HomeMy WebLinkAbout060733-A5 - Construction-Related - Contract - Brown and CaldwellCSC No. 60733-A5 AMENDMENT No . 5 TO CITY SECRETARY CONTRACT No. 60733 CSC No. 60733-A5 WHEREAS, the City of Fort Worth (CITY) and Brown and Caldwell, (ENGINEER) made and entered into City Secretary Contract No. 60733, (the CONTRACT) which was authorized by M&C 23-1075 on the 12th day of December, 2023 in the amount of $ 1,303,304.00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $ 1,797,323.00 which was authorized authorized by M&C # 24-5013 on June 11, 2024, Amendment Number 2 in the amount of $ 5,591,853.00 which was authorized authorized by M&C # 24-1132 December 10, 2024,Amendment Number 3 in the amount of $654,588.00 which was authorized authorized by M&C # 25-0089 on January 28, 2025, Amendment Number 4 in the amount of $515,450.00 which was authorized authorized by M&C # 25-1091 on December 9, 2025, WHEREAS, the CONTRACT involves engineering services for the following project: Emerging Contaminants - PFAS Treatability Study, CPN 104942; and WHEREAS, it has become necessary to execute Amendment No. 5 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $677,860.00. (See Attached Funding Breakdown Sheet, Page -4-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $10,541,377.00. Specific to this PCM, Amendment No. 2 defined limited scope related to the existing post-biofiltration sodium hypochlorite (SHC), liquid ammonium sulfate (LAS) systems, and pH adjustment chemical (sodium hydroxide). Attachment A of this PCM defines additional engineering design services to modify these existing chemical application systems as defined as part of the design progression and in coordination with FWWD in the project design coordination meetings. With integration of GAC process and Treated Water Pump Station it was known that the existing SHC and LAS injection points would require relocation. It was assumed that the planned treated water piping system layout could be configured to permit injection in proximity to the existing vaults at the Transfer Pump Station. With completion of the subsurface utility engineering (SUE) investigation, it was determined that the new treated water piping system could not be routed as planned and a more significant re- route of the existing SHC and LAS conveyance utilities (routing, manholes, utility coordination, etc) was required to facilitate maintenance of redundant SHC supplies from SHWTP and NHWTP and the LAS supply from NHWTP. SHWTP intermittently utilizes an existing post-biofiltration sodium hydroxide (caustic) application point, dependent upon water quality and chemistry, to maintain a target finished water pH. Requirements for post-GAC pH adjustment were not fully evaluated at the time of design scoping as pH impacts of biogrowth on the GAC pilot media were not yet observed. With progression of the GAC pilot, it was evident that the observed biogrowth did have a pH impact, decreasing the pH. Accordingly, installation of a secondary caustic feed point was discussed with FWWD operations staff. It was determined that a single new injection point could be installed on the common treated water pipe upstream of Clearwell No. 6. The planned installation requires a new injection manhole and chemical pipe trench/casing system with intermediate manholes as discussed in the 95% review meeting. The design of an active or passive approach to freeze protection of the caustic piping/tubing system is required. As presented in ORFI-019, the confirmed routing for the new treated water pipe to the existing transfer pipeline upstream of Clearwell No. 6 resulted in minimal existing piping to remain and required a special connection fitting to join the pipes, in addition to accommodating the new caustic injection manhole mentioned herein. To reduce project construction risks, replacement of the final pipe segments (<100 ft) of the 48-in pipe to the Clearwell No. 6 tee was recommended. Implementation of this design change required additional SUE coordination, site/profile design drawing updates and detailing for the installation. Upon your review, we would request your concurrence with this proposed contract change. Formal documentation of the contract change via amendment will be subsequently submitted aggregate to pending proposed change modifications (PCMs). Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. PROJECT DEFINITION AND BACKGROUND Amendment No. 1 — SHWTP PFAS Process Preliminary Engineering (CPN-104942) included a preliminary review of the existing North WTP and South Holly WTP post -filtration disinfection strategies relative to integration of the GAC process (Task 3.3). The preliminary engineering review identified adjustments to the application of sodium hypochlorite (SHC) and liquid ammonia sulfate (LAS) post filtration at SHWTP. Design efforts included with the Amendment No. 2 design assumed reconnection of the existing the SHC and LAS systems to new injection points near the existing locations. However due to existing utilities that were subsequently identified, more significant utility design modifications were required. Based on these determinations, the following additional services will be performed: • Definition and development of demolition drawings and replacement designs for the existing SHC and LAS yard piping systems to feed the proposed application points at the TWPS and FTWTPS. • Modification of the existing SHC and LAS yard piping systems to integrate junction manholes and boxes to facilitate installation, operation, and maintenance. • Modify existing SHC/LAS utilities to accommodate the developed designs for the GAC PFAS infrastructure and to allow application at the modified FTWTPS and at the TWPS meter vault. • Maintain the SHWTP redundant SHC feed piping systems. The existing SHC and LAS feed pumps will be utilized. Per discussions with the CITY, static mixers will not be required based on the proposed injection locations and injector spacing. Further evaluation of the existing post -filtration pH management strategy was noted as dependent upon recommended piloting. GAC piloting was performed concurrent with design development as part of the Amendment No. 2 Phase 220 activities. ENGINEER reviewed the sodium hydroxide (caustic) application strategies and coordinated with the City of Fort Worth, Texas Attachment A PMO Release Date: 09.23.2012 Page 1 of 7 ATTACHMENT A PROFESSIONAL ENGINEERING SERVICES FOR PCM-11 CHEMICAL AND XFER PIPE MODIFICATIONS CITY PROJECT NO.: 104942 CITY for definition of a new SHWTP caustic application design. Based on these determinations, the following additional services will be performed: • Definition and development of design modification drawings for the SHWTP existing caustic application piping to provide a common application point upstream of Clearwell No. 6 and No. 7, with the preferred installation inclusive of the following: • Modify existing caustic feed pump discharge piping to permit manual switching of feed points. • Routing a carrier pipe and chemical feed hose from the existing Caustic Building to the application point. • Detailing of a pre -cast injection manhole and intermediate junction boxes similar to the existing SHC and LAS systems. • Definition of product and material specifications for the caustic system. • Design or ancillary installations such as heat trace and insulation. • The existing caustic feed pumps will be utilized and the existing FTWTPS application point will be maintained. • Perform five additional LEVEL A SUE locates. • Dependent upon confirmation of crossing utilities along 11 th Avenue and freeze protection options for the preferred flexible tubing system, alternative a HS-20 load rated, precast concrete trench system may be required and is assumed as basis of design for this PCM. As presented in ORFI-019, the confirmed routing for the new treated water pipe to the existing transfer pipeline upstream of Clearwell No. 6 resulted in minimal existing piping to remain and required a special connection fitting to join the pipes, in addition to accommodating the new caustic injection manhole mentioned herein. To reduce project construction risks, replacement of the final pipe segments (<100 ft) of the 48-in pipe to the Clearwell No. 6 tee was recommended to reduce construction risks. To implement this design change the following additional services will be performed: • Perform additional SUE coordination (four test holes) to supplement previous investigation data. • Develop extended pipe plan and profile drawings for the additional length of pipe. • Update site civil plans and adjust area layouts to include the additional areas of work. • Develop revised connection details and coordinate with the cathodic protection evaluation and design. This PCM-11 defines the engineering services for execution of these design tasks. This scope of work defines the tasks to develop biddable construction documents (design -bid - build) concurrent with the Amendment No. 2 design efforts. City of Fort Worth, Texas Attachment A Page 2 of 5 ATTACHMENT A PROFESSIONAL ENGINEERING SERVICES FOR PCM-11 CHEMICAL AND XFER PIPE MODIFICATIONS CITY PROJECT NO.: 104942 WORK TO BE PERFORMED This PCM-11 — Chemical Feed Modifications will be executed concurrent with Amendment No. 2 - SHWTP PFAS Treatment Design as defined by the following primary tasks. Phase 200 — PFAS Treatment Design Task 210. Project Management Task 240. Final Design / Issued for Bid Task 260. Advertisement and Bid Support Task -specific activities, associated assumptions and work products, and defined Deliverables are described in the following paragraphs. Overall assumptions are summarized at the end of this scope of work. PHASE 200 — PFAS Treatment Design TASK 210. Project Management. ENGINEER will perform project management duties to manage change, communicate effectively, coordinate internally and externally as needed, and proactively address issues with the CITY's Project Manager and others as necessary to make progress on the work described herein. The ENGINEER will perform the following tasks applicable to this PCM- 11 concurrent to the Amendment No. 2 project management activities but respective to the additional services described herein: 210.1. Project Management and Reporting • Lead, manage, and direct team activities. • Task and allocate team resources. • Communicate internally among team members. • Implement ENGINEER's quality assurance and quality control practices in performance of the defined scope of services. • Advise the CITY when the established project expectations cannot be met or when the engineering fee will increase as a change directive from the CITY for the scope of desired modifications. • Prepare and submit invoices monthly progress reports. • Update the design schedule as required in Attachment D of the Standard Agreement and according to the City of Fort Worth's Schedule Guidance Document. • Update ENGINEER's internal project management plan and quality management plan to guide the project team in execution of the project scope. Task Assumptions: • Status updates and meetings applicable to this scope will be conducted as defined in individual tasks of this PCM-11. TASK 240. Final Design / Issued for Bid As applicable to the design elements associated with this Amendment, ENGINEER will progress the Design, respective to the definition herein and per review comments provided by the CITY. 240.1. Final Design Package The Final Design Package will include the following as relative to this PCM-11 • Drawings: The drawings will include applicable updates from the 95% Design package as well as additional notes, layouts, dimensions, section cut and detail callouts with cross-references. • Technical Specifications — Update and develop technical specifications applicable to the design in CSI format. • Cost Estimate: ENGINEER will incorporate the design modifications into the opinion of cost estimate for Final Design will be an AACE Class 2 with an error range of -10% /+15%. • Facility Commissioning Framework: ENGINEER will incorporate the described modifications into the construction sequencing and commissioning plan concurrent with the Amendment No. 2 design. 240.2 Final Design Review Comments ENGINEER will provide the CITY with a draft version of the additional design elements described in this PCM-11 for their review and comment. Based on their comments, a final design will be incorporated with the overall design package. 240.3 Issued for Bid Following resolution of Final Design comments, ENGINEER incorporate the sealed design with the Issued for Bid package of the final design. Task Assumptions • Applicable design drawings and specifications defined herein will be integrated with the overall Amendment No. 2 design packages for transmittal to the CITY. • Review comments received on the Final Design package will be incorporated into the Issued for Bid package; resubmittal of a conformed Final Design Package is not included. • Production of the Issued for Bid package is limited to conforming the documents to address minor review comments from the Final Design review. Minor comments are expected to include correction to notations or similar minor clarifying changes. Modifications to layout, section, or details as reflected in the Final Design is not included. Advertisement and Bid Support ENGINEER will support the CITY in advertising the bid documents for selection of a contractor to construct the facilities and infrastructure defined in this PCM-11 and Amendment No. 2 as an integral project. For the scope of work defined herein, ENGINEER will provide the following services: 260.1. Advertisement and Bidding • Prepare/assemble bid package for solicitation for firm bids, including appropriate procurement documents and example contract • Receive, review and respond to contractor questions via addenda. Task Assumptions • Construction will be competitively bid; the ENGINEER will serve as the primary point of contact for questions. Task Work Products • Responses to bidder questions • Addenda SCOPE OF WORK ASSUMPTIONS In the development of this scope of work and associated task budgets defined in "Attachment B", ENGINEER has made the following governing assumptions: • Deliverables (draft and final) will be submitted in electronic/digital (PDF) format for CITY review and record. Paper submittals will not be required for any deliverables. • CITY will complete document reviews within five business days of submission. Review comments will be compiled/logged within a single (PDF) document or compiled into a spreadsheet file (Excel) and returned to the ENGINEER for documentation of responses and tracking of completion. • ENGINEER provision of forensic engineering or retained expert services is excluded from this scope of work. In the event ENGINEER is subsequently requested by CITY or others to provide documents or testimony regarding this scope of work, those additional services will be negotiated via change management pursuant to the rates and costs reflected in this Agreement, as may be amended in the future. • Adjustments to the design will be considered as project progresses and/or if regulatory aspects of the project evolve. If conditions are identified that warrant additional investigation or a condition assessment, ENGINEER will suggest the additional services. Submittal Documents and Review Procedures. • Submittals will be delivered as defined herein. Project Delivery Approach and Schedule: • Project completion within the defined PCM-11 schedule does not otherwise guarantee the schedule for construction and start-up of the GAC Process. This effort included a two-phase effort to fulfill TCEQ requirements and verify treatment performance. This PCM-12 defines additional pilot efforts to evaluate and confirm operational condi- tions relevant to the GAC process design and operations. Specifically, the Phase III pilot effort will evaluate the preferred GAC media in two gradations respective to hydraulic conditions and backwash operations. Primary objective of this effort is to validate ability to maintain a consistent clean -bed media hydraulic operational condition with a pre- scribed backwash operation. Per our prior discussions, BC has proceeded to initiate these efforts considerate of the overall project schedule, and we would request your concurrence with this proposed contract change. Formal documentation of the contract change via amendment will be subsequently submitted aggregate to pending proposed change modifications (PCMs). PROJECT DEFINITION AND BACKGROUND The Amendment No. 2, Task 2 — TCEQ Pilot Study scope, defined the original plan for execution and evaluation of a demonstration pilot to validate performance of GAC as a primary treatment mechanism for the removal of PFAS. This was proposed as a two-phase pilot program: • Phase I - TCEQ pilot testing requirements for innovative/alternative treatment processes specified in TCEQ regulation 30 TAC 290.42 (g) for a duration of 90-days. • Phase II — Evaluation of PFAS treatment performance. The pilot system will be operated for a total duration of 12-months to observe PFAS breakthrough in the pilot columns. The Phase I TCEQ pilot report was submitted for their regulatory review. Phase II efforts are on -going, but were paused due to a required South Holly WTP maintenance shut -down (November 1, 2025 and a --45 day duration). Water quality analyses and sampling were completed to date per the original plan, however additional sampling and quality assurance measures were implemented for the Phase I and Phase II sampling/analyses efforts due to determinations from the Task 270 NCP Compliance, Quality Assurance Project Plan and Analytical Data Validation definition and coordination with the City's outside legal counsel. Based on observations from the Phase I and Phase II efforts, additional piloting and operations are recommended to evaluate the preferred media in two gradation sizes relative to GAC hydraulics and backwash operations. The following scope of work defines that planned activities for this Phase III of the GAC pilot efforts. Project Management and Reporting • Lead, manage, and direct team activities. • Task and allocate team resources. • Communicate internally among team members. • Implement ENGINEER's quality assurance and quality control practices in performance of the defined scope of services. • Advise the CITY when the established project expectations cannot be met or when the engineering fee will increase as a change directive from the CITY for the scope of desired modifications. • Prepare and submit invoices monthly progress reports (5 months) in the format requested by the CITY. • Update Project Schedule as required in the Standard Agreement and according to the City of Fort Worth's Schedule Guidance Document. • Utilize ENGINEER's existing internal project management plan and quality management plan to guide the project team in execution of the project scope. 1.2 Project Meetings • Project Meetings — Conduct a bi-weekly update as to pilot progression and findings from the defined Phase III pilot protocol. TASK 2. TCEQ Pilot Study ENGINEER will continue oversight, management and operation of the on -going demonstration pilot. The previously defined two-phase pilot program will be extended to include Phase III as defined herein and which will include two specific evaluations • Phase III(A) - Evaluation of headloss and backwash operations associated with restoring headloss through the GAC media following 12-months of pilot operation. o Evaluate GAC performance on process restart, following extended shutdown. o Assess operational headloss and evaluate washwater operations to restore pre -shutdown operational conditions. • Phase III(B) - Evaluation of hydraulic and PFAS treatment performance of an alternative sized, virgin, GAC media. o Evaluate GAC performance of virgin F300 and F400, side by side o Assess hydraulic characteristics of different sized GAC media o Operate, sample, and perform similar to the Phase I protocol. The Phase III work will include execution of the following scope elements to plan and execute these evaluations. 2.1. Pilot System Procurement ENGINEER will coordinate with the pilot system vendor to define cost to extend the pilot system rental period. This information will be summarized and transmitted to CITY with ENGINEER'S recommendations for execution. ENGINEER will utilize the existing ancillary pilot equipment. 2.2 TCEQ Coordination ENGINEER has allocated 8-hours for coordination or correspondence with TCEQ if the Phase III findings require follow-up discussion relative to the submitted Phase I Pilot Report. 2.3 Pilot Procurement ENGINEER has allocated 12 hours for pilot procurement coordination with Calgon, including extension of the rental agreement and maintenance of procurement agreement. 2.4 Pilot Operations Support • ENGINEER will serve as overall pilot manager, responsible for operational oversight to achieve pilot goals and objectives. The pilot manager will conduct weekly visits associated with Phase III(A) to check hydraulic performance and test various media disinfection methods, as necessary. The pilot manager will also conduct weekly visits associated with performance testing and documentation for Phase III(B). • CITY will supporting pilot demobilization including: transporting pilot skid from pilot location (South Holly filter gallery). • CITY will assist with daily operation and monitoring of the pilot system including: documentation of operational settings, manual adjustments to pump and rotameter settings to maintain column flow rates, and collecting field grab samples (pH, conductivity, temperature, turbidity). • Additionally, depending on the initial findings from Phase III(A), ENGINEER will coordinate with the CITY for their supply of treatment chemical (e.g. sodium hypochlorite, sodium hydroxide) and assistance in chemical handling if needed for GAC media disinfection. 2.5 Pilot Report • At the conclusion of Phase III pilot testing, the ENGINEER will incorporate findings from Phase III into the draft CITY pilot study report, previously composed of results from Phase I and Phase II of pilot testing. • The CITY pilot study report will be submitted for CITY review. Following CITY review, ENGINEER will update the report and submit a final version to the CITY. Task Assumptions • CITY will be the primary point of contact and responsible for FWWD execution and staff assignments, including daily operations and logging of conditions as well as completing sampling and analysis for field conditions. • ENGINEER's previously developed project -specific field work safety plan, applicable to the work described herein as to be conducted by their personnel and respective to the CITY's site -specific facility safety plans, will be updated as appropriate. • ENGINEER will complete sampling; all samples will be submitted for external laboratory analysis. • US EPA Method 533 will be used for any of the PFAS compound analyses in drinking water. Data validation will be performed as part of Task 7. • Pilot equipment leased from Calgon Carbon Corporation, who oversaw installation and commissioning of the pilot, will continue to provide technical support during operations. • Data collected during pilot testing will be suitable to meet expectations for approval by TCEQ. NCP Compliance ENGINEER will complete activities relative to the project design as required to maintain substantial compliance with National Contingency Plan (NCP) requirements for the assessment of PFAS impacts on the CITY's drinking water supply system and as defined in the previously developed Quality Assurance Project Plan (QAPP). The services shall include the following Tasks: 7.1 Not Used 7.2 Execution of Quality Assurance Project Plan and Analytical Data Validation ENGINEER will adhere to the previously developed QAPP in accordance with EPA QA/G-5, "Guidance for Quality Assurance Plans", to define testing and quality assurance requirements for PFAS sampling of the City of Forth Worth's drinking water supply system. The QAPP was developed as a stand-alone document relative to the data collected for completion of the Task 2 — Pilot Study, Task 7.1 - Preliminary Assessment, Task 7.3 — Focused Feasibility Study. For this PCM No. 12, the Engineer will: • Continue to review and perform a Level 2 data validation on PFAS data collected by the City of Forth Worth from its drinking water supply system to assess and document the useability of those data. • Perform level 2 data valization for all pilot and source water quality monitoring data collected by the ENGINEER used to inform the pilot study design. Notes will be summaries of meetings/workshops and key points and shall not be considered verbatim documentation of meeting discussions. • ENGINEER provision of forensic engineering or retained expert services is excluded from this scope of work. In the event ENGINEER is subsequently requested by CITY or others to provide documents or testimony regarding this scope of work, those additional services will be negotiated via change management pursuant to the rates and costs reflected in this Agreement, as may be amended in the future. • Adjustments to the design will be considered as project progresses and/or if regulatory aspects of the project evolve. Biweekly meetings to review progression of the basis of design were conducted through- out the project to provide FWWD opportunity to review and comment on design progres- sion and engineering recommendations and to confirm design decisions in effort to ex- pedite design definition. During the draft preliminary engineering review meeting in December 13, 2024 BC presented the developed basis of design for the PFAS improve- ments. The Treated Water Pump Station (TWPS) basis of design and BIM model had been devel- oped as a vertical turbine pump (VTP) station using a wetwell to supply the pump can in- takes. This configuration was selected early in the basis of design development due to hydraulic and site considerations and limitations, and it was subsequently reviewed with FWWD and advanced with design concept development during the preliminary engineer- ing efforts. During the December review meeting FWWD staff advised that it was their preference to utilize horizontal split case (HSC) pumps in lieu of VTPs due to operation and maintenance considerations. FWWD requested that BC revisit a HSC configuration. Subsequent to the review meeting BC proceeded to re-examine configuration of the TWPS using HSC pumps and the primary efforts included the following: • Preliminary identification of viable HSC pump selections (treated water pumps and wash water pumps) and pumping unit combinations comparable to the se- lected VTP units and estimated system hydraulics. • Communications with select HSC vendors to validate custom candidate selec- tions and operational ranges and limitations, and to confirm numbers of pump- ing units. • Verification of physical specifications, dimensional characteristics, power re- quirements, and preliminary suction requirements (NPSH). • Development of plan layouts consideration of physical characteristics, piping lay- outs, Hydraulic Institute standards. • Review of integration plan with developed GAC process and electrical room lay- outs. • Conceptual development of site plan layouts relative to existing site conditions and utilities. • Developed a conceptual cost comparison of the pumping units and building and site development modifications. pcm-13 twps hsc eval Matt Kusnir, PE Fort Worth Water Department April 15, 2026 Page 2 BC summarized the draft findings from this evaluation and reviewed them with FWWD in the March 11, 2025 Design Coordination Meeting. In summary, the HSC configuration was determined to have a greater cost due to increased building footprint, greater pump costs, need for material handling equipment, and relocation of site utilities. Based on these draft findings, FWWD advised that the design should proceed with a VTP configu- ration. The effort to evaluate a potential change to an HSC configuration were identified at that time as additional efforts due to prior discussion of the VTP configuration and subse- quent design progression of those efforts. Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. PROJECT DEFINITION AND BACKGROUND Amendment No. 2 — Holly Water Treatment Facility PFAS Treatment Design (CPN-104942) included support of the CITY's Project Manager relative to CITY building code coordination. As part of the allocated services, the ENGINEER participated in a pre -development conference (PDC) with the Project Manager to confirm project design permitting requirements that were not specifically defined at the time of Amendment No. 2 scope definition. Information communicated to the Project Manager and the ENGINEER during the PDC identified governing stormwater code requirements respective to the Project, including code - defined flood areas (FEMA and CITY) in addition to estimated potential high-water areas (PHWA), which are defined as `advisory' conditions. The PDC information confirmed that the Project site does not include code -defined flood areas, however the CITY identifies PHWAs on the Project site. From subsequent design review of this information with CITY staff, it was requested that the ENGINEER design facilities to position potentially vulnerable assets (electrical and instrumentation equipment) at elevations above the elevation defined by the 100-year PHWAs. Based on this direction, the ENGINEER will implement design modifications to position potentially vulnerable assets within the GAC Facility process pipe gallery at or above the CITY's estimated PHWA (EL 543). Primary efforts to implement this modification include adjusting elevations of assets and raising the gallery floor by approximately 18" to maintain accessibility for operation and maintenance. This PCM-14 defines the engineering services for execution of these design tasks. This scope of work defines the tasks to develop biddable construction documents (design -bid - build) concurrent with the Amendment No. 2 design efforts. The CITY has advised that advertisement for the Holly Water Treatment Facility PFAS Treatment Design will occur no earlier than January 2027. The ENGINEER and CITY Project Manager will coordinate Project execution schedule respective to this timeline. Based on their comments, a final design will be incorporated with the overall design package. 240.3 Issued for Bid Following resolution of Final Design comments, ENGINEER incorporate the sealed design with the Issued for Bid package of the final design. Task Assumptions • Applicable design drawings and specifications defined herein will be integrated with the overall Amendment No. 2 design packages for transmittal to the CITY. • Review comments received on the Final Design package will be incorporated into the Issued for Bid package; resubmittal of a conformed Final Design Package is not included. • Production of the Issued for Bid package is limited to conforming the documents to address minor review comments from the Final Design review. Minor comments are expected to include correction to notations or similar minor clarifying changes. Modifications to layout, section, or details as reflected in the Final Design is not included. PROJECT DEFINITION AND BACKGROUND Amendment No. 2 — Holly Water Treatment Facility PFAS Treatment Design (CPN-104942) included tasks to confirm preliminary design concepts for the GAC process and Treated Water Pump Station (TWPS). These tasks included pilot testing to evaluate the proposed GAC media and physical modeling for the TWPS preliminary layout, which affect the hydraulic design conditions for these process facilities. Due to the original accelerated project schedule, the pilot testing and physical modeling tasks were performed concurrent with design development through the 75% design milestone. ORFI-020 was submitted to summarize findings and design impacts identified from the GAC pilot testing and TWPS physical modeling, with the primary considerations being: • GAC operational conditions were impacted by expected biological growth, increasing head loss through the media requiring frequent backwashing at design loading rates. • TWPS suction configuration required reduction of the design wet well operating range due to possible air entrainment. Due to the observed pilot headloss conditions and the reduction of TWPS operating range per the physical model findings, an adjustment of the GAC contactor and TWPS hydraulic configuration was proposed to increase available total driving head for the GAC gravity contactor operation and to expand operating range for the installed pumps. The following recommendations were reviewed with CITY staff to confirm concurrence. • TWPS Inlet Weir o Modification ■ Lower from EL 555.0 to EL 550.0 ■ Maintain inlet weir plate and trough for flow distribution. Benefits ■ Proportionally increase GAC Contactor total driving head. ■ Enhance contactor run-time between backwash operations. The TWPS suction configuration modifications identified in ORFI-020 were discussed among the ENGINEER's design team inclusive of Verdantas, who performed the original TWPS physical model. The modified configuration is viewed as feasible with implementation of pump suction / pump can configuration recommendations similar to those described in the original TWPS physical model, adherence to Hydraulic Institute pump can velocity limitations, and maintaining the estimated wet well operating level identified in ORFI- 020. The proposed minimum wet well operating level can be verified via an update to the physical model. Per the CITY's request, additional physical modeling is not included in this PCM. The design intent will be to field verify and adjust the minimum operating level at start-up and commissioning to confirm operational control levels and if needed implement mitigative measures to address potential hydraulic issues if observed. This PCM defines the engineering services for execution of these design tasks. This scope of work defines the tasks to develop biddable construction documents (design -bid -build) concurrent with the Amendment No. 2 design efforts. The CITY has advised that advertisement for the Holly Water Treatment Facility PFAS Treatment Design will occur no earlier than January 2027. The ENGINEER and City Project Manager will coordinate Project execution schedule respective to this timeline. WORK TO BE PERFORMED This PCM-15 — TWPS Hydraulic Adjustment will be executed concurrent with Amendment No. 2 - SHWTP PFAS Treatment Design as defined by the following primary tasks. Phase 200 — PFAS Treatment Design Task 210. Project Management Task 240. Final Design / Issued for Bid Task -specific activities, associated assumptions and work products, and defined deliverables are described in the following paragraphs. Those efforts in conjunction with subsequent FWWD, stakeholder, and vendor design discussions determined that treatment implementation will require additional infrastructure improvements and project coordination, specifically: • The original scope of services assumed that the existing utility power service and site infrastructure would be adequate for the planned treatment installation and that a PLC for remote monitoring would not be required. • Engineering evaluation of vendor treatment systems and the existing landfill sys- tems has determined that additional supporting infrastructure is required for the installation - additional tankage and pumping systems. • Design development and site evaluation performed to date and subsequently re- viewed with FWWD determined that the treatment installation will require a new electrical utility service and a PLC system for remote monitoring. • Parallel to this project, FWWD's work to implement a renewable natural gas (RNG) system at the landfill site identified several points of intersection between the two projects, which requires additional services to allow for appropriate col- laboration and coordination. This PCM defines changes to the Southeast Landfill scope of services to include the additional electrical and controls design; facilitate and manage development of a new electrical service package with the electrical provider (Oncor); and support ongoing coor- dination and collaboration with the RNG project. Attachment A describes the scope changes and Attachment B summarizes the proposed level of effort. Upon your review, we would request your concurrence with this proposed contract change. Specifically, the scope was based on collecting data on the existing leachate management system, completing a technology evaluation, and then developing a design for a treatment system to be integrated into the landfill operations. Execution of the engineering scope resulted in additional services, including expansion of the characterization efforts and the need for additional supporting components for the PFAS treatment, including electrical, controls, and ancillary process systems. The project will also now require a new electrical service. Additionally, there is a parallel renewable natural gas (RNG) service project, which requires coordination to allow for appropriate site infrastructure development. Based on these determinations, the following additional services will be performed: • Additional Project Management Services due to extension of the project schedule, including: • 20 biweekly progress meetings were included in the original scope; an additional 10 progress meetings are expected to be required. • The target for completion of the project scope will be extended to August 2026 • Additional data processing and design basis development to include consideration for the impacts to leachate generation and PFAS concentrations resulting from disposal of Village Creek WRF biosolids at SE Landfill. • Increased vendor coordination efforts to obtain budgetary and technical information necessary to establish a recommended process configuration to allow for multiple bidders. • Expanded design scope to included: City of Fort Worth, Texas Attachment A PMO Release Date: 09.23.2012 Page 1 of 8 ATTACHMENT A PROFESSIONAL ENGINEERING SERVICES FOR PCM-16 -SE LANDFILL ELECTRICAL SERVICE AND ANCILLARY SYSTEMS CITY PROJECT NO.: 104942 • Storage tanks and pumps upstream and downstream of the PFAS treatment system to integrate the treatment system with newly installed Republic Services infrastructure and facilitate FWWD operations and monitoring. • New primary power electrical service and power distribution center to support newly required components outside of the vendor treatment package. • Instrumentation and controls to align with FW standards and provide for remote system monitoring. The primary power service requires coordination with the power utility (Oncor) to define the service agreement and associated power requirements and installation plan. ENGINEER will support these efforts and coordinate the utility plan with the electrical design. In parallel to the PFAS project, the City has entered into a separate contract with a renewable natural gas (RNG) supplier, who will design and install an on -site system for beneficial use of the landfill gases. This system will be installed adjacent to the new PFAS system and has overlaps with civil aspects of the treatment design as well as the potential to influence both electrical and process design. To minimize the potential for conflicting scopes, ENGINEER will support FWWD and collaborate with the RNG supplier on points of interface between the two FWWD projects in order to facilitate designs that work conjunctively (to the extent possible) for the best interest of the City This PCM-16 defines the engineering services for execution of these tasks. This scope of work defines the tasks to develop biddable construction documents (design -bid -build) concurrent with the Amendment No. 3 design efforts. WORK TO BE PERFORMED This PCM-11 — Chemical Feed Modifications will be executed concurrent with Amendment No. 3 - Southeast Landfill Treatability Study. Data Collection and Review ENGINEER will complete analysis of data from the Village Creek WRF to assess the potential contribution to leachate generation because of biosolids (both pellets and cake) disposal at the SE Landfill. The assessment will include determination of the potential increase in leachate generation rate as well as potential changes (increase or decrease) in the observed PFAS concentration in the leachate. Treatment Alternatives Assessment and Bench Testing Amendment No. 4 included definition of vendor services for bench -scale foam fractionation testing and preparation of quotations. Testing guidelines were developed based on available leachate characteristics and general elements related to foam fractionation processes with consideration of the identified vendor technology systems and operations. Bench testing allowed vendor -specific evaluation of the process requirements and their efforts to optimize process performance relative to their treatment technology for the Southeast Landfill leachate characteristics. The testing results and treatment recommendations/proposals from the individual vendors were process specific. Based on review of the vendor -specific efforts, ENGINEER will perform the following tasks to align data and process information for comparative evaluation of treatment processes: • Complete additional coordination with vendors to address variability in testing protocols and report assumptions • Address questions from vendor on budgetary proposals and provide direction to align quotations around consistent assumptions Task Assumptions • Vendors to be directed to provide testing, at a minimum, testing that demonstrates the effectiveness of their standard system without the use of additives or other chemical adjustments • Quotations should assume procurement by a general contractor (design/bid/build) that has been competitively selected by Fort Worth in alignment with Procurement rules. Design/Build/Operate, Operate -for -Fee, or Leased systems are not appropriate proposal conditions. Treatment System Design The original scope of services assumed the design concept would be: "...using foam fractionation as the primary technology. The foam fractionation equipment will be a modular design consolidated into a skid or container suited for installation on a concrete slab. Upstream and downstream storage will be provided by the existing SEL facilities." The operating protocols for the foam fractionation systems are semi -batch in nature, resulting in multiple start/stop operations for the feed pumps, which places an extra burden on Republic operations or requires upgrades to the feed pump controls. Additionally, the feed supply from the Republic holding tanks must be balanced to meet arsenic discharge requirements. These two conditions lead to the need for a daily batching tank in lieu of direct feed from the existing units, which requires additional infrastructure (tank and pumps) In addition, the discharge from the foam fractionation units would not have sufficient pressure to reach the outfall from the landfill. A product tank is necessary to provide a feed reservoir for a new set of discharge pumps. The inclusion of additional infrastructure outside of the vendor's modular system will require a power supply that is separate from the vendors power panel. City standards also require a PLC to provide for remote monitoring of system performance. ENGINEER will provide the following services: • Add an influent tank and feed pumps to allow for operation of the PFAS treatment based on Republic transfer of an arsenic compliant volume equivalent to the processing capability of the PFAS unit within a 8 hour shift. • Add a product tank and discharge pumps to facilitate transfer of product water to the landfill discharge sewer. • Add electrical infrastructure to connect and distribute a new electrical supply to the FW-supplied equipment as well as the primary power feed to the modular PFAS system • Add a PLC to allow for external remote monitoring of equipment performance. Task Assumptions • The additional process and electrical equipment will be configured to allow for layout within the area designated for the PFAS treatment system • The new equipment will be located on the concrete slab that was planned for supporting the vendor modular equipment. DISCUSSION: The United States Environmental Protection Agency's (USEPA) ruling for regulating Maximum Contaminant Levels and Hazard Index for Per- and Polyfluoroalkyl Substances (PFAS) in drinking water has prompted the Water Department to formulate plans to monitor potential sources and reduce PFAS levels through source identification and treatment (if necessary). Prior to the adoption of USEPA's final rules, the Water Department initiated testing of multiple sources including raw water, sewer, and drinking water to better understand the full water life -cycle challenge in removing these contaminants. Through early testing, staff determined that additional advanced treatment may be needed at the drinking water treatment plants in order to comply with the proposed PFAS regulations. On December 12, 2023 Mayor & Council Communication (M&C 23-1075), the City Council authorized execution of an engineering agreement with Brown and Caldwell in the amount of $1,304,303.00 to conduct systematic sampling and testing of the water through various phases of the treatment process to help determine the optimal treatment strategy for reliable and economical removal of PFAS. Sampling has been conducted from all existing raw water sources and from various stages at all five City water treatment plants. The results will affect all existing and future customers. On June 11, 2024 (M&C 24-0513), the City Council authorized Amendment No. 1 to the engineering agreement in the amount of $1,797,323.00, for preliminary engineering design services. On December 10, 2024 (M&C 24-1132), the City Council authorized Amendment No. 2 to the engineering agreement in the amount of $5,591,853.00, for additional engineering design services regarding electrical, civil and process design improvements. On January 28, 2025 (M&C 25-0089), the City Council authorized Amendment No. 3 to the engineering agreement with Brown and Caldwell in the amount of $654,588.00 for additional engineering design services to identify potential treatment options and develop a final design for a treatment system to remove PFAS from wastewater generated at the City -owned Fort Worth Southeast Landfill. Wastewater from the facility was identified as a point source containing PFAS that discharges into the collection system. Anticipated benefits of this project include reducing PFAS concentrations in wastewater treatment plant influent, effluent, and biosolids, as well as establishing a demonstration facility that Fort Worth can showcase to other local and regional industries evaluating PFAS reduction and removal options. On December 9, 2025 (M&C 25-1091) the City Council authorized Amendment No. 4 to the engineering agreement with Brown and Caldwell in the amount of $515,450.00 for additional engineering design services to conduct bench -scale testing of selected treatment technologies for PFAS removal. The amendment includes added survey and Surface Utility Engineer (SUE) work, electrical system upgrades, landfill bench -scale testing, and additional National Contingency Plan (NCP) compliance tasks required by the updated regulatory approach. Amendment No. 5 will provide additional funding for chemical feed system and 48 inch transfer pipe modifications, PFAS Pilot Phase 3 operations, and evaluations related to the treated water pump station, including both hydraulic adjustments and HSC analysis. Additional work also includes adjustments to the GAC gallery elevation as well as the design of electrical service and ancillary support systems for the Southeast Landfill facility. It is the practice of the Water Department to appropriate its Capital Improvement Program (CIP) plan throughout the Fiscal Year (FY), instead of within the annual budget ordinance, as projects commence, additional funding needs are identified, and to comply with bond covenants. The actions in the M&C will appropriate funds in support of the Water Utility's portion of the City of Fort Worth's Fiscal Years 2026-2030 Capital Improvement Program. Funding is currently available in the Transfer to Water/Sewer account of the Water & Sewer Fund for the purpose of funding the Emerging Contaminants PFAS Treatment Study project.
