CONTRACT TO GIBSON & ASSOCIATES, INC. FOR BRIDGE REPAIA AND
REPAINTING AT VAR��US LOCATIONS (2Q02-1�); MAKiNG THIS ORDINANCE
CUMULITIVE OF PRIOR ORDINANCES 1N CONFLICT HEREWTTH; AND
PROVIDING AN EFF�CTNE DA'T�.
BE IT ORDE#INED BY THE CITY COUNCIL OF THE CITY OF FORT WQRTH,
TEXAS:
SECTION 1.
T'hat in addition. to those amvunts allocated to the various Gity departmen�s for Fiscal Year 2001-02 anci in the
Budget of the City Manager, there shall also be increase� estimated receip#s and apprapriations in the �ontract
Str�et Maintenance Fund u� the amount of $404,002 from available funds far #he purpose of funding a
contract tn Gibson & Associates, Inc. for hridge repair and repainting at various locations (2002-1 �),
S�CTION Z.
Tlaat should any portion, section or part of a sectinn of this orclinance be declared invaIid, inoperative ar void
for any reason by a co�rt of com�etent jurisciiction, such dacisian, opinion ar judgment shaIl in no way unpair
the remaining partions, sections, or parts of sections of this ordinance, which said rem�inrng provisions shall
be and rez�ain in full force and effect.
SBCTION 3.
That this ordinance stsall be cumulative of Ordinance No. 14745 and all ot�er ordinances and appropriations
amending the same except in those insfances where the provisions of tbis ordinance are in direct conflict with
sueh other nrdinances and approgriations, in which instan�e said conflictin� provisions af said prior
ordinances and apprapriations are hezaby axpressly repealed.
SECTION 4

Scope of Work
Six bridges are in need of repair at four locations due to unsatisfactory deck ratings. These
bridges are located at the following lacations: East Long/FWD Railroad, RiversidelWest Fork,
East �`h/West Fork and East Long/ Liitle Fossil Creek. The environment has deteriorated the
deck surfac�, steel, and internal integrity. Patches, rust stains and cracks are presEnt. The bridges
maintain medium to high traffic counts that contribute to the d�te�ioration. The surfaces are
• rough. There are numerous potholes that hav� heen filled with asphalt, and other areas Ieft
unfilled or show signs af spallin.g. The entire length of each bridge wili require some type of
repair.
Specifically, the bridg�s ha�e th� following problems:
1. The East Long/FWD Railraad decks have extensive map cracking, traverse cracking,
and leaching. Two punch-outs are imminent in the first two spans to the west. Also
the superstructure is rusting.
2. The Riverside/West Fork deck has large cracks with leaching and exposed rebar.
3. The East 4`�'/West Fork deck surface has spalled and cracked, Rebar is exposed.
4. The East Long/Lifitle Fossil Creek bridges are being monitared by TXDOT for possible
failure. Water has seeped into the box bea3ns and rusty water is dripping from the
bottom side.
The proposed repairs include the follow:ing:
1. The East Long/FWD Railrflad decks wiIl req�ire milling of asphalt, removing and
dispasing of pavement, patch concrete spalling on the battom and top of deck. In
addition, alI exposed surfaces (other than those exposed to traff c) of this structure will
be painted.
2. The Riverside/West Fork deck wiil require removal of existing asphalt patches and
patching concrete spalling on the bottom and tap of deck.
3. The East 4t�'lWest Fork deck will require patching concrete spalIing on the bo�tom and
top of deck.
4. The East Lang/Little Fossil Creek Bridge is a concrete box beazn bridge that wi11
require milling the existing asphalt overlay, removing and disposing of pavement,
sealing cracks with the crack sealant, patching concrete spalling on the bottom and top
of deck, placing 2" overlay, reflectorized pavement rnarkings and raised pavement
markers.
Contractar w7i11 provide �raffic control at each site in accordance with the "Manual of Uniform
Traffic Control Devices".

SCO�� OF WORFt: Tnis work shall incl�de all materials, labar, equipment, tools and incidentals
necessary ko construct the propased culvert and cha�nel repairs in accordance with the
specificaiions. This work shall consist of high pressure wash, sealing, patching, and finishing of
concrete. 7his work sF�all include afl other miscellaneous items to be per€o�med as outfined on the
specifications that are necessary to satisfactorily cam�lete the work.
Prior to beginning operations, a conference between the contractor's represenkative and the Cify will
be arranged by the City. In ihis meeting , the confractor will be required to autline the proposed repair
pracedures, sequence af work to be foflowed, and estimated progress schedule. The contractor will
also provide manufacturer's data on all materials to be used for the repair af the culvert and channel
at this mesting. The City may kake up ta seven days to appro�e these materials.
This contract and pro�ect are governed by the two following published specifications except as
modified by these special Provisions:

Specifications may he purchased (except 7xDOT) at the affice of the De�artmeni af Engineering,
1 Q00 Throckmorton Street, 2"d floar, Municipal Building, Fork Worth, Texas, 76102. The
specifications applicable ta each pay item are indicated on the call out for the pay item by the
designer. If not shown the applicable published specifications in wither of these docurr�ents may be
followed at the discretion of the Contracto�. General pra�isions shall be those of the For� Worth
document rather than division i of the North 7exas CentraE Document.
2. AWA�tD OF CONTRACT: Contract may nai necessarily be awarded to the lowest bid or bidder. The
Director of Transporkation and Public Warks shall evaluate and recammend to the City Council the bid
and bid alternate which is considered ta be in the best interest of the City. Contract wiA �e awarded
to the lowest responsive bidder.
The Gity reserves the right to abandon, without obligation to the Contractor, any part of the project, or
the enfire project, at any tirrie before the Contractor begins any construction work authorized �y the
City.
Bidders shafl not separate, detach or remove any portion, segment or sheets from the contract
documents at any time. Failure to bid ar fully execute contraet without retaining contract documenks
intact may be grou�d far cfesignatir�g bids as "non-responsive" and rejecting bids or �oiding contract
as apprapriate and as determined by khe City.
3. SCHED�t�: The Cantractor agrees fo complete the Contract wit�in 60 calendar days. if the
Contrackor fails to complete the work within the number of calendar days specified, Eiquidated
damages shall be charged, as outlined in Part 1, Item 8, Paragraph 8.6 of the "Generai Pro�isions" of
the 5tandard Specification for Construckio� of the Ciky of Fort Worth, Texas.
It shall be the responsibility of tne Contractor to furnish the Constructian Engineer, prior to
construction, a schedule outlining the anticipafed time each phase of constr�ction wi[l begin and be
campleted, including sufficienk time being allowed for cleanup.
Final cleanup work shall be done for this projeck as soon as each bridge has �een campleted. No
more than seven (7) days shall elapse after completion of construction before khe roadway and righk-
of-way is cleaned up to the satisfaction of the Engineer.

approximate. li is the Contractor's sole respo�sibility ta verify all the minor pay item quantlties prior to
submitting a bid.
When the quantity of the work to b� done ar materials ta be furnished under any major pay item af the
Contract is rnore than 125°/a af the quankiky stated in the Contrac#, whether sfated by Owner or by
Contractor, then either party ko the Contract, upon demand, shall be eniiiled to negatiate far revised
consideration on the partion ofi work abo�e 125% of the quantity stated in the Contract.
When the quantity of the work io be done or materials io be furnished under any major pay item of khe
Contract is Isss #han 75% of the quantity stated in the Cantract, whether stated by Qwner or by
Contractor, then either party ta the Conkract, upon demand, shall be entitled #o negotiate for revised
consideration an khe porkion of wark belaw 75% of the quantity stated in the Contract. This paragraph
shalf not apply in the event Owner defeies a pay item in its entirety from this Contract.
A major pay item is defined as any individual bid item included in the proposal t�at has a total cost
equal to or greater than five (5°/a) percenf of fi�e original cantract.
A minor pay item is defined as any individual bid item included in the proposal that has a total cost
less than #'ive (5%} percent of the original cantract.
In the e�ent Owner and Cnntractor are una�fe to agree on a negotiated price, �wner and Contractor
agree fY�at the consideratian will 6e the actual field cost of the work plus �fteen (S5%) percent as
described herein belaw, agreed upan in writing by the Cantractor and Direckar, Department of
Engineering and approved by ihe C9ty Couricil after said worlc is co�npleted, subject to afl other
conditions of the Contract. As used, herein, field cost of the work will include the cost of all workmen,
foremen, time keepers, mechanics and laborers; all materials, supplies, trucks, equipment rental for
such time as ectualEq used an such work only, pEus all pawer, fuel, lubricants, water and similar
operating expenses; and a ratable portion of premiums on perFormance and paymenk bonds, public
liability, Workers Compensation and all other insurance requir�d by !aw ar by ordinanee. The Director,
Departrr�ent of �ngineering will direct the form in which fhe accounts of actual field cost will be kept
and wifl recommend in writing the method of doing the work and tF�e type and kind of equipmenk to be
used, but such work will be pe�Forrned by the Contractor as an independent Confractor and nat as an
ag�nt or employee of the City. The fifteen ��.r3��6) percent ofi the actual field eost ta �e paid ta the
Conkractor shall cover and compensate him for profit, averhead, general supervEsion and field office
expense, and afl ati�er elerr�ents of cost and expense npt embraced within the actual field cost as
herein specified. Upon request, the Contractor shall provide #he Director, Department of Engineering
access to all accounts, bllls and vouchers relating thereto.
5. MAlNT�WANCE STATEMENT: The Contractor shalf be responsibie for defects in this project d�e io
faulky materials and workma�ship, or both, for a period of ane (1 } year from date of fina[ acceptance
of this project by khe City Cou�cil of the City of For� Worth and will b� req�ired to replace at his
�xpense any part or a!1 of the project which becomes defective due to these causes.
6. 7RA�FIC CONTRO�: The Cantrackar shall Be responsible for pro�iding traffic cantrol during the
construciion of this project consistent with t�se provisions set fo�th in the "� 980 Texas Manual on
Uniform Traffic Control Devices far Streets and Highways" issued under the authority of the "Staie of
Texas llniform Act Regulating Traffic on Highways", cadified as Article 6701d Vernon's Civil Statutes,
p�rtinenk sections being Sectioro Nos. 27, 29, 30 and 31.
The Contractar will nat remo�e any regulatory sign, instructional sign, streek name sign, or other sign
which has been erected by the City. If it is determ�ned that a sign must be removed to permit
required construckion, the ContractQr shall cor�tact the Transportation and Public Works paparkment,

Signs and Markings Division {telephane number 817-870-8075} to remove th� sign. in the case of
regulatory s9gns, the Contractor must replace the permanent sign with a temparary sign meeting the
requirements of the above referenced manual and such temporary sign must be instailed pr�or to the
removal of the permanent sign. If the temporary sign is not installed correctly or if it TPIWs not me�t
the required specificatlons, the perman�nt sign shall be left in place until the temporary sign
requirements are met. When canstr�ctian work is completed to the extenk that khe permanent sign
can be reinstalled, khe Confraciar s�ali again contack t�e 5igns and Markings Division to reinstall the
perrr�anent sign and shall lea�e his temporary sign in p�ace until such reinskallation is eompleted.
7, PAYM�Ni': The Contractc�r will receive a monthly payrnent (minus 5% rekainage) fram the City for all
work for each monthly pay period. Payment af the remaining amounk sF�all be made with the final
payment, and upan acceptance of ihe praject.
8. DELAYS: ihe Contractor sha11 receiv� no compensatian for delays or hind[ances to tY�e wark, except
when direct and unavoidable extra cost to khe Conkractar is caused by the faifure of the City to
� provide information or material, if any, which is to be furnished by #he City. When such extra
compensakian is claimed a written skatement thereof shall be presented by ihe Contractor to kha
Engineer and, if by him found correct, shall be appro�ed and referred by him to the Council for final
a�proval or �isapproval; and the a�tion thereon by the CoUncil shall be fina[ and binding. lf delay is
caused by specifrc orders given by the �ngineers to stop work, or by the performance of extra work,
or by the failure of the City to provide materia! or necessary instructions for carrying on khe work, then
such delay will entitle #he Confractar to an equE�alent extensian of time, his appl[cation for which shall,
how�ver, be subject to khe approval of the City Council; and no such extension af tirr►e shall �-e�ease
the Contractor or ihe sureky on his perForrnance bond from all his obligations her�und�r which shall
remain in fu11 force until the discharge of the ca�tract.
9. DETOIIRS AWD BARRICADES: ihe Contractor shall prosecute his work in such a manner as to
create a minimum of interruptian ko kraffic and pedestrisn facil9ties and ta the #low of �ehiculsr and
pedestrian traffic within the project area. Contractor sha11 pratect the construction area, as required
by the City, by providing barricades.
8arricades, warning and detour signs shall eonform ko the 5tandard Specificatians "Barriers and
Waming andlor Detour Signs", liem 524, andlor as shown an the plans.
CQnstruction signing and barricades sha11 conform with the latest edition of the "Texas manual on
Uniform Traffic Control Devices, Vol. No. 1".
The Cantractar shali conduct his aciivities to minimize obstruction nf accsss to dri�es and property
during the progress af construction. Notificakion should be made to an owr�er prior to his dri�eway
being rebuilt.
10. DISPOSAL OF SPOILIFII.I. f�ATERIAL: Prior ta the dispas9ng of any spoillfill material, the
Cantractor shall advise the Direckor of Department of Engineering, acting as th� City of Fart Worth's
F1ood Plain Administrator ("Administrator"), of the location of all sites where the Contractor intends to
dispose of such materiaL Contractor shall not dispose of s�ch material until the propased sites have
been determined by the Administrator to meet the requirements of khe Flood Plain Ordi�ance of the
City of Fort Workh (Ordinance C�o. 1fl056). A11 disposal sites rriust be approved by the Administrator
to ensure the filling as not occur�ing within a flood plain witF�t�ut a permit. A flood plain permit can be
issued upon approval of necessary engineering studies. iVo fEll permit is required if disPosal sites are
nat in a flaad plain. Approval of the Contractor"s disposal sites shall be evidenced by a letter signed
by ii�e Administrator stating that tF�e site is nof i� a known flood plain ar by a Flc�od Plain Fill Pe�mit
authorizing fill wit�in the flood plain. Any expenses assac'tates with ob#aining the fil! permit, includir�g
any necessary engineering studies, shalf be at Contractor's expense. In the e�ent that the Cantractor
disposes of spoillfiil makerial at a sife without a fill permit or a letter frorn the Administrator approving

the disposal site, upon notificakion by the Direetor of Transportation and Public Works, Contractor
shall remo�e the spoillfill material at its ex�ense and dispose of such makerials in accardance with the
Ordinance af the City and this section.
91. �ONfN� REQUIE��IiA�Id�S: During the construction of this project, ti�e Contracfor shall comply with
present zoNng requirements of the City of Fort Worth in the use of vacant property far storage
Qurpases.
12. CL�ARING AR�O GRU�BIIdG: All abjectionable matter required to be removed within the right-ofi-
way and not particularly described under these specifications shall be covered by Item No. 102,
"Clearing and Grubbing" and shall be subsidiary to the other items of the contract.
13. ��fOPERTY ACCESS: Access to adjacent property shall be maintained at all times unless otherwise
directed by the �ngineer.
14. SA��TY RESTRICTlON WORK AIEAR HIGH VOLTAGE LIId�S: The following �racedures will be
followed regarding the subject itern on this cantract:
a. A r�arning sign not less than five incF�es by seven inches (5" x 7"), painted yellow with black
letkers that are legible at kwelve (12'} feei shall be placed inside and outside vehicfes such as
cranes, derricks, power shovels, drilling rigs, pile drive, haisting equipment or similar a�paratus.
The warning sign shall read as foflows:
"WARN#NG - UNL.AWFUL. i0 OPERAT� THIS EQUIPMENT WITNIN 51X F��7 OF
HIGH VOLTAGE LlNES"
b. Equipmenk that may be aperated wit�in ten (10') feet of high voltage lines shall have an insulating
c�ge type or guard about the boom or arm, except backhoes ar dippers, and insulator links on the
lift haok connecfions.
c. When necessary to work within six (B') feet of high �oltage electric lines, notification sha�4 be
gi�en the power company (T.U. Electric 5ervice Co.) who will ereck t�mporary mechanical
�' barriers, de- en�rgize fhe Hne, or raRse or lower the line. The work done by the power company
shall not be at tne expense of the City of Fort Worth. The natifying department shall maintain an
accur�te log of al1 such calls to T.�. Electric Servic� Company and sha11 record actipn taken in
each case.
d. The Contractor is requirad to make arrangements with the TU Electric Servic� Company for the
temporary relocation or raising of high voltage lines at the Cantractor's sale cost and expense.
e. No person shall work wit�in six (6') feet af a high voltage line without protection having been
taker� as outlined in Paragraph (3).
9 �. FtICHT TO AUDIT:
a. Contractor agrees khat the Ciky shall, until #he expiration of three (3) years after final payment
under fhis cantract, have access to and the righk #o examine and photoeapy any directly pertinent
books, documents, papers, and records of the Contractor i�volving transactions relating to this
contract. Conkractor agrees tha# the Ci#y shalf have access during narmal working hours to all
n�cessary Contractor facilities and s�a11 be provided adequate and apprapriate work space 9n
order to conduct audits in compliance with provisions of ihis sec#ion. The City shall give
Contrackor reasonable ad�ance notice of intende8 audits.

a. DESCRI�TlON: This item shaEl cnnsist of temporary soil erosiaR, sediment and water pollution
control measures dee�ned necessary by the Engineer for the duration of the contract. These
control measures shall at no time be used as a substitute for the per�anent control measures
unfess otherwise directed by the Engineer and they shall nok include measures tak�n by the
CONTRACTOR to contral conditions created by this construction aperatia�s. The temporary
measure shall include dikes, dams, berms, sediment basins, �ber mats, jut netting, t�mporary
seeding, straw mulch, asphalt mulch, plastic liners, rubble liners, baled-hay retards, diked, slope
drains and other devices.
b. CONSTRUCTION REQUfREMENTS: 7he �ngineer has the authority ta define erodible earth and
the authority to iimit kF�e surface area of erodible-earth material expased by excavatlor�, borraw
and to direct the CONTRACTOR to pro�ide temporary pollution contro[ r�easures to prevent
contamination of adjacent streams, ot�er water courses, lak�s, ponds or ot�er areas af water
irnpoundment. Such work may in�olve t�e constructian of temporary berrr�s, dikes, dams,
sediment basins, slope drains and use of temporary mulches, mafs, seeding ar �ther control
devices ar methads directed by the Engineer as necessary to contrnl soil erasior�. Temporary
pollutior� control measures shall be used to prevent or correct erosio� that may develop during
construction prior to installation of permanent pollutian controi features, but are not associated
with permanent control features on the project.
The Engineer wiU lirnit the area of preparing the right-of way, c{earing and grubbEng, excavation
and borrow to be propartional to the CONTRACTOR'S eapability and progress in Keeping the
finish grading, mulching, seeding and other such permar�ent polEution control measures current in
accorda�ce with the accepted sched�le. 5hould seasonal conditions make such limitations
unr�alistic, tem�orary soil erosian control meas�ares sha11 be performed as directed by the
Engineer.
The contractor shall also eonform ta khe fof�owing practices and controls. All labor, taols,
equipment and incidentals to campleke the work will not be paid �or directly, but shall be
considered as subsidiary work to the various items included in the contract.
Waste or disposal areas and construc#ian roads shall be located and constructed in a manner
that wi�l minimize the amount of sediment entering streams.
When work areas or material sources are located 9n or adjacent to li�e streams, such areas shall
be separated from the stream by a dike ar other barrier to keep sedirr�ent from entering a flawing
stream. Care shall be taken during the construction and rernoval of sucY� barriers #o minimize #he
muddying of a stream.

the Cify or the Engineer to be accurate as to extent, location and depth; the� are shown on the pians
as the best inforrrEation available at the time a� design from the owners of the utilities in�olved and

20. CONTRACTOR'S R�SPOIVSIBILIiY FOR DAMAGE CLAiMS: Contractor co�enants and agrees to
indemnify Ci#y's engineer and architect, an� their personnel at #he project site for Contractor's sole

2.1 Descriptian
This iiem shall consist of milling the asphalt pavement. The millec� materials shall be
stackpilcd for recycling in an approved area clean af trash, vveeds and grass, relatively
smooth and well drained. 4nce stackpiled, the milled material shall became property
of the contractor. The milled surface shall pra�zde a smooth surface free fram asphalt,
gouges, ridges, oil fi1m, and other imperf'ections of warkmanship and shall have a
uniform textured appearanc�. In all sihiations where the existing asphalt pavement
can�acts the curb face, the milling shall include the removal of the existing asphatt
covering #he geitter up ta and along th� face of t�.e curb.
2.2 Eauinment
The equipment #'or removing tha pawement surface shall be a power operated milling
machine or other equal or better rriechanical rneat�.s capable of rernoving, in either one
pass or two passes, the necessary pavement thickness in a five-foot minirrium width.
The eq�ipment shall be self-propelled with snfficient power, tractian and stability to
maintain accurate depth of cut and slape.
The machine shall be equipped with an integral loading and reelaiming means to
imm�diately zemove material being cut from the surface of the roadway and
discharge the cuttings into the truck, all in an operatio�. Adequate back-up equzpment
(mechanical street sweepers, loaders, water ttuck, etc.) and persannel rwill also be
provided to keep flying dust to a minimum and to insure that all cuttings are removed
from the street surface daily. Stockpiling of plan�d material will not be permitted on
the pro�ect site unless designated by the Engineer. The machine shall be equipped
with means to control dust created by the cutting action and �hall have a manual
system providing far uniformly varying the depth of cut while the machine is in
z�r�otion thereby making it possible to cut flush to alI inle�s, rnanholes, or other
obstructions within the paved area.
2.3 Measurement
Mill�ng will be paid for by the square foot.
2.4 Payment
The work perfozmed and materials fumished in accordance with this item and

3. i Description
This Item shall govern for t�ie surface sealing of multiple indiscriminate cracks in
concrete hridge decks as herein specified and as directed by the Engineer, These
cracks are generally the result of shrinkage and creap stresses and are not flexural in
nature or cause. The sea�ing will be accompiished by a topical application of epaxy as
specified herein.
3.2 Materials
The crack sealing material shall be a. very low viscosity epoxy conforming to the
requirements listed below. The epaxy selected by the Contractor shall be approved by
the Engineer prior to use.

3.3 EQuinment
The Contractor shall provide all equipment necessary to prepare the deck surface for
the sealer applicatian. This equipment includes, but is not limited to, the fo2lowing:
Power sweepers, air compressoz' with sand andlor water blasting equipment, vacuum
cleaners and brooms.
Equipment for sealer mixing and application shall include, but is not limited tv, the
following: Electric drill with paddle mixer, buckets far material distribution,
squeegees, roliers and broorns in accordance with the manufacturer's
recornme�dations.
Equipment for distribution of the aggregate shall incIude, but is not limited to, the
following: V-box attd/or tail-gate spreaders for large areas and drop-spreaders
{fertiflizer-type} for smaller areas. Hand distributian will iae allow�d anly for very
small areas or discrete cracks.
Safety Equipme�t for rnaterial handling and application shall eompIy with tk�e
manufacturer's recommendations.
3.4 Surface Prenaraiion.
Sur�ace preparatian shall be accomplished by power-sweeping the entire surface to be
treated and b�owzng the cracks a�t with compressed air to remove all traces of dirt,
dust, sand, gravel or other debris. In some cases, debris may be mixed with silt and
water, thus forrr�ing a crust which sealed the top of the crack. These cas�s shall
require high pressure sand ar water blasting ta remove this crust. All laitance, grease,
, oils, curing compounds, waxes, impregnation's or ather coatings which could
interfere with the penetration of the sealer into the cracics shall be remo�ed by sand
blasting or ot�er appraved methods. All debris shall be callected and properly
disposed of by the Contractar.

The epaxy shall not b� agplied after a rain or after water-blasting until at least tk�iree
(3} days of no precipitation have followed. The substrate �shall be dry,
The manufacturer's recommendations for suz`face preparation shall be followed if they
are different from those listed above.
Large cracks, greater than 118", shall be prefilled with dry sand prior to epoxy
application. Cracks which extend camplete�y through the deck may need to be sealed
from below the deck to prevent leakage.
3.5 Epoxy AppliCation
The epoxy shall be applied v4rhen the ambient and substrate temnperatures are between
40° F and S5° F. The concrete to be sealed shaIl be a minimum of 2$ days old. The
epoxy wil� wark best if applied during the eoolest part of the day when the cracks are
widest. This will also increase the working time of the epoxy. The epoxy sha�l riot
be applied if rain is exp�cted within 12 haurs of applicat�on.
The epaxy components should b� mixed according ta the mar►ufacturer's directions.
Mix only that quanCity which can be used within its pot life. The epoxy shall be
temperature conditioned prior to installation according to the manufacturer's
recomrnendations.
The epoxy shall be applied to horizontal surfaces by roIler, sc�ueegee or broam. The
mixed sealer shall be poured over all visible cr�cks. The material sl�alI be allowed to
pond over the cracks for five (S} to 10 minu�es. This ponding procedure shall be
repeated until the cracks are sealed. Care should be taken not to al�ow the epoxy to
stiffen in these ponded areas.
The materia! s�aIl then be spread out over the substrafie before it s�ts. The sealer shalI
not be allowed ta flow into expansion jaints. Areas within two feet of an expansion
joint shall be careful�y treated to insure that there is no leakage of the epoxy into the
joint.
I� directed by the Engineer and/or as indicated in the Plans, the entire prepared
surface shaIl be sealed after all visible cracks have been sealed. The epoxy shall be
poured onro che substrate and spread using rubher squeegees, roll�rs or braoms. The
material shall be allowed to penetrate into the fine cracks and pores of the substrate.
This operation shall continue until the entire surface has been sealed. Excess rnaterial
shall be removed from the tined groa�es i�y brooming or other methods. The finish
appearance of the subsCrate shou�d be wet looking with no visible surface film.
Immediately after final epoxy application, or wit�in 10 minutes, the treated area shall
be co�ered with a broadcast af the aggregatc at a rate of 7 to 9 pounds per 30 square
feet of treated area. Foot and �ehicuIar �raffic shall be kept to the minimum necessary
to spread the sand. Hand distribution of the aggregate will not be permittec� over
large areas.

The bridge r3nay be opened ta traffic after the epoxy has cured aecording to the
manufacturer's minimum recomrnendations and excess aggregate has been removed.
3.6 Measuxement.
This Ttem wiil be measured by th� square faot of bridge deck to be sealed.
3.7 Payment.
The work performed and materials fuz-nished in accordance with this Item and
measured as provided under "Measuremeni" will be paid for at th� unit priee bid for
"Cracic Sealing for Bridge Deeks". This price shall be full compensatian for all
materials, taols, labor, equipment and incidentals required to per%rm the work
described herein.

Pay Item No.4 - Concrete Bridge Deck Repair
4.1 Descrintion. This �tem shall govern for the regair of deteriorated and/or darrtaged
areas of canerete bridge decks as herein specifi�d and as directed by the Engineer.
Bridge deck repairs are divided into three main classes of repair: Class I for shallow
repairs where the damage does nat extend ta the top mat of reinforcing steel; Class II
for mid-depth repair where damage extends ta, or slighCly below, tf�e tap mak of
reinfarcing steel; and Class III for full depth repair. These classes are further divided
inio three subclasses depending upon the desired time until return of service (opening
to traffic): (A) for rapid return to service within two hours after placing repair
materials; {B) for prompt return to ser�ice within 24 hours of placernent of repair
rnaterials; an� {C) far postponed return to service of seven days or more after
placement of repair materials. For example: A sballaw repair requiring an in;�mediate
return to serviee is classified as a C�ass I(A} repair while a full depth repair where
opening ta traffic can be delayed is classified as a Class III (C) repair.
4,2 Maierials. All materials shall conform to the pertinent requirements af the foIlowing
TxDOT items, except as noted herein:
Item 42D, "Concrete Structures"
Item 421, "Portland Cement Concrete"
Item 440, "Reinforcing Steel"
Special Specification, "Epoxy and Adhesives"
(1) Cementing Materials. Proprietary repair materials are acceptable for use if
approved by the Engineer. Inforrnatian to be included for�review shall include
all manufacturer's recommendations and material app�ication instructions, At
the Engineer's discretion, tria2 batches for proprietary repair materials may be
required to �erify that the compressive strengths sgecified harein are abtained.
Proprietary repair materials shall be certified by the manufacturer to be free of
soluble chlorides or other ingredients that may potentially cause corrosion af
embedded reinforcing steel.
All repair materials shall have the following minimur� compressive strengths
depending on the subclass of the repair (return ta service time):
Subciass (A): 2Q00 psi at two hours
•. Subclass (B): 360Q psi at 24 haurs
Subclass (C): 400Q psi at seven days
The 28-day strengCh for all subclasses sha13 be 4000 psi
Trial batches af Portland cement cancz'ete furnished un�er TxDOT Item 421,
"Portland Cement Concrete", may be required to verify that �he compressi�e
strengths specified above are achieved within the gi�en time p�riod. Cancrete
repair materials shall be air-entrained per Article 421.8, "ClassificatiQn and
Mix Design" of TxDOT specifications. For Class I repairs with concrete, the
slump shall not exceed ane {1) inch and the maximum water-cement ratio
shaIl not exceed a.35. For Class II repairs with concrete, the slump shall not
exceed three (3) inches and the nnaximum water-cement ration shall not

exceed d.4S. Regair materials for Class III repairs shaIi conform to the
requirements for Class "S" concrete in TxDOT's Item 421, "PortIand Cement
Concrete". Admixtures for concrete sl�all conform to TxDOT Itenn 437,
"Concrete Admixtures".
(2) Coarse �g�regate. Caaxse aggregate shall lae a cr�shed or broken aggregate
conforming to Section 439.2.(I){b), "Coarse Aggz'egaCe" of TxDOT's
speciFicatian. For proprietary r�pair materials, the caarse aggregate slaall be in
conformar�ce with the Fnan.ufacturer's reeommendations. TI�e maxirnum aggregate
�ize for a Class I(shallow) repair shall not be greater than Grade 6 or half the
average repair depth and far a Class II repair shall be Grade S or 6 zn accardance
with Article 421.2, "Materials" of TxDOT's specificatian. Caarse aggregate for a
Class III (full depth} repair shall con�orm to the requirernents for Class "S"
concz-ete in Article 421.9., "Quality of Concrete" of TxDOT's specification. For
Class I regairs the coarse aggregate shall not have an absorptian exceeding three
(3) percent when tested in accordance with Test Methad Tex-403-A.
4.3 Equiprnent. All equipment shall be provided by the Contractor, subject to the
approval of the Engineer and shaIl comply with the following:
{1} Concrete Removal Ep�tinment. Searifying equipment shall conform to the
pertinent r�quirements of TxDOT Item 483, "Scarifying Concrete Bridge Slab".
5andbiasting equipment shall be capable of removir�g oil, dirt, slurry, curing
compound, laitance, ete., from the surface of the conerete. Equipment for wet
sandblasting shall be in aceordance with TxDOT Item 485, "Wet 5andbIasting".
Sawing eyuipment shall be capable of sawing concrete to the specified depth.
Power-driven chipping tools not heavier than th� norninal 30 pound class will be
p�rmitt�d for the removal of concrete. Chipping �amrners not h�avier than the
nominal 1 S pound class shall be us�d to remove concrete beneath any
reinforcing bars or along edges of repair area.
(�) Propartionin� and Mixins Ec�ui�nment. Mixing equipment for concrete
shall be as specified in TxDOT Item 421, "Portla�d Cernent Cancrete". For small
. areas the Contractor may mix t�ie concrete in a sma�l rnotor-driven rnixer using
the volurne method of ineasuring the ingredients. The method used to measure
ingredients and the mixing procedure shalI be approved by the Engineer.
Mixing equiprnent foz' proprietary materials shall be in accordance with the
manufacturer's recc�mmendations.
(3} Placin� and Finishin� Equipment. Sufficient and appropriate hand taols for
pl�cing and finishing stiff plastic concrete or proprietary repair material and for
- vsrorking them ta correct level for strike-off shall be provided. Immersion type
vibrators are required far Class II and III repairs for consolidation of a concrete
repair material. Vibrator compaetors ar� required for consolidation of Class I
- repairs. A surface vibrator mo�ing ahead of the finishing machin� or a vibrating
screed, appra�ed by the Engineer, may be required far cansolidatifln for larger

repair areas. Manual type screeds with approved vibrators may be us�d to finish
small or irregular areas.
4.4 Construction 14'Iethods. AlI areas to be repaired will be marked by the Engineer.
Determination as to the class of r�pair will be rnade after the final concrete removal
has been completed. The entire perimeter of the area to be repaired shaIl be saw-cut
on the top snrface to a depth of approximately one {1) inch. This saw-cutting depth
may be lessened as directed by the Engineer in areas where insufficient cover is
suspecCed so that the reinforcing steel will not be cut. For Class III repairs, the bottam
surf�.ce of the deck shall be chipped around the entire perimeter of the patch area
using lightweight chipping hammez's to provide as near a vertical surfaee as possible.
Feather edges around this perimeter will not be permitted. The minimum depth of
repair for a Class T repair is 3/a inch.
(l.) Concrete Removal. All loose, delaminated, spa�led or fract�red concrete shall
be removed ka sound material. A jack hamrner not I�eavzer than a�ominal 30

down to the existing tap reinfarcir�g steel. This class of jack hammer may also be
used for concrete removal between existing reinforcing bars to a greater depth,
but chipping hammers, not heavier than a nominal 15 pound class, shalI be used
for removal of concrete beneath any reinforcing bars. Care shall b�e taken to
pre�ent cutting, scretching or damage to exposed reinforcing steel by direct impacC
of these pawer tools. All jack hammers and chipping hammers shall be operated
at an angle of 45 degrees or Iess, measured from the surface of the sIab and
directed away fram the edge of the repair perimeter. Disposal of removed material
is the respansibility of the Contractor. VVhen bond b�twe�n existing concrete and
reinforcin� steel that will remain in place has be�n destroyed, the concrete
; adjacent to and below the bar shall be removed to a mininnum one (1) inch below
the bar to permit new concrete to bond to the entire periphery of the exposed bar,
Any reinfarcing steel damaged, cut ar broken by the Contractor's operations or
with section loss due to corrosion greater than 25 percent, shali be restored with
new bars of the same size by lapping ar welding as directed by the Engineer.
Once the bulk concrete removal has been connpleted, the perimeter af the area to
. be patched will be sounded by ��e Engineer to insure that the removal vperation
did not cause additional damage to the existing deck. Any additionaI damage
� detected duri�g t�►is sounding shal� be repaired as specified herein at no additional
� cost to the Department.
� (�} Surface Preparation. Prior to placing repair mat�rials, all exposed
reinforcing steel and newly �xposed conerete suriaces s�►alI be cleaned by wet or
� dry sandblasting. The surface shall then be cleaned by water blas�ing. For a
_- concrete repair material, the prepared surface shall be moist and in an
approximately saturated surface dry condition before pIacing th� r�pair material
but shouid not have any standing water. 5urface conditions for proprietary
ma�erials shall be in accordance with the manufacturer's recommendatians.
Banding grout or epoxy is not required for Class III repairs. Class I and II repairs
� will require the use of a banding agent. The bonding agent �nay be a Portland

cement or latex rnodified Portland cement grout, or an epoxy system. Immediate�y
be�ore placin� t�e repair material, a thin uniform coati�ng of bonding agent shatl
be scrubbed into the prepared su�ace. Care shall be exercised to ins�re that al]
surfaces, including vertical faces, receive a thorough, even coating and that no
excess bonding agenC is pe�mitted to callect in pockets. The banding agent shall
be applied so that it does not become dry prior to application of the repair
material. The man.ufacturer's recommendatians fox banding agents shall be
followed for proprietary materials. Form work for C�ass III repairs shall comply
with the provision of Article 420.9., "Fanns" TxDOT specifieation and the
method of attachment shall be approved by the Engineer.
(3) Plaein� and Finishing Repair MatearxaIs. Unless approved by the Engineer,
cnncrete or proprietaz'y repair materials shall not be placed when the air
temperature (taken in the shade away frorti artificial heat} is below SQ F. The
temperature of the concrete when placed shall be betwee�t 54 F and 85 F. The
replacement material shall be placed and sCruck off slightly above final grade. T
shall then be meci�anically consolidated anc� screeded ka final grade. All conerete
for Class II and III repairs sh�ll be vibrated to insure com.plete consolidatior� into
corners and angles of the edges. Hand finishing with a float may be required in
order to produce a tight, uniform surface. The Engineer will specify the type of
surface finish in accordanee with Article 2p.19., "Finish of Roadway Slabs".
(4} Curin . Repairs made using concrete shall receive a wet burlap cure as soon
as �ossible after the concrete has been textured. Failure to app]y the wet burlap
before the repaired area has dried out ar cracked shall be cause for rejectian of the
repair so af%cted. The wet burlap shall be wet continuously until the repaired area
is opened to traffic, but not longer than eight ($) days. The surface temperature of
the repair shall be maintained above 40 F for the required curing period. Form
work far Class TII repairs shall remain in place for the specified ctiring period.
Curing of proprietary repair materials shall be in accordance with tk�e
manufacturer's recommendations. Rejected repair areas shall be removed and
replaced at na additional cost to the Department. Any cracks �isible in the repair
area or around the perimeter af the repair area shall be sealed no soQner than 24
hours after the required curing t�as been completed. The rr�aterial used to seal
these cracks may be a proprietary crack sealer suci� as rnethacrylate or a super low
viscosiCy epoxy s�bject ta prior appraval by the Engineer.
�4.5 Measurement. Bridge deck repairs will be measured by the square foot of surface
area for the variaus cIasses of repairs (Class I, II and III}. When a repair involves
multiple depths, the areas for each class will be. measured separately.
4.6 Pavment. The work performed and material furnished in accordance with this Ikem
and measured as provided Yinder "Measurement" will be paid for at ��e unit price bid
for 'Bridge Deck Repair", of the various ciasses and subclasses speciFied. A bid price
shall be provided for each of the three classes of repair (�, II and II�. The subclass
(return to service time) will be determined by the Engineer and will remain t�ae same
for all classes of a given repair. These prices shall be full compensation for furnishing

5.1 Description. This Item will cover surface preparation, existing paint removal and
repainting.
5.2 Materials. A11 paints are required to comply with TxDOT SPEC. D-9-$100 and

�.3 Construction Methods. Methods of surface preparation and repainting will be
according to TXDOT 1993 Speciiications (Item #446).
3.1 Cleaning. Contractar shall hand remove all loose carrasion ta steel, primer
and paint. Concrete columns and footings to which raiIin$s are attached, shall also
be c�eaned of rust stains and road oils.
3.2 Cleaning of St�el Structures. A�l steel surfaces to be treated under this
� cantract sha�l first be power washed at a minimum af 3OQ0 psi and 3-4 g.p.m.
water to remove foreign materials. Any paint placed on the surrounding concrete
� shall be removed irr�mediately. Rigging and scaffolding sha]l be sufficient to
make all of the work readily accessible for proper performance of cleaning and
painting operations as well as proper inspection and measurement by the Engineer
or his representati�e prior to and after each application of surface treatments.
� Contractor will be required to meet the rules and regulations for worker safety in a
leaded environment. The rule and regulations include, but are not limited to the
folIowing:
Contraetor, at his expense, shall exercise the necessary precautions to contain
refuse, dast and paint overspray generated during cZeanin� and painting
operations. Containment shall be such that all ialling material is completely
contained and collected daily and stored in appropriate containers at a siCe
approved by the Engineer. Hazardous and non-hazardous refuse wi�j be stored
separately. Disposal of collected nan-hazardQus refuse shall be at the Contractor's
expense and in accordance with Federal, State local ru�es and regulatians. The
Cor�tractar is responsible for the �ecurity of z'efuse until disposal is completed.
Materials containing leachable hazardous metals shall be disposed of as in
accordance with Federal, State and local z-ules and regulations, at the Contractor's
expense.

The Cantractar is responsible far the control af wast� material generated during
the Project. The Contractor shall utilize a shro�id/tarp in a manner that protects the
surrounding environment and collects alI waste material genera[ed at the site.
The type of shroud/tarp is to be approved of in advance, priar ta use. Any
shroud/tarp used during the Project st�all be free of holes ar tears and shall he
anchored to the bridge. If one or more shrouds/tarps are utilized in series the
seams sha11 overlap. Waste material shall be removed from the shrvud/tarp
Frequently and waste material shall be stored in DOT approved 55-fallon steel
drums.
Waste generated from the project shal� be using Portland Cement Concrete,
(item#4Q8, City Specs.) in order to reduce the ability of the Lead to leach from the
waste. By stabilizing in waste material, the resulting material should gain a Non-
Hazardaus Waste classification. AIi waste shipment manifests mus� be revieweci,
approved, and signed by a City representati�e. The disposal site is to be approved
of by the City, prior to any shipments.
' 3.2 Steel Primers and Paint: One {1) coat of Sherwin-Williams rust penetrating
Macropoxy 920 preprime BS8T101B58V1, ar approved equal, shall be applied

Mainter�ance Fund; and
2. Adopt the aftached appropriati�n ordin�nce increasing estimafed r�ceapts and apprapriatior�s in the
Cnntract Street Main#enar�ce Fund in the amoun# af $404,002.00 from availab�e fi�nds fo fund a
portion of the 2001-2002 5treet Maintenance Program; and
3. Authoriz� the City Manager #o execute a cantract with Gibson & Associates, Inc. in the amount af
$357,524.OQ fior 90 working days far Bridge Repair and Repainting af Various Locations {2002-10}.
DISCUSSI�N:
ln the FY2d01-2Dp2 Co�tract Major Maintenance Pragram, variaus types of maintenance techniqu�s
are used to maintain tfi�e C�ty's street network. This projec# pro�ides fo� the repair and repainting of �our
bridges in the City. Work will include repairing cancret� d�cks and painting steel members at the
