DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to authorize the City of Fort Worth (City) to apply for and accept Federal Aviation Administration Airport Improvement Program grant funding, passed through the Texas Department of Transportation, for Vehicle Movement Area Transmitters at Fort Worth Meacham International Airport. Fort Worth Meacham International Airport (Airport) submitted an application to the Texas Department of Transportation (TxDOT) Aviation Division for funding to acquire and install Vehicle Movement Area Transmitters (VMATs) on airport maintenance and emergency response vehicles. The proposed project will equip six airport vehicles used for mowing, snow removal, airfield sweeping, maintenance activities, and Aircraft Rescue and Fire Fighting (ARFF) operations with FAA -approved Automatic Dependent Surveillance -Broadcast (ADS -B) Out technology. These vehicles routinely operate within the airport movement area in support of airfield maintenance, winter weather operations, foreign object debris (FOD) management, and emergency response activities. The VMAT equipment will provide real-time vehicle identification and location information to Air Traffic Control and airport personnel, improving situational awareness of authorized vehicles operating on the airfield. The project supports FAA surface safety initiatives, enhances coordination during routine and emergency operations, and reduces the potential for vehicle incursions by improving the visibility of critical airport vehicles. Since no City salaries will be charged to these grants, indirect cost recovery does not apply. The grant application repository number is GRNT-APPL-0000000211. Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2. This contract will be with a governmental entity, state agency or public institution of higher education. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current Capital budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Aviation 2 of 3 FORT WORTH. Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
