AN ORDINANCE DECREASING APPROPRIATIONS IN THE PARD
MAINTENANCE & REPLACEMENT PROGRAMMABLE PROJECT (CITY
PROJECT NO. P00133) IN THE AMOUNT OF $222,889.00, AND
REDUCING PARK PLANNING FEES IN PPD 4.1-4 (CITY PROJECT NO. UN8091)
IN THE AMOUNT OF $18,335.00, PPD 4.1-5 (CITY PROJECT NO. UN8092) IN THE
AMOUNT OF $25,430.00, PPD 4.1-6 (CITY PROJECT NO. UN8093) IN THE
AMOUNT OF $5,655.00, PPD 4.1-7 (CITY PROJECT NO. UN8021) IN THE
AMOUNT OF $53,299.00, PPD 4.2-1 (CITY PROJECT NO. UN8095) IN THE
AMOUNT OF $1,393.00 AND PPD 4.1-2 (CITY PROJECT NO. UN8089) IN THE
AMOUNT OF $107,888.00 FOR THE PURPOSE OF FUNDING IMPROVEMENTS
AT TITUS PAULSEL PARK AND SMITH-WILEMON PARK; AND INCREASING
APPROPRIATIONS IN THE PARD NEW ENHANCEMENTS PROGRAMMABLE
PROJECT (CITY PROJECT NO. P00132) IN THE AMOUNT OF $434,889.00 TO
REFLECT REALLOCATION OF FUNDS AMONG PROJECTS; PROVIDING FOR
A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION 1.
The budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance 27979-09-
2025 as amended, is hereby further amended to reduce appropriations in the PARD Maintenance &
Replacement Programmable Project (City Project No. P00133) in the amount of $222,889.00, and
reducing park planning fees in PPD 4.1-4 (City Project No. UN8091) in the amount of $18,335.00, PPD 4.1-
5 (City Project No. UN8092) in the amount of $25,430.00, PPD 4.1-6 (City Project No. UN8093) in the
amount of $5,655.00, PPD 4.1-7 (City Project No. UN8021) in the amount of $53,299.00, PPD 4.2-1 (City
Project No. UN8095) in the amount of $1,393.00 and PPD 4.1-2 (City ProjectNo. UN8089) in the amount of
$107,888.00 for the purpose of funding improvements at Titus Paulsel Park and Smith-Wilemon Park; and
increasing appropriations in the PARD New Enhancements Programmable Project (City ProjectNo. P00132)
in the amount of $434,889.00 to reflect reallocation of funds among projects.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
This ordinance shall be cumulative of Ordinance No. 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance arc in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.

SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
Adopt the attached appropriation ordinance reallocating receipts and appropriations in the PARD Dedication Fees Fund, by
increasing receipts and appropriations in the PARD New Enhancements programmable project (City Project No. P00132) in the amount of
$434,889.00 and reducing receipts and appropriations in the PARD Maintenance & Replacement programmable project (City Project No.
P00133) in the amount of $222,889.00, and reducing Park Planning Fees in PPD 4.1-4 (City Project No. UN8091) in the amount of
$18,335.00, PPD 4.1-5 (City Project No. UN8092) in the amount of $25,430.00, PPD 4.1-6 (City Project No. UN8093) in the amount of
$5,655.00, PPD 4.1-7 (City Project No. UN8021) in the amount of $53,299.00, PPD 4.2-1 (City Project No. UN8095) in the amount of
$1,393.00 and PPD 4.1-2 (City Project No. UN8089) in the amount of $107,888.00 for the purpose of funding improvements at Titus Paulsel
Park and Smith-Wilemon Park; and
Amend the Fiscal Year 2026-2030 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to provide funding for improvements such as walking trails, pickleball court and
play equipment to Titus Paulsel and Smith-Wilemon Parks in the amount of $434,889.00.
Funding is available for appropriation from the PARD Maintenance & Replacement programmable project (City Project No. P00133) and from the
PPD 4.1-4 (City Project No. UN8091), PPD 4.1-5 (City Project No. UN8092), PPD 4.1-6 (City Project No. UN8093), PPD 4.1-7 (City Project No.
UN8021), PPD 4.2-1 (City Project No. UN8095) and the PPD 4.1-2 (City Project No. UN8089) projects within the PARD Dedication Fees Fund for
the Park & Recreation Department for the purpose of funding the PARD New Enhancements programmable project.
Funding for this project was not included in the FY2026-2030 Capital Improvement Program because funding needs were unknown at the time of
its development. This M&C will amend the FY2026-2030 Capital Improvement Program as approved in connection with Ordinance 27979-09-
2025.
This project is in COUNCIL DISTRICTS 5 and 8.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the PARD Maintenance & Replacement programmable project and in the
PPD 4.1-4, PPD 4.1-5, PPD 4.1-6, PPD 4.1-7, PPD 4.2-1 and the PPD 4.1-2 projects within the PARD Dedication Fees Fund and upon approval
of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the PARD Dedication Fees Fund
for the PARD New Enhancements programmable project to support the above recommendations. Prior to an expenditure being incurred, the Park
& Recreation Department has the responsibility of verifying the availability of funds.
