titional bid items are needed but were not included in the original unit price contract. The items being added are needed for the construction of 21" storm infrastructure
irovements at McCart & Cantey. The proposed cost cover replanting of asian jasmine and striping of the road due to unexpected pipe alignment. The proposed unit cost
planting Asian Jasmine have been compared to the TxDOT standard bid item 193 that often include mobilization and minimum purchase. The City finds that the
itractor's proposed installation price is fair and reasonable.
Additional bid items are required but were not included in the original unit -price contract. These items are necessary to complete the Storm Drain Rehabilitation Open -Cut at
Lisbon and Ashland (CPN 105007). The additional work includes relocating the light pole, relocating the fire hydrant that conflicts with the proposed storm -water pipe
alignment, backfilling and re -compacting the SS ditch, and completing the required landscaping and pavement striping on W. Vickery Blvd.
For comparison, the proposed price for the light pole relocation is reasonable and consistent with previous project pricing. Project 105964 had a price of $10,785.00 for
similar light pole relocation work several months ago. Attached is the contractor -provided cost breakdown for the additional bid items for review and reference.
It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in
full (both time and money) for all costs arising out of, or incidental to, the above Change Order. The Project/Program Manager signing below
acknowledges that he/she is the person responsible for the monitoring and administration of this contract, including ensuring all performance and
reporting requirements.

DATE: 3/10/2026 NO.: 0177 LOG NAME: STORMDRAIN

HEARING:
SUBJECT. (ALL) Authorize Execution of a Contract with Woody Contractors, Inc., in an Amount Up to
$3,000,000.00, for the 2025 Citywide Storm Drain Rehabilitation Open -Cut Project, and
Adopt Appropriation Ordinance to Effect a Portion of Water's Contribution to the Fiscal
Years 2026-2030 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of a construction contract with Woody Contractors, Inc. in an amount up to
$3,000,000.00, for the 2025 Citywide Storm Drain Rehabilitation Open -Cut project , with
the option to renew the contract one time; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Water and Sewer Capital Projects Fund in the amount of $200,000.00, transferred from
available Paygo funds within the Water and Sewer Fund, for the purpose of funding the 2025
Citywide Storm Drain Rehabilitation Open -Cut project (City Project No. 106778) to effect a
portion of Water's contribution to the Fiscal Years 2026-2030 Capital Improvement Program.
DISCUSSION:
Approval of this Mayor and Council Communication (M&C) will authorize execution of a contract for the
extension, replacement, and/or improvement of existing City storm drain infrastructure on an on -call
basis. This contract will also provide for repair/reroute of water and sewer lines conflicting with storm drain
lines. Work on individual locations will be authorized by work orders and prioritized based on storm drain
rehabilitation needs and risks.
The bid documents included a stipulation that the total quantities listed may not reflect actual quantities
and that the amount budgeted for the projects is $3,000,000.00. Final payments will be made based on
actual measured quantities. The bid documents also included a stipulation giving the City the option to
renew this contract one time under the same terms, conditions and unit prices subject to appropriated
funding.
This project was advertised in the Fort Worth Star -Telegram on November 5, 2025, and November 12,
2025. On December 4, 2025, the following bid was received. The term of the contract will be until work is
completed, funds are expended, or the expiration of the contract after two years, whichever occurs first.

Woody Contractors, Inc.
$25,988,285.00
Small Business (SB) Goal - Woody Contractors, Inc. is in compliance with the small business goal.
The Transportation & Public Works Department's (TPW) share of this contract is $2,800,000.00. The
Water Department's share of this contract is $200,000.00 (Water: $100,000.00 and Sewer: $100,000.00)
and will be available in the Water & Sewer Capital Projects Fund for the project. In addition to the contract
amount, $459,150.00 (TPW) is required for project management, material testing, and inspection.
It is the practice of the Water Department to appropriate its Capital Improvement Program (CIP) plan
throughout the Fiscal Year, instead of within the annual budget ordinance, as projects commence,
additional funding needs are identified, and to comply with bond covenants.

These projects are not currently defined, and the impacts on the Operations Budgets are unknown.
Projects that replace or improve existing infrastructure should not have an impact on the operational
budget, as the City already maintains infrastructure in these locations. However, extensions, such as
additional stormdrain pipes or inlets, would increase future maintenance responsibilities.
Funding is budgeted in the Stormdrain Pipe Rehab programmable project (City Project No: P00114) within
the Stormwater Capital Projects Fund for the purpose of funding various work order projects, as
appropriated. This task order contract will serve current and future capital projects as -needed, and a funds
availability verification will be performed by Transportation & Public Works Contract Compliance Managers
prior to task order assignment.

FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Stormdrain Pipe Rehab
programmable project within the Stormwater Capital Projects Fund and Water and Sewer Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinances, funds will
be available in the Stormwater Capital Project Fund and in the W&S Capital Projects Fund to support the
award of the agreement. Prior to an expenditure being incurred, the Transportation & Public Works and

The Breakdown of the change order items for the Lisbon and Ashland project, 1050067
1 X— Cut In 8" x 6" Tee
This item requires to cut in and install the new 8" x 6" tee connection for the fire hydrant
relocation the existing water main is under pressure and requires shutdown, tapping. The
work is required as part of the proposed fire hydrant relocation and is shown on Sheet 8 of
the plans. The price is $8,950.00, which is reasonable
2X—Striping
This item is required to re -stripe the pavement markings following the removal and
replacement of pavement along W. Vickery Blvd., restoring the existing striping within the
affected areas(less than 200 LF). The price is $5000.00, which is reasonable
3X— Backfill and Recompact Sewer Ditch (If needed)
This item for backfill, and recompact the existing sewer ditch if movement, instability, or
failure occurs during construction. The proposed storm drain excavation will run parallel to
the existing sewer ditch, and the existing sewer line is deeper than the proposed storm
drain. Due to the proximity and difference in elevations, there is a potential for the existing
sewer ditch to cave or become unstable during excavation. The the price is $54.29 per CY
which is reasonable
Note: This item will only be utilized if necessary. If the existing sewer ditch remains stable
with no movement or failure during construction, this item will not be charged.
1 a. — Relocate the Light Pole
This item is required to remove and relocate the light pole as shown on Sheet 6 of the plans. We
will reuse the existing light pole assembly and reconnect it at the new location. The proposed
price is $12,705.00, which is reasonable and consistent with similar project pricing. For
comparison, Project 105964 had a price of $10,785.00 several months ago.
