WHEREAS, the City of Fort Worth (City) and Garcia & Associates
Engineering, Inc.(Engineer) made and entered into City Secretary
Contract No. 24883 (the Contract) which was authorized by the City
Council by M&C C-17334 on the 23 of March, 1999; and
WHEREAS, the Contract involves engineering services for the
following project:
The design of additional water and sanitary sewer line
relocations requested by the Water Department
WHEREAS,
said Contract
maximum fee;
it has become necessary to execute Amendment No. 1 to
to include an increased scope of work and revised
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
1.
Article I, of the Contract is amended to include the addition-
al engineering services specified in M&C C-17867, adopted by the
City Council on 22nd day of February, 2000, and further amplified
in a proposal letter dated January 3, 2000, copies of which are
both attached hereto and incorporated herein. The cost to City for
the additional services to be performed by Engineer total
$40,765.00
2.
Article II, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exce�d the sum of $453,673.00

All other provisions of the Contract which are not expressly
amended herein shall remain i.n full force and effect.

Garcia & Associates Engineering, Inc. is presenting this
additional services requested by the City of Fort Worth -
original scope of services for the above referenced project.
1. L-449
Amendment No. 1 for the following
Water Department that are beyond our
Survey and Design services for the replacement of an additiona1306 LF of L-449 (Sta. 2+50 to Sta.
5+56) in 9`�' Street (North of Rosedale Street). The current scope of services had identified the
replacement of 250 LF of L-449, Sta. 0+00 to Sta. 2+50.
The additional survey and design services were requested by khe City of Fort Worth - Water
Department as a result of findings by the Field Operation's staff, in cooperation with the current
design of L-449, Sta. 5+56 to Sta. 11+29.50 by Halff Associates, Inc.
(See Attachment 2 & Exhibit 1)
2. L-1205
Survey and Design services for the replacement of an additiona1297 LF of L-1205 (Sta. 0+24.5 to
Sta. 3+21) along the AT&SF Railroad west right-of-way (North of Rosedale St.). The current scope
of services had identified the replacement of 24.5 LF of L-1205, Sta. 0+00 to Sta. 0+24.5.
The additional survey and design services were requested by the City of Fort Worth - Water
Department during the 10-13-99 Conceptual Design Report Review Meeting. The additional length
of replacement will allow for the abandonment of Sta. 3+21 to Sta. S+SSE and for services along the
abandoned section to be relocated to street-side (See Exhibit 2).

3. L-288
Survey and Design services for the replacement of an additiona1319 LF of L-288, Sta. 2+40 to Sta.
5+59 in Arizona Ave. (North of Rosedale St.). The current scope of services had identified the
replacement of 240 LF of L-288, Sta. 0+00 to Sta. 2+40.
The additional survey and design services were requested by Peter Fu, City of Fort Worth - Water
Department during a telephone conversation with Robert J. Roth (G&A) on 11-1-99 (See Attachment
1). Peter Fu also requested that the existing 6" water line in Arizona Ave. be replaced with
approximately 900 LF of 8" water line from Rosedale St. north to Terrell St. (See Exhibit 2).
4. L-286
Survey and Design services for the relocation of 1224 LF of L-286 along the west right-of-way of I.H.
35W and for the replacement of 46 LF in E. Rosedale St.. The current scope of services had
identified the relocation of 65 LF of L-352R and the relocation of 157 LF of L-286.
The additional survey and design services were requested by Darrell Gadberry, City of Fort Worth -
Water Department during a field investigation with Robert J. Roth (G&A) and Richard Aillet (G&A)
on 11-12-99. It was determined that since the property was owned by the FWISD, L-286 & L-352R
could be abandoned or turned into private service lines. L-286 & L-352 could then be intercepted in
Magnolia Ave. and routed east, then north to Rosedale St. (See Exhibit 2)
5. L-5103, L-1600 & L-1620
Survey and Design services for the replacement of 138 LF of L-5103 (Sta. 0+00 to Sta. 1+38E), 132
LF of L-1600 (Sta. 7+72 to Sta. 9+04) and 323 LF of L-1620 (Sta. 0+00 to Sta. 3+23E). The current
scope of services had identifed the abandonment of 434 LF of L-1600 (Sta. 0+78 to Sta. 5+12).
The additional survey and design services are the result of ineeting between Robert J. Roth (G&A)
and Chris Brooks with Wade & Associates, Inc. on 11-17-99. These line segments are currently
included as part of W&A scope of services in their M-21 sanitary sewer replacement contract. After
review of their location, with respect to the M-21R relocation that G&A is designing as part of
Contract No. 3, these would be better served if included as part of G&A's project. T'his would limit
construction in this immediate area to occur one time (See Exhibit 3).
A summary of the proposed budget for Amendment No. 1 is as follows:
Basic Engineering Design Services:
Engineer's Opinion of Probable Construction Cost =$400,035.90 (See Table 1)
TSPE Curve A: 8.9% x 0.85
7.565% x Estimated Construction Cost = Basic Engineering Design Services Fee
7.565% x $400,035.90 = $30,263.00
Water Portion = $7,391.00
Sanitary Sewer Portion = $22,872.00

It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to
City Secretary Contract (No. 24883) with Garcia & Associates Engineering, Inc. for water and sanitary
sewer line relocations for Rosedale Street (U.S. Highway 287 to Forest Park Boulevard) in the amount
of $40,765, thereby increasing the contract amount to $453,673.

On March 23, 1999 (M&C C-17334), the City Council authorized the City Manager to execute an
engineering agreement with Garcia & Associates Engineering, Inc. in the amount of $412,908 for the
preparation of plans and specifications for water and sanitary sewer line relocations for Rosedale Street
(U.S. Highway 287 to Forest Park Boulevard).
These utility lines were being relocated to facilitate the reconstruction of Rosedale Street that is being
managed by the Texas Department of Transportation (TxDOT).
Subsequent to the award of the engineering agreement, the Water Department examined additional
water lines and sewer laterals that connect to the proposed relocated lines. Based on their
examination, they have requested that this additional work be done as part of this contract. The work to
be performed under this amendment includes the design of these additional water and sanitary sewer
lines.
Staff considers Garcia & Associates Engineering, Inc.'s proposed fee of $40,765 to be fair and
reasonable for the additional services to be provided.
Garcia & Associates Engineering, Inc. is in compliance with the City's M/WBE Ordinance by committing
to an additional 8% M/WBE participation on this amendment.
This project is located in COUNCIL DISTRICTS 8 and 9, Mapsco 77J, K, L and M and 76K, L and M.
