Call to Order With a quorum present, President Beck called the meeting to order for the Board of Directors of the Fort Worth Housing Finance Corporation at 2:04 p.m. on Tuesday, April 28, 2026, in the City Council Work Session Room, of the Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas. 2. Approval of Minutes: a. Regular Meeting Held on February 24, 2026 CITY OF FORT WORTH, TEXAS FORT WORTH HOUSING FINANCE CORPORATION TUESDAY, APRIL 28, 2026 PAGE 2 of 5 Motion was made by Director Blaylock and seconded by Director Peoples to approve the February 24, 2026, meeting minutes. The motion passed 9-0. Directors Lauersdorf and Nettles were absent. 3. Written Reports: a. Unaudited Financial Statement as of February 28, 2026 b. Unaudited Financial Statement as of March 31, 2026 c. Quarterly Investment Report as of March 31, 2026 d. Quarterly Sale of Corporation Land Report as of March 31, 2026 There was no discussion on the written reports; they were for informational purposes only. 4. Briefing a. Annual Independent Auditor's Report for Fiscal Year 2025 - Matt Stille, CohnReznick Matt Stille, CohnReznick, provided a staff report. b. Update on the Housing Finance Corporation Revenue Benchmarking Study - Kacey Thomas, Assistant General Manager Kacey Thomas, Assistant General Manager, provided a staff report. c. Process for Selecting and Evaluating Single -Family Affordable Housing Developers - Anderson Stoute, Assistant Neighborhood Services Director Anderson Stoute, Assistant Neighborhood Services Director, provided a staff report. d. Briefing on Terrell Homes Progress - Dyan Anderson, Neighborhood Services Department Dyan Anderson, Neighborhood Services Department, provided a staff report. Director Parker made a comment regarding disposition and whether the CITY OF FORT WORTH, TEXAS FORT WORTH HOUSING FINANCE CORPORATION TUESDAY, APRIL 28, 2026 PAGE 3 of 5 Board and staff would look at a community land trust acquisition rather than individual sale. Dyan Anderson responded that in the Fall, staff will bring a plan including all options and what the future will look like. No further questions. 5. Action Item: President Beck announced that Action Items A and B will be taken as one motion. a. Consider and Adopt a Resolution Authorizing a Loan in an Amount not to Exceed $800,000 to Terrell Homes, Ltd, - Anderson Stoute, Assistant Neighborhood Services Director Motion was made by Director Martinez and seconded by Director Hall, to approve Resolution No. FWHFC-2026-30, adopting a Resolution approving a Loan in an amount not to exceed $800,000 to Terrell Homes, Ltd. through its General Partner Terrell Homes GP, LLC or an Affiliate to Ensure the Continued Operations and Financial Sustainability of the Terrell Homes Development Located in the Historic Southside Neighborhood. The motion passed 8-1 with Director Peoples opposed. Directors Lauersdorf and Nettles were absent. b. Consider and Adopt a Resolution Authorizing an Amended Budget in the amount of $800,000 for the 2025-2026 Fiscal Year - Keisha Light and Anderson Stoute, Assistant Neighborhood Services Directors Motion was made by Director Martinez and seconded by Director Hall, to approve Resolution No. FWHFC-2026-31, adopting a Resolution approving an Amended Budget in the amount of $800,000 for the 2025-2026 Fiscal Year. The motion passed 8-1 with Director Peoples opposed. Directors Lauersdorf and Nettles were Absent c. Consider and Adopt Amendments to the Policy for the Sale of the Corporation's Single Family Lots - Anderson Stoute, Assistant Neighborhood Services Director CITY OF FORT WORTH, TEXAS FORT WORTH HOUSING FINANCE CORPORATION TUESDAY, APRIL 28, 2026 PAGE 4 of 5 Item was withdrawn from agenda. 6. Executive Session There was no Executive Session. 7. Requests for Future Agenda Items There were no requests for future agenda items. 8. Adjourn With no further discussion, President Beck adjourned the meeting of the Fort Worth Housing Finance Corporation at 2:48 p.m. on Tuesday, April 28, 2026.
