AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
STORMWATER CAPITAL PROJECTS FUND, BY INCREASING ESTIMATED RECEIPTS
AND APPROPRIATIONS IN THE STORMDRAIN PIPE REHAB PROGRAMMABLE PROJECT
(CITY PROJECT NO. P00114) IN THE AMOUNT OF $648,436.00 AND DECREASING
ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CAH VOLUNTARY ACQUISITION
PROJECT (CITY PROJECT NO. 101262) BY THE SAME AMOUNT FOR THE PURPOSE OF
FUNDING THE CENTRAL ARLINGTON HEIGHTS STORM DRAIN PIPE REHABILITATION PROJECT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That the budget of the City of Fort Worth for Fiscal Year 2025-2026, as enacted by Ordinance
27979-09-2025, as amended, is hereby further amended to make the following adjustments to estimated
receipts and appropriations in the Stormwater Capital Projects Fund, by increasing estimated receipts and
appropriations in the Stormdrain Pipe Rehab programmable project (City Project No. P00114) in the
amount of $648,436.00 and decreasing estimated receipts and appropriations in CAH Voluntary
Acquisition project (City Project No. 101262) by the same amount, for the purpose of funding the
Central Arlington Heights Storm Drain Pipe Rehabilitation project (City Project No. 106601).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Rehab Programmable Project and Amend the Fiscal Years 2026-2030 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting the Stormwater Capital Projects Fund by increasing estimated receipts and
appropriations in the Storm Drain Pipe Rehab programmable project (City Project No. P00114) in the amount of $648,436.00 and
decreasing estimated receipts and appropriations in the CAH Voluntary Acquisition project (City Project No. 101262) by the same amount
for the purpose of funding the Central Arlington Heights Storm Drain Pipe Rehabilitation project (City Project No. 106601); and
2. Amend the Fiscal Years 2026-2030 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt an appropriation ordinance to provide funding from eligible PayGo
funding in the amount of $648,436.00 for the Central Arlington Heights Storm Drain Pipe Rehabilitation project (City Project No. 106601) and to
amend the Fiscal Year 2026-2030 Capital Improvement Program.
The Central Arlington Heights Neighborhood is subject to severe localized flooding during rain events and mitigating flood risk to the neighborhood
through traditional drainage system improvements, such as increasing the capacity of the pipe system, is cost prohibitive. The Central Arlington
Heights neighborhood experiences severe localized flooding and traditional drainage upgrades are costly. To reduce flood risk, the City of Fort
Worth (City) pursued voluntary property acquisitions for the most flood -prone homes. Based on community feedback, some acquired properties
were redeveloped above flood risk levels, while a drainage easement over the existing storm drain pipe was maintained between Western Avenue
and Carleton Avenue. The City completed an alternative rehabilitation and relocation analysis for the pipe to identify needed infrastructure
improvements. The lining project was determined to be the best alternative to rehabilitate the deteriorating pipe. A portion of the remaining funding
from the Voluntary Acquisition project will be utilized to rehabilitate the pipe using geopolymer lining to improve structural condition and hydraulic
efficiency and ensure the pipe continues to function as designed.
The City completed an alternative rehabilitation and relocation analysis for the storm drain system between Western Avenue and Carleton Avenue
to identify needed infrastructure improvements for this section of storm drain pipe. The lining project was determined to be the best alternative to
rehabilitate the deteriorating storm drain pipe. The rehabilitation of the pipe using geopolymer lining will improve structural condition and hydraulic
efficiency in this section.
Funding is budgeted within the Stormwater Capital Projects Fund for the Transportation and Public Works Department for the purpose of funding
the Central Arlington Heights Storm Drain Pipe Rehabilitation project.
Funding for this project was not included in the Fiscal Year (FY) 2026-2030 Capital Improvement Program (CIP) due to funding needs being
unknown at the time of its development. The action in this M&C will amend the FY2026-2030 CIP as approved in connection with Ordinance
27979-09-2025.
This serves COUNCIL DISTRICT 7.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the CAH Voluntary Acquisition Proj project within the Stormwater Capital
Projects Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in
the Stormwater Capital Projects Fund for the Stormdrain Pipe Rehab programmable project. Prior to an expenditure being incurred,
the Transportation and Public Works Department has the responsibility of verifying the availability of funds.
