HomeMy WebLinkAbout28575-06-2026 - City Council - OrdinanceORDINANCE NO.28575-06-2026 AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER AND SEWER REVENUE BONDS SERIES 2025 FUND BY INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE EASTSIDE TRANSMISSION MAIN IN BEACH STREET PROJECT (CITY PROJECT NO. 105720) IN THE AMOUNT OF $155,641.00 AND DECREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE COMMERCIAL PAPER PROJECT (CITY PROJECT NO. UCMLPR; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: SECTION 1. That the budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance 27979- 09-2025, as amended, is hereby further amended to make the following adjustments to adjusting estimated receipts and appropriations in the Water and Sewer Revenue Bonds Series 2025 Fund by increasing estimated receipts and appropriations in the Eastside Transmission Main in Beach Street project (City Project No. 105720) in the amount of $155,641.00 and decreasing estimated receipts and appropriations in the Commercial Paper project (City Project no. UCMLPR) by the same amount. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize execution of Amendment No. 1 in the amount of $155,641.00, to City Secretary Contract No. 63028, an Engineering Agreement with Pape -Dawson Engineers, LLC, for the Eastside Transmission Main in Beach Street project for a revised contract amount of $1,370,325.00; and 2. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Water and Sewer Revenue Bonds Series 2025 Fund by increasing estimated receipts and appropriations in the Eastside Transmission Main in Beach Street project (City Project No. 105720) in the amount of $155,641.00 and decreasing estimated receipts and appropriations in the Commercial Paper project (City Project no. UCMLPR) by the same amount to effect a portion of Water's contribution to the Fiscal Years 2026-2030 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize execution of Amendment No. 1 in the amount of $155,641.00 to an Engineering Agreement with Pape -Dawson Engineers, LLC, for the Eastside Transmission Main in Beach Street project. On February 25, 2025, M&C 25-0161, the City Council authorized an Engineering Agreement in the amount of $1,214,684.00 with Pape -Dawson Engineers, LLC, (City Secretary Contract No. 63028) for the Eastside Transmission Main in Beach Street project. The original scope proposed the water main to start from the site of the future Holly to Eastside II Pump Station at the south west corner of the Meacham Boulevard/N. Beach Street intersection and extend to N. Beach Street to the existing 36-inch water main at the Western Center Boulevard/N. Beach Street intersection. Due to protracted negotiations to acquire this particular pump station site, another location for the pump station was successfully acquired at the northeast corner of the Northern Cross Boulevard/Endicott Avenue intersection, which necessitates a new alignment for the water main. Amendment No. 1 will provide for the following: Additional design services related to the new pump station location, additional topographic survey, additional subsurface utility engineering, revised connection points along N. Beach Street and design for the replacement of an additional 1,060 feet of deteriorated sanitary sewer pipe on Western Center Boulevard and Beach Street. It is the practice of the Water Department to appropriate its Capital Improvement Program plan throughout the Fiscal Year (FY), instead of within the annual budget ordinance, as projects commence, additional funding needs are identified, and to comply with bond covenants. Funding is currently available in the Commercial Paper project within the W&S Rev Bonds Series 2025 Fund for the purpose of funding the Eastside Transmission Main in Beach Street project. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the Commercial Paper project within the W&S Rev Bonds Series 2025 Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the W&S Commercial Paper Fund, for the Eastside TM in Beach St project to support the execution of the change order.
