AMENDMENT No.1
TO CITY SECRETARY CONTRACT No. 64773
WHEREAS, the City of Fort Worth (CITY) and Freese and Nichols, Inc., (ENGINEER) made
and entered into City Secretary Contract No. 64773, (the CONTRACT) which was executed
administratively on the 27th day of February 2026 in the amount up to $ 95,000.00; and
WHEREAS, the CONTRACT involves professional services for the following project:
Floodplain Management Plan Update 2026, CPN 106749; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to
include an increased scope of work and revised fee which was authorized by M&C 26-0538 on the
23rd day of June 2026 in the amount of $ 310,000.00;
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized
representatives, enter into the following agreement, which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional professional services specified
in proposal attached hereto and incorporated herein. The cost to City for the additional professional
services to be performed by Engineer totals $ 310,000.00. (See Attached Funding Breakdown Sheet,
Page -3-)

Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to
Engineer for all work and services performed under the Contract, as amended, so that the total fee
paid by the City for all work and services shall be an amount of up to $ 405,000.00.
3.
All other provisions of the Contract, which are not expressly amended herein, shall remain in
full force and effect.
EXECUTED and EFFECTIVE as of the date subscribed by the City's designated Assistant City
Manager.

Scope of Services
City of Fort Worth
Floodplain Management Plan Update 2026
The scope set forth herein defines the work to be performed by the ENGINEER in
completing the project. Both the CITY and ENGINEER have attempted to clearly define the
work to be performed and address the needs of the Project. Under this scope, "ENGINEER"
is expanded to include any sub -consultant, including surveyor, employed or contracted by
the ENGINEER.
Task 1: Floodplain Management Plan Update 2026
OBJECTIVE
This project consists of updating the current 2021 Floodplain Management Plan (FMP) for
the CITY to maintain, with the goal of improving, the current Community Rating System
(CRS) score of 7. The CITY began participating in FEMA's CRS program in 2012. The CRS
program rewards communities who participate in the National Flood Insurance Program
(NFIP) for regulating development above FEMA's minimum national standards. Currently,
residents and property owners within the CITY receive a 15% discount on flood insurance
premiums from the NFIP due to the City's CRS Class 7 rating. The FMP must update the
background information and the recommendations at least every five years. The current,
implemented FMP was updated in 2021. The 2026 FMP update will follow the Section 510
Floodplain Management Planning criteria from the NFIP CRS Coordinator's Manual (August
2025) to maximize, to the extent practical, the number of CRS points received for this
activity. The FMP update shall follow the following steps:

Step 3: Coordinate

Step 5: Assess the problem
Step 6: Set goals
Step 7: Review possible activities
Step 8: Draft an action plan
Step 9: Adopt the plan
Step 10: Implement, evaluate, revise
WORK TO BE PERFORMED
Task 1.1: Project Management and Communication
• General project communication and coordination with the CITY.
• Monthly status reporting and invoicing.
• Up to four (4) meetings with the CITY, including one (1) kickoff meeting to discuss the
project approach, planning committee, and project goals. These meetings are in addition
to the planning committee and public meetings listed below (Tasks 1.2 and 1.3).

Task 1.2: Develop a Planning Committee (Step 1 of the CRS FMP Checklist)
The CITY is responsible for developing a Planning Committee (also called a
stakeholder group). It is assumed that the current Stormwater stakeholder committee
members will be evaluated to ensure all required categories of stakeholders are
accounted for as listed under section 5-10, Step 1(b) of the CRS Coordinator's
Manual. If the current Stormwater stakeholder committee is not sufficient for the
Planning Committee, a new committee will need to be formed for this task.
• ENGINEER will meet with the Planning Committee three (3) times as follows:
o Meeting #1 — kickoff planning process and discuss the FMP goals
o Meeting #2 — discuss hazard assessment
o Meeting #3 — discuss mitigation activities and action plan
Task 1.3: Public Involvement (Step 2 of the CRS FMP Checklist)
The CITY's Communications Department will lead overall public outreach and engagement
for the FMP update. The ENGINEER will support this effort by developing the technical and
informational materials required for public meetings and outreach, as described below.
Public Involvement (PI) Plan
• ENGINEER will update the Public Involvement (PI) Plan to meet the requirements of
CRS Activity 510, including documentation of outreach methods, opportunities for public
input, and integration of public comments into the planning process.
• CITY will review and approve the updated PI Plan and will be responsible for its
implementation.
Public Meetings
• CITY will lead the planning, coordination, and execution of up to two (2) public meetings
during the FMP update:
o The first meeting will be held at the beginning of the planning process.
o The second meeting will be held towards the end of the planning process to
discuss the draft, updated plan and to obtain public input.
• ENGINEER will be responsible for preparing public meeting materials to support the
CITY -led meetings. Materials will include:
o Meeting agendas (Digital and printed)
o Presentation Slides (Digital)
o Technical exhibits and maps illustrating flood hazards, risk areas, and
relevant FMP elements. (Digital and printed)
o No printed handouts other than the meeting agenda will be provided.
• CITY responsibilities for public meetings include:
o Advertising and public notification.
o Posting information on the CITY website and social media platforms.

o Venue selection, scheduling, and logistical coordination (including room
setup, audio/visual needs, and sign -in procedures).
o Facilitation or moderation of the meetings.
Public Outreach Support
• ENGINEER will prepare technical content and graphics for use by the CITY in public
outreach and advertising efforts, as requested, including content suitable for the CITY
website or other outreach platforms.
CITY plans to include the FMP update at one (1) public bond meeting. ENGINEER will
prepare technical content and graphics for use by the CITY for one (1) public bond
meeting planned for 2026. It is assumed that ENGINEER will attend virtually or not
attend.
• CITY, through its Communications Department, will be responsible for all public
advertising and outreach activities, including dissemination through a local newspaper,
the CITY website, and social media channels.
Documentation of Public Input
• CITY will collect public comments received through meetings, online platforms, or other
outreach mechanisms.
• ENGINEER will assist the CITY in summarizing and documenting public input and
will consider all feedback received and will incorporate relevant comments into the
FMP update, as appropriate and consistent with CRS requirements.
Task 1.4: Coordination and Data Collection (Step 3 of the CRS FMP Checklist)
• ENGINEER will coordinate with nearby communities and agencies including the
following:
o ENGINEER will send emails to up to 20 nearby communities including
Arlington, Azel, Benbrook, Burleson, Crowley, Euless, Grand Prairie, Haltom
City, Hurst, Irving, Keller, Kennedale, Lake Worth, Richland Hills, Roanoke,
Saginaw, Watauga, Westworth Village, White Settlement, and Tarrant
County.
o ENGINEER will send emails to the following agencies and organizations:
TRWD, NCTCOG, TWDB, TDEM, FEMA Region VI, NWS, USACE, USGS,
and NRCS.
• ENGINEER will prepare a list of data needs from the CITY to prepare the FMP. After
obtaining the data from the CITY, ENGINEER will review, organize, and compile the
data.
ENGINEER will prepare a data request and submit it to the CITY within a week of the
notice to proceed. CITY shall provide requested data within two weeks of sent data
request.

Task 1.5: Hazard Assessment (Steps 4 and 5 of the CRS FMP Checklist)
• ENGINEER will update the flood hazard assessment with the following components:
o A map of known flood hazards.
■ ENGINEER will prepare a GIS map using Special Flood Hazard Area
(SFHA) layer, GIS drainage complaints, City Flood Risk Area (CFRA)
layer, Potential High Water Area (PHWA), and repetitive loss area
layer.
o Description of known flood hazards.
■ ENGINEER will update the narrative description of flood hazards for
City review and input.
o A discussion of past floods.
■ ENGINEER will update the section on past floods as needed.
o An assessment of less frequent flood events including:
■ Updating the inventory of dams (as needed) and the inventory of
levees (as needed).
■ Map of hazard: sump maps on FIRM panels will be used for levees
and existing dam breach reports will be used for dams.
• CITY will provide ENGINEER with data relating to historical floods and known flood
hazards, including existing plans and completed, ongoing, or planned studies for
consideration in the FMP.
• CITY will provide ENGINEER with the necessary, summarized data of flood
insurance claims and damaged buildings.
• CITY will provide ENGINEER with land use and zoning data.
• ENGINEER will review all data received and include it in the updated hazard
assessment.
• ENGINEER will review and update the CITY's critical facilities list as needed based
on data received from the CITY. The CITY will review and provide feedback.
• ENGINEER will update impacts the flood hazard has on the City, including impacts
to life, safety, health, and procedures for warning and evacuation.
• ENGINEER will update the assessment of economic impacts of flood hazards
including impact to critical facilities and infrastructure using the HAZUS software
developed by FEMA.
o HAZUS will also be used to determine affected buildings and their types due
to flood hazards.
• ENGINEER will provide a summary of identified hazards and community impact
based on data received from the CITY.

Task 1.6: Develop a Mitigation Strategy and Action Plan (Steps 6, 7, and 8 of
the CRS FMP Checklist)
• ENGINEER will lead a 1-hour work session (in person) with CITY to review and
determine if original plan's goals are appropriate given revisions based on Task 1.5.
ENGINEER will work with CITY to update goals accordingly based on guidance
listed in the CRS FMP Checklist Step 6.
• ENGINEER will lead a 2-hour work session (in person) with CITY and planning
committee to develop possible mitigation strategies and an action plan to reduce
flood hazard impacts.
• ENGINEER will lead a 2-hour work session (in person) with CITY to develop a
prioritized action plan for activities from four of the six categories listed in the CRS
FMP Checklist Step 7. ENGINEER will work with the CITY and planning committee
to develop a prioritization system as well as finalize the action plan.
Task 1.7: Complete Draft Floodplain Management Plan (Steps 8 and 10 of the
CRS FMP Checklist)
ENGINEER will develop a maintenance and implementation plan for the FMP.
ENGINEER will seek input from the planning committee and CITY staff on ways to
implement the plan in current planning mechanisms. The implementation plan will
include identification of items/actions that would only be able to be implemented if
additional funding and/or staff resources are made available.
o ENGINEER will lead two (2) one -hour meetings with the CITY related to the
Stormwater Strategic Planning efforts. The first meeting will include an
overview of the Strategic Planning efforts and how it relates to the CRS FMP
update. The second meeting will include any additional required follow-up on
how the Strategic Planning efforts align to the CRS FMP update.
ENGINEER will update the FMP based on the CRS Coordinator's Manual Activity
510 10-step process. ENGINEER will seek input on the draft from the planning
committee and will incorporate their input as appropriate. ENGINEER will provide an
electronic copy of the draft plan to the CITY. The CITY will make the draft available
for public and stakeholder review either on the City website or at City Hall.
ENGINEER will review the plan to incorporate public and CITY comments, as
appropriate.
• ENGINEER will submit the draft to FEMA for review and comment. ENGINEER will
address FEMA comments and obtain feedback from City staff as appropriate.
ENGINEER will submit the second draft to FEMA. This contract assumes that FEMA
will approve the second draft of the FMP. If FEMA requires additional revisions to the
draft FMP, additional services will be required.

Task 1.8: Plan Adoption (Step 9 of the CRS FMP Checklist)
ENGINEER will finalize the FMP upon receiving FEMA approval.
• ENGINEER will assist the CITY presenting the final document to City Council for
adoption at one (1) Council meeting.
TASK 1 SERVICES NOT INCLUDED IN THE SCOPE OF SERVICES
CITY and ENGINEER agree that the following services are beyond the Scope of Services
described in the tasks above. However, ENGINEER can provide these services, if needed,
upon the CITY's written request. Any additional amounts paid to the ENGINEER as a result
of any material change to the Scope of the Project shall be agreed upon in writing by both
parties before the services are performed. These additional services include the following:
• Repetitive Loss Area Analysis (RLAA)
• CITY will be responsible for providing ENGINEER with NFIP flood insurance claims,
and other data to prevent Personal Identifiable Information (PII) from being shared
with ENGINEER.
• Additional meetings with the project team, public, planning committee, or other
entities beyond those included in the above scope.
• Hydraulic and/or hydrologic modeling to develop or assess new flood hazards.
• Additional revisions to the draft plan beyond the revisions included in the scope
above.
• Assistance with other CRS activities.
• Performance of miscellaneous and supplemental services related to the project as
requested by the CITY.

Task 2: Study Prioritization
OBJECTIVE
Building off of the work from the Floodplain Management Plan development, leverage data
and outputs for the following:
Develop a comprehensive, data -driven framework for (1) study/model inventory, (2) best
available data determination, and (3) prioritization of future study needs and mapping
updates (LOMRs) for the City of Fort Worth (City).
This effort will consolidate existing study and model information into a centralized system
that supports data -driven decision -making through a City -owned dashboard or internal
system that enables filtering and visualization of both tabular and spatial data. The outcome
of this project will also document decision -making processes and provide a defensible,
reproducible methodology for prioritizing mapping and model updates based on risk,
development, and infrastructure needs.
WORK TO BE PERFORMED
Task 2.1: Project Management and Meetings
a) Provide overall project management, coordination, and communication with the City,
including monthly status reporting.
b) Project Kickoff Workshop: FNI will prepare for and conduct a 1-hour, in -person
kickoff meeting with the City to review the scope of work and schedule; confirm data
requests and data access; and align on project goals and objectives.
a. FNI will prepare an agenda and meeting materials and distribute ahead of
time.
b. FNI will document decisions and action items and prepare meeting minutes.
c) Conduct up to ten (10) virtual coordination meetings with City staff to discuss data
collection, workflows, and project updates.
a. Prepare meeting agendas, materials, and summary notes.
Task 2.2: Data Collection and Inventory Development
a) Collect available study and model data from City provided sources, including but not
limited to:
a. FEMA datasets (CNMS, internal datasets)
b. Flood Study Reports (FSRs)
c. Letters of Map Revision (LOMRs) and Conditional Letters of Map Revision
(CLOMRs)
d. City Capital Improvement Projects (CIPs) and related stud ies/floodplains
e. Existing spreadsheets and internal tracking tools
b) City is responsible for providing datasets that are not publicly available
c) Compile and consolidate data into a centralized geodatabase. Data may first be
compiled into an Excel workbook as an intermediate step for verifying data and for
use when later testing scoring and prioritization criteria.

a. FNI will collaborate with the City to identify and document the existing inputs
used for City data entry and/or search.
b. Identify data gaps, inconsistencies, and redundancies across sources.

which may include:
a. Software type (HEC-2, HEC-RAS, etc.)
b. Date of study/model
c. Source of data
d. Type of study
e. Status (effective, preliminary, in -progress, etc.)
f. Other fields for City decision making
g. References and connections to other prioritization efforts
Task 2.3: Best Available Data Decision Framework
a) Document the City's existing processes for determining best available data through
coordination with staff.
a. FNI will host one (1) 2-hour workshop with City staff to walk through example
scenarios and cases to demonstrate the existing best available data
determination process.
b. FNI will document how spatial data, inventory logs, and related information
are currently used in the study/mapping prioritization process and identify
workflow and data -improvement strategies.
c. FNI will develop a standardized decision -making framework to determine best
available data for development review.
b) Incorporate key considerations within the proposed decision -making framework,
such as:
a. Model age and type
b. Status of adjacent studies (effective vs. pending LOMR vs recent CLOMR)
c. Development -related studies (FSRs)
d. Internal study information
e. FEMA CNMS information
c) Develop a draft workflow or guidance document to support consistent application of
the framework.
a. Refine the framework up to two (2) times based on City feedback.
b. FNI will document the decision -making framework in the form of a process
flowchart and guidance document.
Task 2.4: Study and Mapping Prioritization
a) Develop a prioritization methodology to support selection of future study and
mapping efforts.
a. Define prioritization criteria in coordination with City staff, which may include:
i. Age of study/model
ii. Model software (e.g., HEC1/2 vs. newer models)
iii. Development within watershed (existing and future)
iv. Flood risk and historic flooding

1. Consider leveraging Repetitive Loss Area Analysis (excluding
referencing data that could trigger an Information Sharing

workflows as applicable.
c) Develop recommendations by applying the prioritization framework to produce a
ranked list of candidate areas for future study needs.
d) Identification of LOMR needs
a. Evaluate criteria specific to LOMR needs (model types, dates, development)
b. Determine high priority areas based on criteria
i. Identify areas where LOMRs may be needed based on:
1. Outdated studies
2. Development activity
3. Known flood risk or historic issues
ii. Evaluate opportunities to combine adjacent or related LOMRs where
appropriate.
e) Develop a conceptual tracking approach for:
a. FSRs and associated models
b. Pre- and Post -construction studies
c. LOMR submittal and approval status
i. Provide recommendations for improving tracking and accountability of
FEMA submittals.
Task 2.5: GIS Display Support
a) Develop GIS-based map layers to support:
a. Study inventory for City -owned dashboards
i. Provide symbology recommendations in the map layers.
b. Visualization of Excel -based prioritization results for decision -making
b) Provide recommendations for future development of:
a. Internal dashboards
b. Public -facing viewers for studies and LOMR activity

Task 2.6: Preparation for Future Web -Based Application
a) Host one (1) 2-hour workshop with City staff to identify key web -based application
elements and constraints. The workshop should at minimum include Floodplain staff
and GIS Services. Web -based application would be developed under a future task
order. Key outcomes of the workshop may include:
a. Defined boundaries and constraints for a web -based application that
combines GIS visualizations with prioritization and decision -making
processes
b. Identify desired features for a web -based application to replace interim excel
processes.
c. Discuss role of GIS Services in development and maintenance of application
b) Prepare GIS datasets for future integration into future City GIS systems and other
ongoing web applications.
a. Coordinate with City on future uses
b. Coordinate with City on other prioritization efforts happening in parallel and
identify alignment opportunities
c. Incorporating feedback on system architecture and platforms from separate
Storm Drain Rehab and Flood Mitigation Project Prioritization efforts, FNI will
develop a draft relational data schema compatible with SQL Server. The
schema will define primary and foreign keys and support the agreed -upon
analytics and functionality within Power BI and GIS platforms. The draft
schema will be delivered to the City in their desired format (e.g., an empty
Esri geodatabase), including metadata, a data dictionary, and an entity
relationship diagram (ERD). This will allow a future web -based application for
flood study prioritization to align with the platforms being developed by T/PW
Stormwater for Flood Mitigation Project Prioritization and Storm Drain Rehab
Prioritization.
Task 2.7: Documentation and Deliverables
a) Prepare a Technical Memorandum documenting:
a. Study inventory methodology and results
b. Best Available Data decision framework
c. Prioritization methodology and criteria
d. Recommended priorities and next steps
b) Provide supporting GIS data and associated documentation.
a. Study inventory layer
b. Prioritization outputs

TASK 2 ASSUMPTIONS
• Hydrologic or hydraulic modeling is not included in this scope.

provided by the City.

Development of a fully automated system or database (e.g., model check-in/check-
out system) is not included and may be considered under a future task order.
The following services are not included in this scope and may be considered under
future task orders:
o Hydrologic or hydraulic modeling efforts
o Automation of prioritization scoring and methodology in a web -based
application
o Incorporation of Al into prioritization methodology
o Dashboard development
o Public -facing applications

I. Compensation
A. The ENGINEER shall be compensated for personnel time, non -labor expenses,
and subcontract expenses in performing services enumerated in Attachment A as
follows:
i. Personnel Time. Personnel time shall be compensated based upon hours
worked directly in performing the PROJECT multiplied by the appropriate Labor
Category Rate for the ENGINEER's team member performing the work.
Labor Category Rate as presented in the rate schedule table below is the rate for
each labor category performing the work and includes all direct salaries, overhead,
and profit.

COMPENSATION
ii. Non -Labor Expenses. Non -labor expenses shall be reimbursed as Direct
Expenses at invoice or internal office cost.
Direct Expenses (non -labor) include, but are not limited to, mileage, travel and
lodging expenses, mail, supplies, printing and reproduction services, other direct
expenses associated with delivery of the work; plus applicable sales, use, value
added, business transfer, gross receipts, or other similar taxes.
iii. Subcontract Expenses. Subcontract expenses and outside services shall be
reimbursed at cost to ENGINEER plus a markup of ten percent (10%).
iv. Budgets. ENGINEER will make reasonable efforts to complete the work within
the budget and will keep the City informed of progress toward that end so that
the budget or work effort can be adjusted if found necessary.
ENGINEER is not obligated to incur costs beyond the indicated budgets, as may be
adjusted, nor is the City obligated to pay ENGINEER beyond these limits.
If ENGINEER projects, in the course of providing the necessary services, that the
PROJECT cost presented in Article 2 of this Agreement will be exceeded, whether
by change in scope of the project, increased costs or other conditions, the
ENGINEER shall immediately report such fact to the City and, if so instructed by the
City, shall suspend all work hereunder.
When any budget has been increased, ENGINEER's excess costs expended prior
to such increase will be allowable to the same extent as if such costs had been
incurred after the approved increase.
B. The ENGINEER shall be paid monthly payments as described in Section II -
Method of Payment.
II. Method of Payment
A. The ENGINEER shall be paid by the City based upon an invoice created on the
basis of statements prepared from the books and records of account of the
ENGINEER, based on the actual hours and costs expended by the ENGINEER in
performing the work.
B. Each invoice shall be verified as to its accuracy and compliance with the terms of
this Agreement by an officer of the ENGINEER.
C. ENGINEER shall prepare and submit invoices in the format and including content
as presented in Exhibit B-1.
D. Payment of invoices will be subject to certification by the City that such work has
been performed.

It is recommended that the City Council authorize execution of Amendment No. 1 in the
amount of $310,000.00 to City Secretary Contract No. 64773, a Professional Services
Agreement with Freese and Nichols, Inc., for a revised contract amount of up to $405,000.00
for the Floodplain Management Plan 2026 Update project (City Project No. 106749).

Approval of this Mayor and Council Communication (M&C) authorizes execution of
Amendment No. 1 to City Secretary Contract No. 64773, a Professional Services Agreement
with Freese & Nichols, Inc. to finish the Floodplain Management Plan update process including
additional work to prioritize future floodplain mapping updates.
In February, the Stormwater Program initiated the five-year update of the City's Floodplain
Management Plan (FMP), a key requirement under the Federal Emergency Management
Agency's (FEMA) Community Rating System (CRS). This plan identifies areas prone to
flooding, evaluates the impacts on people, property, and infrastructure, and outlines
strategies the City can implement to reduce flood risk over time. While designed to meet
federal standards, the FMP also serves as a local tool that helps to guide development
regulations, prioritizes capital investments, supports emergency response planning, and
promotes public education on flood hazards. In addition to the above, the FMP helps maintain
eligibility for FEMA and state mitigation grants and supports the City's CRS classification
(Class 7), which currently provides residents with a 15% discount on flood insurance
premiums.
In June 2025, the Transportation and Public Works Department (TPW) Stormwater Division
published a Request for Qualifications (RFQ) for various professional engineering services.
Category H - Floodplain Management was utilized for this selection. Twenty-four consultants
responded to the RFQ for the Floodplain Management area with Statements of Qualifications
(SOQ). An evaluation team of City staff from the Stormwater Division of TPW scored the

submitted SOQs based on company experience, prior projects, and team expertise. A short
list was created of fifteen consultants. Final scores for the engineering firms who made the
short list are shown in the table below. Freese and Nichols, Inc. was selected as the most
qualified consultant to perform the FMP update as the top scoring company who mentioned
actual Floodplain Management Plan experience in their SOQ.

Initial work efforts by the City and the Consultant established clear goals and deliverables for
the plan update and initiated the following scoped tasks: project management and
communication, forming a stakeholder group, public involvement, coordination and data
collection, and hazard assessment. This amendment will complete the work effort for all
original scoped tasks and include an additional task to prioritize citywide future floodplain
mapping updates. The additional work effort will leverage the data developed during the FMP
update to create a data -driven decision -making framework for prioritization of future flood
study needs and floodplain mapping updates to improve communication and regulation of
flood risk.
The agreement for the initial phase was executed administratively on February 27, 2026, for a
total cost amount up to $95,000.00 to meet the required FEMA timeline of Council adoption in
Fall 2026. The consultant proposes completing the current and additional work for a total
contract in the amount up to $405,000.00. Staff consider the fee to be fair and reasonable for
the scope of services.
