AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE MUNICIPAL AIRPORT CAPITAL PROJECTS FUND IN AN AMOUNT UP TO
$463,500.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING
CONSTRUCTION OF THE TAXIWAY HOTEL CONNECTOR PORTION OF PHASE I
OF THE TAXIWAY HOTEL EXTENSION PROJECT AT PEROT FIELD FORT WORTH
ALLIANCE AIRPORT (CITY PROJECT NO. 106744); PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS THAT:
SECTION 1.
In addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026 in the
Budget of the City Manager, there shall also increasing estimated receipts and appropriations in the Municipal Airport
Capital Projects Fund in an amount up to $463,500.00, from available funds, for the purpose of funding construction
of the Taxiway Hotel Connector portion of Phase I of the Taxiway Hotel Extension Project at Perot Field Fort Worth
Alliance Airport (City Project No. 106744).
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force
and effect.
SECTION 3.
This ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with such
other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 10) Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in
the Municipal Airport Capital Projects Fund in an Amount Up to $463,500.00 from Available
Funds Contributed by Alliance Center No. 16 Ltd., for Construction of the Taxiway Hotel
Connector at Perot Field Fort Worth Alliance Airport
RECOMMENDATION
It is recommended that the City Council adopt the attached appropriation ordinance
increasing estimated receipts and appropriations in the Municipal Airport Capital Projects
Fund in an amount up to $463,500.00, from available funds contributed by Alliance Center
No. 16 Ltd., for the purpose of funding construction of the Taxiway Hotel Connector portion of
Phase I of the Taxiway Hotel Extension Project at Perot Field Fort Worth Alliance Airport (City
Project No. 106744).
DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to seek adoption of an
appropriation ordinance in an amount up to $463,500.00 for construction of the Taxiway
Hotel Connector (Connector) as part of Phase I of the Taxiway Hotel Extension project
(Project) at Perot Field Fort Worth Alliance Airport (Airport).
On April 28, 2026, M&C 26-0320 authorized acceptance of a grant from the Federal Aviation
Administration (FAA) and awarded construction of the Project to Mario Sinacola and Sons
Excavating, Inc. (Sinacola). This Project is located on the northeast side of the Airport (see
attached map) and consists of extending Taxiway Hotel by approximately 575 feet to provide
for future development and access for current and future tenants adjacent to the Airport. The
Connector only benefits a single, off -Airport user; therefore, it is ineligible to be funded with
FAA grant funds.
Alliance Center No. 16 Ltd. (Developer) and its affiliates own, develop, and lease property
adjacent to the Airport to private tenants, and will contribute funding to the ineligible
Connector portion of the Project that connects Taxiway Hotel and the private development.
City Secretary Contract (CSC) No. 65246 (Agreement) allows for payment from the
Developer, and this M&C will accept and appropriate funds into the Project.

FORT WORTH.
The amount being appropriated in this M&C is approximately ten (10) percent higher than the
Agreement amount in case of any overruns on the Project. If any overruns or underruns occur,
the Agreement will be amended, and the Developer will pay final, actual costs of construction
of the Connector.
Perot Field Fort Worth Alliance Airport is located in COUNCIL DISTRICT 10.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION
The Director of Finance certifies that upon approval of the above recommendation and
adoption of the attached appropriation ordinance, funds will be deposited in the Municipal
Airport Capital Projects Fund for the AFW TWY H EXT PH I CONSTRUCT. project. The Aviation
Department (and Financial Management Services) is responsible for the collection and
deposit of funds due to the City. Prior to any expense being incurred, the Aviation Department
also has the responsibility to validate the availability of funds.
