JUSTIFICATION (REASONS) FOR CHANGE ORDE
IN ACCORDANCE WITH THIS CHANGE ORDER REQUEST, THE CONTRACTOR SHALL: Furnish all labor and materials as outlined in proposed Change Order #1. This
change order will increase the bid items quantities for flatwork (curb and gutter, driveways, sidewalks, and valley gutters) and full -depth reclamation with 3" asphalt and decrease
bid item quantities for 2" mill and overlay. During construction, a reassessment of existing street conditions revealed that Acapulco Road from Hitson Lane to Pafino Road
exhibited extensive pavement cracking and underlying base failure, making the planned mill and overlay treatment unsuitable. As a result, staff determined that this segment
requires full -depth rehabilitation and recommends revising the project scope accordingly. In addition, field evaluations during construction identified several locations where
existing curb and gutter, driveways, sidewalks, and valley gutters either have inadequate slopes that prevent proper drainage or have deteriorated beyond acceptable condition.
This change order will address these issues by increasing the quantities for replacement of concrete curb and gutter, driveways, sidewalks, and valley gutters. These
modifications are necessary to address unforeseen field conditions encountered during construction and to ensure the completed improvements provide a durable, functional,
and maintainable roadway.
Time: Staff supports the contractor's request for an additional Sixty (60) calendar days to complete the additional work and route the change order.
It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full
(both time and money) for all costs arising out of, or incidental to, the above Change Order, The Project/Program Manager signing below acknowledges that
he/she is the person responsible for the monitoring and administration of this contract, including ensuring all performance and reporting requirements.

7.5.282026 ASPHALT RESURFACING CONTRACT 3 — CHANGE ORDER 1
DATE: 08/11/26 M&C FILE NUMBER: M&C 26-0746
DEPARTMENT: TRANSPORT A TW'IAW r-%l IM le- VkffrN0Rf1rt
SUBJECT
(CD 5) Authorize Execution of Change Order No. 1 in the Amount of $677,183.40 and the
Addition of 60 Calendar Days to the Construction Contract with Peachtree Construction, Ltd,
for the 2026 Asphalt Resurfacing Contract 3 Project for a Revised Contract Amount of
$3,675,727.90
RECOMMENDATION
It is recommended that the City Council authorize execution of Change Order No. 1 in the
amount of $677,183.40, and the addition of 60 calendar days to City Secretary Contract No.
64597 with Peachtree Construction, Ltd., for the construction of the 2026 Asphalt Resurfacing
Contract 3 project (City Project No. 106175) for a revised contract amount of $3,675,727.90.
DISCUSSION
On December 9, 2025, Mayor & Council Communication (M&C) 25-1139 awarded City
Secretary Contract No. 64597 with Peachtree Construction, Ltd., in the amount of
$2,998,544.50 for the construction of the 2026 Asphalt Resurfacing Contract 3 project (City
Project No. 106175) at various locations.
The original scope for this project consists of full -depth rehabilitation with a 3-inch asphalt
surface and 2-inch mill and overlay on selected streets, along with limited replacement of
concrete curb and gutter, driveways, sidewalks, and valley gutters. However, during
construction, a reassessment of existing street conditions revealed that Acapulco Road from
Hitson Lane to Patino Road exhibited extensive pavement cracking and underlying base
failure, making the planned mill and overlay treatment unsuitable. As a result, staff
determined that this segment requires full -depth rehabilitation and recommends revising the
project scope accordingly. In addition, field evaluations during construction identified several
locations where existing curb and gutter, driveways, sidewalks, and valley gutters either have
inadequate slopes that prevent proper drainage or have deteriorated beyond acceptable
condition. To address these deficiencies and ensure proper drainage, long-term pavement
performance, and compliance with current construction standards, this change order
increases the quantities for replacement of concrete curb and gutter, driveways, sidewalks,

and valley gutters. These modifications are necessary to address unforeseen field conditions
encountered during construction and to ensure the completed improvements provide a
durable, functional, and maintainable roadway.
Staff has reviewed and verified the quantities for the additional work under this Change Order
No. 1. In addition, to complete this work, the staff recommend extending the contract time by
60 calendar days.
