Home My WebLink AboutIR 26-0080 - 2026-08-04 - Informal Report 1 of 5 1.3.3 2026-2027 HUD ANNUAL ACTION PLAN - KACEY THOMAS, NEIGHBORHOOD SERVICES DIRECTOR INFORMAL REPORT TO CITY COUNCIL MEMBERS SUBJECT: 2026-2027 HUD ANNUAL ACTION PLAN - KACEY THOMAS, NEIGHBORHOOD SERVICES DIRECTOR DATE: 08/04/26 NUMBER: IR 26-0080 TO THE MAYOR AND MEMBERS OF THE CITY COUNCIL The purpose of this Informal Report is to inform the City Council about the 2026-2027 Action Plan recommended for submittal to the U.S. Department of Housing and Urban Development (HUD) by the August 15, 2026, submission deadline. To receive HUD entitlement funds for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs, the City must submit an Action Plan to identify proposed use of funds in alignment with the City’s 2023-2027 Consolidated Plan. A Request for Proposals from social service agencies and nonprofit organizations seeking grant funding was published on December 19, 2025. All proposals were received on February 13, 2026. Staff reviewed all proposals and developed recommendations for the allocation of estimated funding from HUD based on the capacity of applicant organizations, grant experience, fiscal stability, and compliance with applicable federal regulations. The Action Plan funding recommendations were approved by the Community Development Council (CDC) at their June 17, 2026, meeting, based on estimated grant amounts. Funding is focused on the following nine (9) priorities and goals included in the City Council-approved Consolidated Plan:  Promote Affordable Housing for Renters and Owners  Housing Preservation and Rehabilitation  Neighborhood Improvement and Revitalization  Economic Empowerment and Financial Resilience  Children and Youth Services  Aging In Place  Accessibility Improvements  Homelessness Prevention and Special Needs Support  Healthy Living and Wellness The total amount of grant funding to be received for the 2026-2027 program year is $13,554,718.38. This includes $7,153,410.00 in CDBG funds, $2,816,040.38 in HOME funds, $625,460.00 in ESG funds, and $2,959,808.00 in HOPWA funds. (An additional $114,976.00 in new program income is also budgeted within this Action Plan, which includes $30,000.00 for CDBG and $84,976.00 for HOME programs.) The purpose of these funds is to benefit low- and 2 of 5 moderate-income persons in Fort Worth. ESG grant funds are specifically dedicated to services for persons experiencing homelessness. HOPWA grant funds are administered on behalf of persons with HIV/AIDS throughout Tarrant, Johnson, Parker, and Wise counties. On August 11, 2026, a second public hearing will be held in conjunction with the Mayor and Council Communication scheduled for the August 11, 2026, City Council meeting.
