FOR SPEED HUMPS AT VARIOUS LOCATIONS RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute a contract with Westhill Construction, Inc. in the amount of $70,275 for construction of 150 speed humps at various locations. DISCUSSION: As part of the on-going Speed Hump Program for Fiscal Year 1999-2000, a construction program has been developed to install speed humps in residential neighborhoods. In order to qualify for this program, all requests for speed humps are evaluated based on criteria developed by the Transportation and Public Works Department. These criteria consider traffic volumes, vehicle speeds, and locations with special safety concerns. This project will construct 150 speed humps and 5 raised crosswalks as part of this program. The project was advertised for bid on October 14 and 21, 1999. The following bids were received on November 11, 1999: : Lr[i1P►1 CONTRACT TIME Westhill Construction. Inc. J. L.
