SUPPLEMENTAL AGREEMENT NO. 2
FOR THE CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT
AGREEMENT
THIS SUPPLEMENTAL AGREEMENT to the Congestion Mitigation and Air Quality
Improvement Program is made by and between the Texas Department of Transportation,
hereinafter called the "State", and the City of Fort Worth, hereinafter called the "City".
WHEREAS, the State and the City executed an agreement on the 7�' day of May. 1997, and
entered into an agreement concerning the improvements under the Congestion Mitigation and Air
Quality Improvement Program; and,
WHEREAS, the maximum amount of CMAQ funds payable under this agreement without
modification is $2,000,000; and,
WHEREAS, TIP Modification 99-66 increased the amount of funding for the project from the
original amount of $2,000,000 to $3,873,000 which was recognized by the execution of
Supplemental Agreement No. 1; and,
WHEREAS, the original percentage funding for the project was 54%-federal and 46%-local; and,
NOW THEREFORE, premises considered, the State and the City agree that said agreement is
amended as follows:
In accordance with TIP Modification 99-66, the funding percentages have changed
from being 54%-federal, 46%-local to the following:
70.7%-Federal ($2,737,000) 5.6%-State ($216,000) 23.7%-Local ($920,000)
All other terms and conditions of the contract are unchanged and remain in full force and effect.

SUBJECT APPROVAL OF SUPPLEMENTAL AGREEMENT NO. 1 WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR TWO CONGESTION MITIGATION AND
AIR QUALITY IMPROVEMENT PROJECTS: 1) IH-820 AT RANDOL MILL ROAD BRIDGE
AND 2) HULEN STREET FROM IH-20 TO OVERTON RIDGE BOULEVARD
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Supplemental
Agreement No. 1 with the Texas Department of Transportation (TxDOT) for two Congestion Mitigation
and Air Quality (CMAQ) Improvement Projects: 1) IH-820 at Randol Mill Road Bridge, and 2) Hulen
Street from IH-20 to Overton Ridge Boulevard.
DISCUSSION:
As part of the development of the 1999 Transportation Improvement Program, TxDOT approved
additional funding necessary for the construction of two CMAQ Improvement Projects: 1) IH-820 at
Randol Mill Road Bridge, and 2) Hulen Street from IH-20 to Overton Ridge Boulevard.
The additional funding approved by TxDOT for the IH-820 at Randol Mill Road Bridge project will
increase the federal participation by $1,873,000, from $1,080,000 to $2,953,000. The City's
participation of $920,000 will remain unchanged from the original agreement with TxDOT. This project
is located in COUNCIL DISTRICT 4.
The additional funding approved by TxDOT for Hulen Street from IH-20 to Overton Ridge Boulevard will
increase the federal participation by $252,000, from $190,000 to $442,000. The City's participation of
$50,000 will remain unchanged from the original agreement with TxDOT. This project is located in
COUNCIL DISTRICT 3.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies this action w�ll have no material effect on City funds.
