Waiver of Park Reservation Fees and Electricity Fees for the following 2026 Events: Carry The
Load and Osprey Bass Anglers Foundation 34th Annual Youth Fishing Festival
RECOMMENDATION
It is proposed that the City Council retroactively approve the waiver of park reservation fees,
electricity fees for Carry The Load and approve the waiver of park reservation fees for the
2026 Osprey Bass Anglers Foundation event:
1. Carry The Load - First Amendment Event (May 23, 2026)
2. Osprey Bass Anglers Foundation Annual Youth Fishing Festival (June 20, 2026)
DISCUSSION
The Park & Recreation Department (PARD) Park Reservation and Festival Equipment Rental
Policies establish procedures for reserving parks and rental of various pieces of festival
equipment. As part of the annual budget process, the City Council adopts all City fees
including park reservations and festival equipment rental fees.
In April 2026, Councilmember Beck's Office approached the PARD requesting the waiver of
certain fees related to:
1. The annual Carry The Load Event, which serves to honor and support the military,
veterans, first responders, and their families so that they have access to counseling, adaptive
training, suicide prevention, equine therapy, service dogs, job placements, transition, home
improvements, scholarships for children, and more. Waiver of fees includes park reservation
fees and electricity fees, totaling $370.00 (Permit #53638) for the event held on May 23, 2026
at Trinity Park Pavilion #1.

2. The annual Osprey Bass Anglers Foundation Youth Fishing Festival, which is typically
held the day before Father's Day and promotes togetherness for friends and families, in
addition to physical and mental wellness. Waiver of park reservation fees totaling $330.00
(Permit #53373) for the event held on June 20, 2026 at Greenbriar Park Pavilion #1.
Note: The event holders for the aforementioned events will be responsible for paying the
$100.00 damage deposit for the use of the parks. Damage deposit will be refunded after the
event, unless damage has occurred.

FISCAL NOTE
The following costs are anticipated to be incurred to implement this Council Proposal:
1. Direct appropriation or expenditure required: $0.00
2. Estimated (A) number of staff hours (3) multiplied by (B) average total -employee
per -hour cost ($45.20) equals (C) staff costs: $135.60
3. Total estimated costs (1 + 2) = $0.00
Of the above -identified amount, $0.00 is within currently budgeted resources and $0.00
would need to be appropriated.
Based on the above and the attached financial checklist, the Director of Finance certifies that
the approval of this Council Proposal will not require the appropriation of additional funds at
this time.
CURRENT FINANCIAL IMPACT
Waiver of the above fees will result in a total of $700.00 of unrealized revenues and $135.60 of
staff costs for a total financial impact of $835.60.
ONGOING FINANCIAL IMPACT
None. This request is for one-time waivers.
