DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to adopt resolutions increasing funding for an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) for the Las Vegas Trail project (M&C 20-0875, City Secretary Contract (CSC) No. 55222, City Project No. 103085, CSJ # 0902-90-176) from Loop 820 West to Quebec Drive. The City and TxDOT executed a separate AFA (CSJ No. 0902-90-176, CSC No. 58826, December 30, 2022, Resolution 5640-2022, M&C 22-0845), which, combined with this AFA, further defined the title, scope, and participation obligations of the parties with respect to the project. It was subsequently determined to combine the two AFAs into one for clarity of project management. The AFA executed on December 30, 2022 (CSC No. 58826) has been terminated by administrative authority. TxDOT is managing and implementing the project, which is within the Cities of Fort Worth and White Settlement. The portion of the project (culvert under Las Vegas Trail between Heron Drive and Shoreview Drive) within the City limits of Fort Worth will be a City of Fort Worth asset. TxDOT executed two separate preliminary engineering and environmental services agreements: one with the City of Fort Worth and one with the City of White Settlement. This M&C will, in the first amendment, provide construction phase funding to TxDOT for the project. The second amendment will incorporate the $504,000.00 previously paid to TxDOT for right-of-way, utilities, final design, and environmental services under CSC No. 58826. Upon project completion, a Joint Ordinance and Boundary Agreement will be executed with the City of White Settlement to adjust the City limit boundaries so that the roadway project is entirely within the City of White Settlement after execution of the boundary agreement. A separate maintenance agreement will assign roadway and traffic signal maintenance to White Settlement, while Fort Worth will maintain stormwater drainage improvements. The stormwater drainage improvements consist of installing a 4 -barrel, 7 -foot by 6 -foot reinforced concrete box culvert system, approximately 400 feet in length, at the Wildcat Canyon (tributary to Lake Worth) crossing of Las Vegas Trail, between Heron Drive and Shoreview Drive, to improve stormwater conveyance and reduce roadway overtopping. 2 of 5 FORT WORTH.
