HomeMy WebLinkAbout063583-A2 - General - Contract - Transition Resource Action CenterCSC No. 63583-A2 SECOND AMENDMENT TO CITY OF FORT WORTH CONTRACT 63583 BETWEEN THE CITY OF FORT WORTH AND TRANSITION RESOURCE ACTION CENTER FOR OUTREACH AND CASE MANAGEMENT TO YOUNG ADULTS This second amendment (the "Amendment") is made and entered into by and between the City of Fort Worth, a home -rule municipality of the State of Texas (hereinafter referred to as the "City"), acting by and through Dianna Giordano, its duly authorized Assistant City Manager, and Transition Resource Action Center ("Agency"), a Texas nonprofit corporation. Each party shall be individually referred to herein as Party and collectively as Parties. RECITALS WHEREAS, the City entered into an Agreement with Agency to provide services more specifically described in the agreement, City Secretary Contract No. 63583, (the "Agreement"); WHEREAs, the Parties executed the first amendment to the Agreement through which the Parties agreed to amend the budget to include additional funding from the Texas Department of Housing and Community Affairs ("TDHCA"); WHEREAS, the Parties desire to extend the contract term by two months to reflect the contract amendment between TDHCA and the City; NOW THEREFORE City and Agency do hereby agree to the following: I. AMENDMENT TO AGREEMENT NOW THEREFORE, for valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the Parties agree as follows: A. Section 2. is hereby deleted and replaced with the following: 2. TERM. This Agreement shall begin on June 1, 2025 ("Effective Date") and shall expire on July 31, 2026 ("Expiration Date"), unless terminated earlier in accordance with this Agreement. City shall have the option, in its sole discretion, to renew this Agreement under the same terms and conditions, except for the compensation amount which shall be provided at the time of the renewal, for 3 additional 1-year terms. Authorize acceptance of Fiscal Year 2027 grants from the Texas Department of Housing and Community Affairs for the Homeless Housing and Services Program funds in the approximate amounts of $475,534.00 (General), $161,373.00 (Youth); 2. Authorize acceptance of additional Fiscal Year 2024 grant funds from the Texas Department of Housing and Community Affairs for the Homeless Housing and Services Program In the approximate amount of $21,800.58 (Youth - 2024 Rollover)(City Project No. 106383); 3. Authorize execution of grant agreements and amendment, Including the ability to adjust the grant amounts In such agreements; 4. Authorize the execution of a subgrant agreement with My Health, My Resources of Tarrant County in the approximate amount of $476,534.00 to provide rental assistance to at least 40 permanent supportive housing clients (General); 5. Authorize the execution of a subgrant agreement with Transition Resource Action Center in the approximate amount of $161,373.00 to provide rental assistance and case management to at least eight (8) youth clients (Youth); 6. Authorize the execution of an amendment to subgrant agreement with Transition Resource Action Center in the approximate amount of $21,800.58 to provide outreach and case management to at least 120 youth clients (Youth - 2024 Rollover); 7. Find that the subgrant agreements and amendment serve the public purpose of reducing chronic and youth homelessness and that adequate controls are in place through the subgrant agreements; and 8. Adopt the attached appropriation ordinance Increasing estimated receipts and appropriations In the Grants Operating State Fund in the amount of $658,707.58, subject to the receipt of the grant, for the purpose of reducing chronic and youth homelessness. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to approve the acceptance of grant funding and related agreements for two categories (general and youth) of services directed to individuals experiencing homelessness. The State of Texas provides grant funding for the Homeless Housing and Services Program (HHSP) administered by the Texas Department of Housing and Community Affairs (TDHCA) to municipalities with a population of 285,500 or greater, Including the City of Fort Worth (City). General The 2027 HHSP amount allocated to the City is approximately $475,534.00. Eligible services Include rental assistance, case management and other services or housing options to reduce homelessness. My Health, My Resources of Tarrant County (MHMR) Is the City's 2026 HHSP subgrantee and provides case management to permanent supportive housing (PSH) clients. Pending a risk assessment and City Council approval, the City will enter Into a subgrant agreement with MHMR for rental assistance for at least 40 PSH clients for the 2027 term. Youth The 2027 HHSP-Youth amount allocated to the City Is approximately $161,373.00. Eligible services Include case management, emergency shelter, street outreach and transitional living. Transition Resource Action Center (TRAC) Is the City's 2026 HHSP-Youth subgrantee and provides both rental assistance and case management to young adults age 18-24. Pending a risk assessment and City Council approval, the City will enter Into a subgrant agreement with TRAC for rental assistance and case management for at least eight (8) youth for the 2027 term. Youth - 2024 Rollover TDHCA has requested the City accept an additional $21,800.58 to add to the existing HHSP-Youth 2024 Rollover (City Project No. 106383) contract. Eligible services Include case management, emergency shelter, street outreach and transitional living. TRAC is the City's subgrantee for the Youth - 2024 Rollover funds which provides street outreach and case management to 120 young adults age 18-24. The term of this grant Is June 1, 2025 to May 31, 2026. By approval of this Mayor and Council Communication, the City Council finds that funding the subgrant agreements and amendment will meet the public purpose of helping to reduce chronic and youth homelessness and that adequate controls are in place through the subgrant agreements to ensure that the public purpose is carried out. Upon acceptance, the 2027 grants will begin on September 1, 2026. The City Managers Office Homeless Strategies Division will administer the HHSP and HHSP-Youth funds and monitor the sub -grantees, MHMR and TRAC. The subgrant agreements will be from September 1, 2026 to August 31, 2027. The amendment to the Youth - 2024 Rollover grant will be effective from the contract term of June 1, 2025 to May 31, 2026. An Assistant City Manager is authorized to execute the contracts. No City salaries will be charged to this grant; therefore, Indirect cost recovery does not apply. There is no grant application repository number, as the City Manager's Office did not apply for this grant. A Form 1295 is not required for the contracts with TDHCA and MHMR because these contracts will be with a governmental entity, state agency or public institution of higher education. A Form 1295 is required for the contract with TRAC. FISCAL INFORMATION I CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available In the current operating budget, as appropriated, In the Grants Operating State Fund. The City Manager's Office (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being Incurred, the City Manager's Office has the responsibility to validate the availability of funds. This Is a reimbursement grant.
