:06 p.m. on Tuesday, May
12, 2026, in the City Council Work Session Room, 100 Fort Worth Trail, Fort Worth,
Texas.
2. Opening Remarks — Jay Chapa, City Manager
Opening comments were made by Jay Chapa, City Manager.
3. Group Health Fund Update — Kristen Smith, Human Resources Director
Presentation was provided by Kristen Smith, Human Resources Director.
• Mayor Pro tem Flores aslced if staff is aware of what rate of increase over the
past few years there has been to employee health care costs. Kristen Smith
responded that staff could take that as a talceaway. He added if there is a dollar
amount on average that employees in this group health fund have spent out of
pocket. Kristen Smith responded that staff will be able to provide that
information.

• Mayor Parlcer requested a brealcdown for council of how large of a categoiy
and how many employees this is impacting who have serious health
conditions and could be helped by GLP's.
• Council Member Hill inquired about the contract period with B1ueCross Blue
Shield. Council Member Hill wanted to lcnow how much the contract is and
how much we've paid in the past.
• Mayor Parlcer wants staff to come back to council with range of pricing,
impact on individual employees and how many employees are impacted. She
also suggests that staff be inindful of pharmacy benefit plans and do better
with it.
4. Request for Future Agenda Items — Mattie Parker, Mayor
• Council Member Hall aslced for a presentation or report that provides
benchmark comparisons of other entities providing care redirection (for
Orthopedic and MSK - shoulders and knee replacement)
• Mayor Pro tem Flores aslced for a presentation or repoi�t on Review the Zoning
Ordinance to add distance requirements between permanent and temporaty
Concrete Batch Plants
• Council Member Becic aslced for comparisons of GLP 1's costs and
corresponding reductions to other medications or health conditions using real
data driven (example: Cardiac & Type II Diabetes)
5. Closing Comments — Mattie Parker, Mayor
There being no further business, Mayor Parker adjourned the meeting at 3:54 p.m.
