MAYOR AND COUNCIL COMMUNICATION 7.1.44 WATER MAIN CAPACITY CHARGE ORDINANCE AMENDMENT DATE: 08/11/26 M&C FILE NUMBER: M&C 26-0733 0]4Je1:1ILVi14►II AII14:7 SUBJECT (ALL) Adopt Ordinance Amending Chapter 35 "Water and Sewers," Article III "Charges," Division 4 "Water Main Capacity Charges," Subsection 35-92(f) of the City Code to Clarify the Process for Calculating Net Pipe Capacity RECOMMENDATION It is recommended that the City Council adopt the attached ordinance amending Chapter 35 "Water and Sewers," Article III "Charges," Division 4 "Water Main Capacity Charges," Subsection 35-92(f) "Calculation of the Water Main Capacity Charge" of the City Code of the City of Fort Worth (2015), as amended, to clarify the process for calculating net pipe capacity to remove inconsistencies with other published City design criteria. DISCUSSION The purpose of this Mayor and Council Communication is to recommend the adoption of an ordinance revising Section 35-92(f) of the City Code to clarify the calculation of the water main capacity charge by removing the explanation for how net pipe capacity is calculated. In 2007, the City Council, pursuant to Ordinance 17623, created the Water Main Capacity Charge (WMCC). The WMCC enables the City to recover a portion of the costs associated with constructing water infrastructure necessary to support future growth and development. In 2014, the City Council, pursuant to Ordinance 21251, amended the City Code to include fire flow in the calculation of WMCC by using net capacity to calculate the WMCC. 1 of 2 FORT WORTHfU Maximum Design Capacity for Water Mains (12 in. to 54 in.)
