DISCUSSION: The Code Compliance Department approached the Purchasing Division to procure an agreement for nuisance abatement and clean-up services to provide tools, materials, permits, and equipment necessary for performing clean-up, debris removal, dead tree removal, nuisance vegetation removal and disposal work on privately owned property and/or property that is owned or held -in -trust by the City, as identified and ordered by the Neighborhood Investigations Division of the Fort Worth Code Compliance Department. In order to procure these services Purchasing staff issued Invitation to Bid (ITB) No. 23-0076. The ITB consisted of detailed specifications describing the City's various requirements and scope of work. The bid was advertised in the Fort Worth Star -Telegram on June 14, 2023, June 21, 2023, June 28, 2023, July 5, 2023, and July 12, 2023. The City received two (2) responses. An evaluation panel consisting of representatives from the Code Compliance Department and Park and Recreation Department reviewed and scored the submittal using Best Value criteria. The individual scores were averaged for each of the criteria and the final scores are listed in the table below. No guarantee was made that a specific amount of services would be purchased. Cost After evaluation, the panel concluded that Neu Era Contract Services LLC and RNDI Companies, INC. presented the best value to the City. Therefore, the panel recommends that Council authorize non-exclusive agreements for nuisance abatement and clean-up services to Neu Era Contract Services LLC and RNDI Companies, INC. Staff certifies that the recommended vendors met the bid specifications. FUNDING: The maximum combined annual amount allowed under these agreements will be $125,000.00; however, the actual amount used will be based on the need of the Department and available budget. DVIN BE: RNDI Companies, Inc. is in compliance with the City's Business Equity Ordinance by committing to 26% MWBE participation on this project. The City's MWBE goal on this project is 9%. AGREEMENT TERMS: Upon City Council approval, the agreements shall begin upon execution and expire one year from that date. RENEWAL TERMS: The agreements may be renewed for four additional one-year terms. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. ADMINISTRATIVE CHANGE ORDER: An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated.
