BACKGROUND The City Council adopted a comprehensive Economic Development Strategic Plan in 2017 (M&C G-19192) and updated it in 2022 (M&C 22-0113). With the creation of the Fort Worth Economic Development Partnership in 2023, the City’s continued growth, and ongoing work to update the Comprehensive Plan and better align economic development goals with other planning initiatives, the City Council approved funding for an updated Economic Development Strategic Plan as part of the FY 2026 budget. REQUEST FOR PROPOSAL PROCESS AND RECOMMENDATION To prepare for the issuance of the request for proposals, Economic Development staff worked with the City Manager’s Office, the Fort Worth Economic Development Partnership, and various stakeholders to develop a scope of work that would include evaluating and developing strategies for the major functions and programs of the Economic Development department and associated stakeholders, including business attraction and retention, revitalization, and small business programming. The scope was designed to guide the next five years of economic development projects, programs, and priorities. Through the Plan’s development, the selected consultant will assess Fort Worth’s current economic conditions and programs, explore ways to increase Fort Worth’s competitiveness, and provide actionable tools and measurable outcomes to ensure sustainable growth.
