HomeMy WebLinkAbout28581-06-2026 - City Council - OrdinanceC� : 1 I► :\�C�1 �\C��►�:�:3QIL4►�17►� AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANT OPERATING FEDEARL FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT OF $2,000,000.00, FOR THE PURPOSE OF FUNDING PUBLIC SAFETY FOR THE FIFA WORLD CUP; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: SECTION 1. In addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Operating Federal Fund in the amount of $2,000,000.00, subject to receipt of the grant, for the purpose of funding public safety for the FIFA World Cup. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. This ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify application for and authorize acceptance of a Federal grant subaward of the FIFA World Cup Project Funding Grant with the North Central Texas Council of Governments from Federal Emergency Management Agency in the amount up to $2,000,000.00 for public safety; 2. Authorize the execution of the Interlocal Cooperation Agreement with the North Central Texas Council of Governments; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject to the receipt of the grant, in an amount up to $2,000,000.00 for the purpose of funding public safety for the FIFA World Cup. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to ratify the application for, provide acceptance of, and authorize execution of Federal grant subaward agreement with North Central Texas Council of Governments (NTCOG). The NTCOG was named as the fiduciary and fiscal agent for the 2026 Federation International de Football Association (FIFA) World Cup Grant Program (FWCGP) in coordination with the North Texas FIFA World Cup Organizing Committee (NTFWCOC). This grant is a pass -through from FIFA Host Committee and The United States (U.S.) Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) for the amount up to $2,000,000.00, which will be utilized for public safety. The purpose of the FIFA World Cup Grant Program is to provide targeted funding to enhance security and preparedness for the 2026 FIFA World Cup events hosted in the United States. The AT&T Stadium in Arlington (renamed Dallas Stadium for World Cup) will host nine World Cup matches from June 14 to July 14, 2026, the most of any venue worldwide. The DFW region expects over 740,000 ticketed attendees, 1.5 million Fan Festival visitors, and thousands of journalists at the International Broadcast Center, generating an estimated $1.5—$2.1 billion economic impact. Early tournament matches featuring major teams like Argentina and England are expected to draw significant crowds. It is estimated that Fort Worth will see increased tourism, watch parties, and heavy fan travel through the city on match days. The scope of the project will focus on enhancing Public Safety functions supported by FIFA World Cup grant funding. This includes implementing initiatives, resources, and operational improvements designed to strengthen preparedness, response, and coordination among public safety agencies during FIFA World Cup —related activities. The project will ensure that grant funds are used to support critical safety measures such as emergency response planning, situational awareness, interagency communication, and public protection strategies needed to manage large-scale events. Overall, the scope emphasizes safeguarding the community and ensuring a secure environment throughout the duration of the FIFA World Cup. This grant has been entered into the grant repository with log number GRNT-APPL-OOOOOOOOXX City employees will charge time worked to the project as incurred, therefore indirect cost recovery will apply at a negotiated rate agreement, cost allocation plan, or written election of the de minimis rate. This is a reimbursement grant. This project is located in ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: North Central Texas Council of Government FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Emergency Management & Communication Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred, the participating departments have the responsibility to validate the availability of funds. This is a reimbursement grant.
