AN ORDINANCE INCREASING ESTIMATED RECEIPTS
AND APPROPRIATIONS IN THE GRANTS CAPITAL PROJECTS FEDERAL
FUND, IN THE AMOUNT UP TO $2,129,000.00, SUBJECT TO THE
RECEIPT OF THE INTERLOCAL AGREEMENT WHICH UTILIZES
THE SURFACE TRANSPORTATION BLOCK GRANT PROGRAM, FOR
THE PURPOSE OF FUNDING THE EAST BERRY STREET
CORRIDOR IMPROVEMENTS PROJECT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2025-
2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in
the Grants Capital Projects Federal Fund, in the amount up to $2,129,000.00, subject to the receipt of the
Interlocal Agreement which utilizes the Surface Transportation Block Grant Program, for the purpose of
funding the East Berry Street Corridor Improvements project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative
or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal
government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1, 2025, and ending
September 30, 2026, and all other ordinances and appropriations amending the same except in those instances
where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in
which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Grant Agreement and a Reimbursement Agreement, and Adopt Appropriation Ordinances

It is recommended that the City Council:
1. Ratify the application for and acceptance of, if awarded, the Safe Streets for All Grant, in an amount up to $25,000,000.00 for safety and
operational improvements to the East Berry Street Corridor from Interstate 35 to Miller Avenue;
2. Authorize execution of the Federal Grant Agreement with the United States Department of Transportation;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Federal Fund,
in the amount up to $25,000,000.00, subject to the receipt of the grant, for the purpose of funding the East Berry Street
Corridor Improvements project;
4. Ratify the application for and acceptance of, and if awarded, the Technology Project Identification Framework reimbursement agreement,
utilizing Surface Transportation Block Grant funds, in an amount up to $2,129,000.00 for safety and operational improvements to the East
Berry Street Corridor from Interstate 35 to Miller Avenue;
5. Authorize execution of the reimbursement agreement with the North Central Texas Council of Governments utilizing Surface Transportation
Block Grant Program funds; and
6. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Federal Fund,
in the amount up to $2,129,000.00, subject to the receipt of the Interlocal Agreement which utilizes the Surface Transportation Block Grant
Program, for the purpose of funding the East Berry Street Corridor Improvements project.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize an application for and acceptance of, if awarded, a Safe Streets for
All (SS4A) Grant in the amount up to $25,000,000.00, and the NCTCOG Technology Project Identification Framework for up to $2,129,000.00 for
safety, technology and operational improvements for East Berry Street from Interstate 35 to Miller Avenue.
As part of the 2022 Bond, a study of the East Berry Street corridor was conducted to address safety and operational concerns voiced by
residents.
Safe Streets for All Grant (SS4A)
The United States Department of Transportation (DOT) is making this discretionary grant available for infrastructure projects that prevent death
and serious injury on roads for all roadway users. The application deadline was May 26, 2026, and it is unknown when the notice of award will be
announced. If awarded, the SS4A grant funds will be used to make safety improvements for pedestrians and vehicles, such as constructing new
shared -use paths/sidewalks, LED crosswalks, a roundabout at Cobb Park, intersection modifications, enhanced pedestrian hybrid beacons,
traffic signal upgrades, and roadway reconstruction with drainage improvements in certain areas.
The City will be responsible for providing a 20% local match or up to $15,000,000.00 as part of the grant. The current estimated total project cost
is $40,000,000.00. A separate M&C will be presented to Council once funding has been identified to meet the grant match requirement. Should no
funding be available, then the Transportation and Public Works (TPW) Department will not accept the grant award and will be responsible for all
costs incurred.
A grant application has been entered into the Grant Application Repository. The number is GRNT-APPL-0000000189. City salaries will be
charged to the grant. Indirect cost recovery does not apply.
Technology Project Identification Framework
The North Central Texas Council of Governments (NCTCOG) is using the federal Surface Transportation Block Grant (STBG) funds to support
connected, automated, and emerging transportation technologies within the Fort Worth/Dallas Metroplex. The Technology Project Identification
Framework will address technology improvements along the same corridor as the SS4A grant. If awarded, the funds will be used for pedestrian
hybrid beacons, LED crosswalks, pedestrian detection traffic signal software upgrades, LED signage, technological advancements at railroad
crossings, speed feedback signage, and weather sensors.
NCTCOG will use its own Transportation Development Credits (TDCs) in place of the local match requirement. A grant application has been
entered into the Grant Application Repository. The number is GRNT-APPL-0000000190.
The proposed project is located in COUNCIL DISTRICTS 8 and 11.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the capital budget, as appropriated, in the Grants Cap Projects Federal Fund for the East Berry Street Improvement project.
Transportation and Public Works (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City.
Prior to an expenditure being incurred, the Transportation and Public Works Department has the responsibility to validate the availability of funds.
These are reimbursement grants.
