SUBJECT: MARY'S CREEK WATER RECLAMATION FACILITY CONSTRUCTION

TO THE MAYOR AND MEMBERS OF THE CITY COUNCIL
The purpose of this Informal Report is to brief the City Council on the background and status
of the Mary's Creek Water Reclamation Facility contractor procurement process and
anticipated construction schedule.
The Mary's Creek Water Reclamation Facility (MCWRF) has been planned for two decades and
is intended to provide wastewater service to the growing population in west Fort Worth.
Following a site selection process, the City purchased 100 acres of land fronting Chapin Road
in 2011 (M&C L-15222). On January 31, 2017 (M&C C-28096) the City Council authorized a
consultant to prepare the MCWRF discharge permit submission to the Texas Commission on
Environmental Quality (TCEQ). The discharge permit was issued by the TCEQ on August 12,
2022. On November 8, 2022 (M&C 22-0892), the City hired an engineering consultant to
perform the design of the MCWRF. On June 10, 2025 (M&C 25-0535), the City hired preselected
suppliers of specialized membrane, filtration, and disinfectant equipment to secure their
participation in the design process.
The initial phase of construction will be 10 million gallons per day (MGD) of permitted capacity
with the ability to expand the plant capacity to 15 MGD. The primary purpose of the MCWRF will
be to treat wastewater generated in west Fort Worth, then discharge the reclaimed water into
Mary's Creek in accordance with discharge permit requirements. The secondary purpose of
the MCWRF will be to provide reclaimed water to customers in the vicinity and to supplement
water supply through a collaborative project with the Tarrant Regional Water District (TRWD)
that will convey discharged MCWRF water to Eagle Mountain Lake. M&C 25-1100 authorized by
City Council on December 9, 2025 resulted in the purchase of 92 acres of land adjacent to the
MCWRF site, with 21 acres then being sold to the TRWD for installation of a pump station and
pipeline necessary to accomplish this conveyance.
Per the TCEQ discharge permit requirements, the MCWRF design includes both nutrient removal
and membrane filtration treatment processes to produce a very high -quality effluent water.
The TCEQ has approved the engineering plans of the MCWRF and the City will be using low
interest loans from both the United States Environmental Protection Agency (EPA) and Texas
Water Development Board (TWDB) to fund construction. The construction project was publicly
advertised in the Fort Worth Star -Telegram as part of a competitive sealed proposal

procurement process on April 29 and May 6, 2026. On July 9, three proposals were received
from qualified contractors.
An evaluation committee consisting of Water and TPW staff reviewed the proposals and
assigned scores based on predetermined evaluation criteria that included cost, experience,
project approach, and schedule. The proposal price constituted 70 percent of the total scoring.
The sums of the cost and qualification scores were tabulated to determine the rankings. Based
on the total score, Webber Waterworks, LLC was ranked highest. The three companies
submitting proposals were notified of the scoring outcome on July 17, 2026.
An M&C recommending award of the construction contract to Webber Waterworks, LLC will be
on the August 25, 2026, City Council agenda for council action. Assuming a notice to proceed
being issued in September 2026, construction of the MCWRF is anticipated to be completed in
late 2029.
