The proposed location of this 21 inch drainage pipe would discharge at the beginning of the entrance road to the PARD West District Service Center. During heavy rain events the amount of water flowing over this road could potentially create safety issues and prevent access to the Service Center. In addition to a safety hazard, this would create an operational hazard and delay response times for staff who report to this center and respond to severe weather events. These hazards were deemed unacceptable to PARD. The project engineer was consulted to redesign the drainage infrastructure in this area of the site (between station 1128+50 and station 1135+00).The redesign eliminates drainage Line B and adds a stormwater detention area to handle runoff entering this area before entering and discharging through drainage Line A. This change order covers labor and materials necessary for additional grading and site work. Construction work in this area of the site has been delayed for 23 working days by the redesign process, therefore the addition of 20 working days to the contract time is fair and appropriate. It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full (both time and money) for all costs arising out of, or incidental to, the above Change Order.
