HomeMy WebLinkAboutResolution 4304-02-2014 A Resolution NO. 4304-02-2014 A RESOLUTION AUTHORIZING THE CONSTRUCTION PORTION OF A PROJECT PURSUANT TO A LOCAL PROJECT ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION TO DESIGN AND CONSTRUCT THE ALTAMESA BOULEVARD, F/K/A DIRKS ROAD, WIDENING FROM 2 LANES TO 6 LANES — DIVIDED FROM THE CHISHOLM TRAIL PARKWAY, F/K/A FUTURE SOUTHWEST PARKWAY, TO GRANBURY ROAD WHEREAS, on August 10, 2005, the President signed into law the Safe, Accountable, Flexible, Efficient Transportation Eqw'ty Act: A Legacy for Users (SAFETEA-LU), which established the Congestion Mitigation and Air Quality (CMAQ) and Surface Transportation Program — Metropolitan Mobility (STP-MM) Federally Funded Improvement Programs to address transportation needs; and WHEREAS, the City of Fort Worth identified the need to reconstruct and widen Altamesa Boulevard, f/k/a Dirks Road, from 2 lanes to 6 lanes - divided from the Chisholm Trail Parkway, f/k/a future Southwest Parkway, to Granbury Road; and WHEREAS, on March 6, 2007, the Fort Worth City Council authorized the sale of Certificates of Obfigation for the purpose to fund the Critical Capital Needs Program that included $7,500,000 for design and reconstruction to widen Dirks Road; and WHEREAS, the Regional Transportation Council of the North Central Texas Council of Governments selected the reconstruction to widen Dirks Road between the future Southwest Parkway and Granbury Road (the "Project") for federal funding under the CMAQ and STP-MM programs; and WHEREAS, the Texas Transportation Commission passed Minute Order .1. 12230 that provides for the development of, and funding for, the Project; and WHEREAS, on January 3, 2011 (M&C C-24579) (City Secretary Contract Number 43466) the City of Fort Worth entered into a Local Project Advance Funding Agreement (LPAFA) with the Texas Department of Transportation to conduct design review and oversight of the Project, which LPAFA also contained the construction component for the Project; and WHEREAS, the Project design has been completed and the Project is now ready for construction. Adopt the attached resolution authorizing the construction portion of the previously approved Local Projects Advance Funding Agreement with the Texas Department of Transportation regarding the reconstruction of Altamesa Boulevard f/k/a Dirks Road, from Granbury Road to Chisholm Trail Parkway f/k/a SH 121 a/k/a future Southwest Parkway from two lanes to six lanes divided; 2. Authorize the transfer of$5,522,313.85 from the 2007 Critical Capital Projects Fund to the Grant Capital Projects Fund for use towards the City's required matching funds and project and contingencies; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Capital Projects Fund in the amount of$12,031,313.85; and 4. Authorize the execution of a contract with Austin Bridge & Road, LP, in the amount of $10,742,244.51 for the construction of Altamesa Boulevard f/k/a Dirks Road from Granbury Road to Chisholm Trail Parkway f/k/a SH 121 a/k/a future Southwest Parkway. DISCUSSION: This contract is for the construction of Altamesa Boulevard f/k/a Dirks Road, from a two-lane undivided asphalt facility to a six-lane divided principal arterial in accordance with the City's Master Thoroughfare Plan. The project includes a new railroad bridge structure, retaining wall, sidewalk, water main adjustments, traffic signal modifications and illumination. This project is included in the 2007 Critical Capital Program. On November 9, 2010, Mayor and Council Communication (M&C C-24579) City Council approved a Local Project Advance Funding Agreement (LPAFA) (City Secretary No. 43466) with the Texas Department of Transportation (TxDOT) for the design, design review and construction of Dirks Road, from SH 121 a/k/a future Southwest Parkway n/k/a Chisholm Trail Parkway, to Granbury Road. The LPAFA provides for an estimated construction cost of $8,136,250.00, based on an 80/20 split in which TxDOT's portion is 80 Logname: 20ALTAMESA BOULEVARD PHASE II CONSTRUCTION Page 1 of 3 percent ($6'5O8'00O.00) and the City's portion i92O percent ($1.827.2500O) Of the construction cost. Additionally, the City is responsible for covering costs iD excess Ofthe estimated construction cost of $8.136'250.00. Unit costs have risen since the construction cost estimate was developed for the LPAFA in 2010. Additionally, street lights and infrastructure Upgrades (water and storm sewer) were added to the project during design development to capitalize on construction efficiencies. Therefore, due tO increased unit costs and the additional infrastructure upgrades; the City's portion of the construction cost increased by $2,505'944.51 from $1,627,250.00 to $4'233.244.51. based OO the |OVV bid provided by the Austin Bridge & Road LP.
