WHEREAS, the City of Fort Worth (City) and Turner Collie &
Braden, Inc., (Engineer) made and entered into City Secretary
Contract No. 21289, (the Contract) which was authorized by the
City Council by M&C C-14962 on the 15th day of August 1995; and
subsequently revised by six previous amendments; and
WHEREAS, the Contract involves engineering services for the
following project:
Engineering contract for the design of Mains 126 and 250
Drainage Area Sanitary Sewer System Rehabilitation and
Improvements (Group 3, Contract 3), Part 5.

has become necessary to execute Amendment No. 7
to include an increased scope of work and revised
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I of the Contract is amended to include the
additional engineering services specified in a proposal letter
dated December 7, 1999, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional design
services to be performed by Engineer total $5,753.00.

Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $553,413.00.

We are providing this letter as our request for compensation to provide additional design services
requested by the Water Department.
At the request of Mr. Peter Fu, a meeting was held with Mr. John Stickney of 2917 Young Street
on 11/23/99. At that meeting it was determined that the sanitary sewer services from #2917,
#2921, #2925 and #2929 Young Street are connected to a single service line running east to west
underneath those residences. At the downstream end, the service line ties into L-2052-B at MH
Sta. 3+3 8.
The Water Deparhnent desires to eliminate the single, common service line and transfer all four
services to L-2053 in Young Street. Since bids have already been opened for this project, a
change order will be needed. Based on our preliminary investigation, the following tasks will be
required.
• Lower a portion of L-2053. Finished grade at the houses is at least 2 feet lower than Young
Street. In order to properly slope the service lines, a portion (approximately 180') of L-2053
will have to be lowered. This will require additional topographic survey along Young Street,
spot elevations near the house cleanouts, and revisions to plan/profle sheets 15 and 17.
• Right-of-Entry Agreements. ROEs will be needed for #2921, #2925, and #2929 Young Street
and #2125 Sanford Street.
• Estimated quantities and construction cost for the proposed improvements.
• Preparation of change order documents.
Our estimated fee to complete this work is $5,753. An itemized breakdown of the labor and non-
labor expenses related to this request are listed on the attached sheet. Please see the Contract Fee
Summary below.

The proposed amendment will reimburse Turner Collie & Braden, Inc., for the additional
engineering services that will be provided on the project as requested by the City.
It was determined that four residences on Young Street are connected to a single service
line running east and west underneath those residences. The Water Department desires to
eliminate this single common service line and transfer all four services to the street.
Turner Collie & Braden, Inc. has been instructed to design 180 L.F. of the street lateral to
accommodate the finished grades of the residences which also includes additional topo-
graphic surveys, spot elevations on clean outs and revisions to two existing/profile sheets.
Turner Collie & Braden, Inc., have requested a fee of $5,753.00 for the additional serv-
ices to be provided thereby increasing the contract fee from $547,660.00 to $553,413.00.
I believe this fee is fair and reasonable for the additional services that were provided.
Please authorize the additional design fee by your signature on the attached contract
amendment form.
