SUBJECT: UPDATE ON SELECTION OF CONSULTANT FOR ECONOMIC DEVELOPMENT
STRATEGIC PLAN - JESSICA ROGERS, ECONOMIC DEVELOPMENT DIRECTOR

TO THE MAYOR AND MEMBERS OF THE CITY COUNCIL
The purpose of this Informal Report is to provide an update on the selection of a consultant to
complete an updated Economic Development Strategic Plan.
BACKGROUND
The City Council adopted a comprehensive Economic Development Strategic Plan in 2017 (M&C
G-19192) and updated it in 2022 (M&C 22-0113). With the creation of the Fort Worth Economic
Development Partnership in 2023, the City’s continued growth, and ongoing work to update the
Comprehensive Plan and better align economic development goals with other planning
initiatives, the City Council approved funding for an updated Economic Development Strategic
Plan as part of the FY 2026 budget.
REQUEST FOR PROPOSAL PROCESS AND RECOMMENDATION
To prepare for the issuance of the request for proposals, Economic Development staff worked
with the City Manager’s Office, the Fort Worth Economic Development Partnership, and various
stakeholders to develop a scope of work that would include evaluating and developing
strategies for the major functions and programs of the Economic Development department
and associated stakeholders, including business attraction and retention, revitalization, and
small business programming. The scope was designed to guide the next five years of economic
development projects, programs, and priorities. Through the Plan’s development, the selected
consultant will assess Fort Worth’s current economic conditions and programs, explore ways
to increase Fort Worth’s competitiveness, and provide actionable tools and measurable
outcomes to ensure sustainable growth.
On April 8, 2026, the City released a request for proposals (RFP) seeking a consultant to
complete a comprehensive Economic Development Strategic Plan. Proposals were due on May
7, 2026, and the City received 11 responses.
2 of 2 The proposals were evaluated using the Best Value Criteria detailed below. An evaluation panel
consisting of representatives from the City Manager’s Office, Economic Development,
Neighborhood Services, Aviation, and the Fort Worth Economic Development Partnership
reviewed and scored the submissions. Five respondents were invited to participate in in-person
interviews on June 30, 2026.

Based on the established criteria, the respondents were scored as follows:

After evaluation and interviews, the panel concluded that Civic Solutions Partnership, LLC
presented the best value for the City. A Mayor and Council Communication (M&C) seeking
approval for the execution of an agreement with Civic Solutions Partnership, LLC will be
presented to City Council on the August 11, 2026, City Council agenda.
