SUBJECT: PROPOSED COUNCIL INITIATED ZONING CHANGES FOR CERTAIN PROPERTIES IN
THE NORTHSIDE TEXRAIL STATION TRANSIT-ORIENTED DEVELOPMENT AREA IN COUNCIL

TO THE MAYOR AND MEMBERS OF THE CITY COUNCIL
The purpose of this Informal Report is to provide information on a proposed Council-Initiated
Rezoning in the Northside TEXRail Station area. On August 11, 2026, the City Council will consider
a resolution to initiate the rezoning for certain properties located within the Northside TEXRail
Station Transit-Oriented Development (TOD) area located east of the Fort Worth Stockyards.
Properties proposed for rezoning are generally located along or near NE 28th Street or Decatur
Avenue, including some properties along N. Hays Street, Hardy Street, Schadt Street, Glendale
Avenue, Peak Street and Brennan Avenue.
The properties are currently zoned “K” and “PD-K” Heavy Industrial; “J” Medium Industrial; “I”
Light Industrial; “E” Neighborhood Commercial; “ER” Neighborhood Commercial Restricted; “B”
Two-Family; and “A-5” One-Family.
The properties proposed for rezoning are designated as Mixed-Use; Urban Residential;
Neighborhood Commercial; and Vacant, Undeveloped, Open Space on the adopted Future
Land Use Map in the 2023 Comprehensive Plan.
The proposed rezoning for these properties is shown on the attached map, with the proposed
zoning being “MU-2” High Intensity Mixed-Use; “UR” Urban Residential; “E” Neighborhood
Commercial; or “B” Two-Family. In addition, City-owned Lebow Channel floodplain properties
are proposed for rezoning to “O-1” Floodplain along Decatur Avenue, Hardy Street, Schadt
Street, Weber Street, Lulu Street, and Vera Cruz Street.
Based on the properties being within the Northside TEXRail Station TOD area, which is planned
to accommodate walkable, mixed-use and urban residential development, Mayor Pro Tem
Carlos Flores has requested that the properties be rezoned as shown in the attached Northside
Station Area Proposed Zoning map.
2 of 3 In accordance with Informal Report No. 8289, the City Council’s policy on Council initiated
zoning changes, staff has notified the affected property owners of the proposed zoning
changes and held two open house public meetings on June 22 and July 13 to share information
about the proposed changes and answer questions. The proposed schedule for the zoning
change is:

Zoning Commission public hearing and recommendation September 9, 2026
City Council public hearing and action October 13, 2026
