DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to request authorization to execute the Second Amendment to City Secretary Contract (CSC) No. 64052 to increase the annual contract amount by an additional $300,000.00 for a revised annual amount up to $2,400,000.00. The Information Technology Solutions Department continues to experience increased demand for technology staff augmentation services to support operational initiatives, project implementation, and short-term technical needs across the City of Fort Worth (City). On September 16, 2025, City Council, through MSC 25-0827, authorized the execution of non- exclusive cooperative purchase agreements for staff augmentation services utilizing various Texas Department of Information Resources (DIR) cooperative contracts, including DIR Contract No. DIR-CPO-5596 with Insight Global, LLC dba Delaware Insight Global, LLC (Insight Global), in an annual amount up to $2,000,000.00 for the Information Technology Solutions Department. On September 30, 2025, the City executed CSC No. 64052 with Insight Global for staff augmentation services utilizing DIR Contract No. DIR-CPO-5596. 1of3 FORT WORTH:. In May 2026, the City administratively executed the First Amendment to CSC No. 64052 to increase the annual contract amount by $100,000.00, for a revised annual amount up to $2,100,000.00, pursuant to the administrative authority authorized under M&C 25-0827. Departments will provide separate funding when making a request for the use of staff augmentation services. COOPERATIVE PURCHASE: State law provides that a local government purchasing an item under a cooperative purchasing agreement satisfies State laws requiring that the local government seek competitive bids for purchase of the item. Cooperative contracts have been competitively bid to increase and simplify the purchasing power of local government entities across the State of Texas. Except as expressly modified herein, all other terms and conditions of the existing agreement shall remain unchanged and in full force and effect as stated below. SUCCESSOR CONTRACTS: The City will initially use the Texas Department of Information Resources (DIR) contract to make purchases authorized by this M&C. In the event the DIR cooperative contract is not renewed, staff would cease purchasing at the end of the last purchase agreement coinciding with a valid cooperative contract. If the City Council were to not appropriate funds for a future year, staff would stop making purchases when the last appropriation expires, regardless of whether the then -current purchase agreement has expired. If the DIR cooperative is extended, this M&C authorizes the City to purchase similar equipment and services under the extended contract. In the event the DIR cooperative agreement is not extended, but DIR executes a new cooperative agreement with substantially similar terms, this M&C authorizes the City to purchase the equipment and services under the new DIR contract. ADMINISTRATIVE CHANGE ORDER: An administrative change or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. AGREEMENT TERM: Upon City Council approval and execution of the amendment, the current term of the agreement shall expire October 11, 2026. RENEWAL OPTIONS: This Agreement may be renewed for up to three (3) one-year renewal terms at the City's option. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. 2of3 FORT WORTH:. This will serve ALL COUNCIL DISTRICTS FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that upon approval of the recommendation, funds are available in the current operating budget, as previously appropriated, in the Info Technology Systems Fund. Prior to an expenditure being incurred, the Information Technology Solutions Department has the responsibility to validate the availability of funds.
