BACKGROUND The SB Program took effect on September 1, 2025, and supports SB participation in City procurements. Any solicitation or contract initiated prior to the effective date was not subject to the SB ordinance and therefore excluded from this data. To implement the SB Program, on solicitations between $3,000 and $100,000, the City uses a lowest responsible bidder evaluation and provides a five percent preference (scoring purposes only) for certified SBs within Fort Worth. For solicitations over $100,000, the City has a goal of 30% SB utilization, either through self‑performance or through the use of certified SB subcontractors within the five‑county region of Tarrant, Parker, Denton, Johnson, and Wise counties. All solicitations are issued through the City’s online Bonfire platform, ensuring registered SBs receive equal and timely access to bidding opportunities. PROGRAM RESULTS - SEPTEMBER 1, 2025 THROUGH JUNE 30, 2026 As of June 30, 2026, the City has achieved an overall 43% SB participation on applicable solicitations, exceeding the 30% goal. Goods and services procurements, incorporating best value and lowest bid solicitations, delivered an overall 14% SB participation across 53 contracts. The low bid process for 30 public works contracts experienced a 46% SB participation. To further strengthen the Program, the City is pursuing strategic enhancements focused on expanding outreach, enhancing transparency, and improving vendor readiness. Planned efforts include quarterly performance dashboards, an annual goods and services procurement plan, and increased training to assist SBs in anticipating opportunities and improving competitiveness. Additional recommendations are outlined in the attached document. CHAMBER OF COMMERCE RELATIONSHIPS To continue growing the SB Program, City staff have consistently engaged with the Fort Worth Hispanic Chamber of Commerce, Fort Worth Metropolitan Black Chamber of Commerce, and Fort Worth Chamber of Commerce to implement Program elements, solicit feedback, and implement process improvements. Staff are currently working on one-year extensions to the existing Chamber contracts and anticipate bringing the contracts forward for Council consideration in September. NOTE ON VETERAN-OWNED SMALL BUSINESS PARTICIPATION In addition to the SB Program, staff is currently exploring how the City might incorporate veteran-owned business preferences or goals. In addition to reviewing programs in other cities, staff is also consulting the Chambers and anticipates bringing back an update and possible recommendations at a later date.
