AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE LIBRARY SPECIAL REVENUE FUND, FROM
AVAILABLE FUNDS, IN THE AMOUNT OF $46,421.35, FOR SUPPORTING
LIBRARY SERVICES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION 1.
In addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in
the Budget of the City Manager, there shall also be increased estimated appropriations in the Library Special
Revenue Fund in the amount of $46,421.35, from available funds, for the purpose of supporting library
services.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
This ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

$46,421.35 for Funds Received from the Fort Worth Public Library Foundation and the Virginia O'Donnell Trust for the Purpose of Supporting
Library Services
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Library Special Revenue Fund in the amount of $46,421.35 for funds received from The Fort Worth Public Library Foundation and the Viriginia
O'Donnell Trust for the purpose of supporting library services.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the appropriation and use of two donations the Library received, one
in the amount of $36,949.75 from The Fort Worth Public Library Foundation (Foundation) and the second in the amount of $9,471.60 from the
Virginia O'Donnell Trust.
The Board of Directors of The Fort Worth Library Foundation approved funding for the Library in the amount of $154,000.00 for calendar year
2025, to be paid in quarterly payments. The purpose of the donation is to fund a variety of programs that were presented in the fourth quarter of
2025 that fulfill the following focus areas of the Library's Strategic Service Plan:
• Arts & Culture
• Community Vitality
• Education & Growth
• Books & Reading
As one of the beneficiaries of the Virginia O'Donnell Trust, the Library receives unrestricted distributions to support library services. This is the
most recent distribution received from the trust.
This project is located ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Library Spec Revenue Gen Proj project within the Library Special Revenue
Fund and upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available as
appropriated. Prior to an expenditure being incurred, the Library Department has the responsibility of verifying the availability of funds.
