HomeMy WebLinkAbout26-6338 - City Council - ResolutionA Resolution NO.26-6338 AUTHORIZING EXECUTION OF THE FISCAL YEAR 2026 CONTRACT TOWER COMPETITIVE GRANT AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION AT CITY OF FORT WORTH SPINKS AIRPORT WHEREAS, the City of Fort Worth intends to make certain improvements at City of Fort Worth Spinks Airport ; and WHEREAS, the City of Fort Worth intends to request financial assistance from the Texas Department of Transportation for these improvements; and WHEREAS, the total project cost is estimated to be $150,000.00; and WHEREAS, the City of Fort Worth names the Texas Department of Transportation as its agent for the purposes of applying for, receiving and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements. . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: The City Manager or his designee is hereby directed and authorized to execute all contracts and agreements with the State of Texas, represented by the Texas Department of Transportation, and such other parties as shall be necessary and appropriate for the execution and implementation of the Grant Agreement for the Fiscal Year 2026 Contract Tower Competitive Grant at City of Fort Worth Spinks Airport. Authorize application for, and acceptance of, the Fiscal Year 2026 Contract Tower Competitive Grant Program Grant, if awarded, from the Federal Aviation Administration, passed through the Texas Department of Transportation, in an amount up to $150,000.00 for replacement of the standby/emergency generator serving the Airport Traffic Control Tower at Fort Worth Spinks Airport; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Muni Airport Grants Federal Fund in an amount up to $150,000.00, subject to receipt of the grant, for the purpose of funding replacement of the standby/emergency generator serving the Airport Traffic Control Tower at Fort Worth Spinks Airport; and 3. Adopt the attached resolution as required by the Texas Department of Transportation, authorizing the City Manager or his designee to execute all necessary contracts associated with this project with the Texas Department of Transportation. DISCUSSION The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), established the Federal Aviation Administration (FAA) Contract Tower (FCT) Competitive Grant Program to provide funding for airport -owned airport traffic control tower projects that address aging infrastructure and improve operational safety and efficiency. 1of3 FORT WORTH The FAA has recommended Fort Worth Spinks Airport (FWS) for award of up to $150,000.00 under the Fiscal Year 2026 FAA Contract Tower Competitive Grant Program for replacement of the standby/emergency generator serving the Airport Traffic Control Tower (ATCT). Fort Worth Spinks Airport is a general aviation reliever airport supporting the Dallas -Fort Worth region. The existing ATCT standby generator has exceeded its useful life and no longer provides reliable backup power for critical air traffic control and communications systems. Replacement of this equipment will ensure continuous tower operations during utility outages, improve operational safety and reliability, and support efficient management of congested Dallas -Fort Worth (DFW) airspace. The FAA Contract Tower Competitive Grant Program provides a 100 percent federal share with no local match requirement. The project is anticipated to be completed by September 2027. Since no City salaries will be charged, indirect cost recovery does not apply. The grant application repository number is GRNT-APPL-0000000202. Fort Worth Spinks Airport is located in COUNCIL DISTRICT 8. This contract will be with a governmental entity, state agency or public institution of higher education. FISCAL IN FOR MATION/CERTIFICATION The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
