HomeMy WebLinkAbout28533-06-2026 - City Council - OrdinanceOrdinance No.28533-06-2026 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO RECEIPT OF THE GRANT, IN AN AMOUNT UP TO $338,050.00 FOR THE PURPOSE OF FUNDING THE FISCAL YEAR 2026 PARK AND RECREATION LITERACY INITIATIVE PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to Park & Recreation Department for Fiscal Year 2026, there shall also be increased receipts and appropriations in the Grants Operating Other Fund, subject to the receipt of the grant, in an amount up to $338,050.00, for the purpose of funding Park and Recreation Literacy Initiative program operation supplies and the salaries of Literacy Support Specialist and Literacy Support Specialist II. E•�=MI[a]►" That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. This is a one- time award totaling $338,050.00 which is designated for use in Summer 2026. Please note that if you are unable to use the funds for the intended purpose or during the designated timeframe, we must give written approval for any reallocation. As a condition of this grant, please provide us with a report detailing the use of these funds by August 31, 2026. Yes Grant Request: City of Fort Worth Park & Recreation and Library is a proud partner in the REV (Read, Excel, Verify) Partnership, a network of Tarrant County organizations committed to improving literacy and math outcomes through collaboration and shared resources. Grant funds will support 21 community centers responsible for administering the Literary program, to include staffing- cost of adding (2) Literacy Support Coordinators, support increase pay for Literacy Coordinators, 50 laptops/tablets for youth to use during testing and completing curriculum, 5 sets of headphones per community center, incentives for participants and supplies for preassembled Literacy Activity Kits. Amount Requested (in USD): 338,050 Geographic Area Served: Tarrant County Target Population Served: Elementary School Students Total Number of People Served Annually: 800 Program Timing: Camp Fort Worth is a 8 week program that runs June 8-July 31, 2026 at 21 City of Fort Worth community centers. Grant funding would support youth participating in 2026 summer day camp during FY26. Expected Outcomes: Increase staffing levels of Literacy Support Specialist (LSS) from 1 to 2 at sites that have higher camp enrollment; 5 additional staff. Increase LSS hours of availability from 20 hours per week to 25 hours per week Create (2) Literacy Support Coordinator positions with increased pay and availability to enhance coordination between other LSS, Library, Literacy Roundup (Dyslexia screening) and support parent outreach/education. Purchase 50 additional laptops to expand access literacy software (2 per site) - $20,000 Purchase 5 sets of headphones for each location - $ 3,500 Supplies for preassembled Literacy Activity Kits provided to each community center and mobile recreation sites. Literacy Champion Incentives will be used to encourage youth to maintain or increase literacy skills, document reading hours through participation in Mayors Summer Reading Challenge or have 90% attendance rate in the summer reading program. Program efforts will be tracked through access to research -based software used to accelerate reading software Reading A-Z through pre/post test to measure participants reading levels retention, gains or lasses during the summer program. Participants tested are Pre-K- 7th, youth 5 - 10 years of age, Literacy Support specialist will work collaboratively with other camp staff on literacy initiatives, partnerships and related camp activities. Ratify the application for and acceptance of the 2026 Summer Camp Literacy Programming Grant and the execution of the related grant agreement with the Rainwater Charitable Foundation; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the amount of $338,050.00 from the Rainwater Charitable Foundation for the purpose of funding Park and Recreation Literacy Initiative Programming DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to ratify the application for and acceptance of the 2026 Summer Camp Literacy Programming Grant and the execution of the related grant agreement with the Rainwater Charitable Foundation in the amount of $338,050.00 to fund Park and Recreation Literacy Initiative Programming, specifically to fund staff costs and purchases of electronic devices, participant incentives, and supplies for literacy activity kits across 21 community centers and 4 mobile recreation sites. This grant will assist greatly in expanding literacy services provided to camp participants throughout the summer. This grant does not require matching funds. The Rainwater Charitable Foundation is a private family charity, established in 1991 by Richard E. Rainwater in Fort Worth, TX. Its mission is to invest in sustainable, scalable solutions that improve lives —guided by principles of innovation, accountability, and collaboration. The Rainwater Charitable Foundation strengthens communities by expanding access to high -quality education and supporting programs that help children and families thrive. Their efforts focus on boosting student success, improving school quality, and increasing opportunities for long-term family stability. This grant will enable the Park & Recreation Department (PARD) to make strategic staffing adjustments and add new positions to better support efforts to reduce "summer slide" in reading skills among participants in our literacy program. By enhancing the quality of literacy support across all 25 sites-21 community centers and 4 mobile recreation sites—PARD aims to strengthen its commitment to literacy, expand program impact, and increase the number of children served. Data consistently shows that the literacy program is highly effective in helping students maintain or improve their reading abilities over the summer months. Funding will support increased staffing of Literacy Support Specialist (LSS) at sites that have higher camp enrollment; adding additional staff, increasing the number of hours LSS work and allow for the creation of two (2) Literacy Support Specialist II positions that will be used to enhance coordination between PARD and Library Department, Literacy Roundup (Dyslexia screening), support parent outreach, education and engagement. The grant repository number is GRNT-APPL-0000000201. The two (2) Literacy Support Specialist 11 positions and 25 LSS positions will charge salaries to this grant project as incurred; indirect cost recovery does not apply. This will serve ALL COUNCIL DISTRICTS. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Park and Recreation Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Park and Recreation Department has the responsibility to validate the availability of funds. This is an advance grant.
