DISCUSSION
The Texas Department of Transportation, Aviation Division (TxDOT) has advised the City of
Fort Worth (City) Aviation Department that funding has been allocated and will be issued for
construction of the Runway 18R -36L Rehabilitation and Underdrains Installation project
(Project) at Fort Worth Spinks Airport (Airport). Design is currently underway and is expected
to be completed in the Fall of 2026.
This Project will consist of improvements and rehabilitation of the Airport's primary Runway
18R -36L (Runway) by means of an asphalt mill and overlay (see attached map). The
Project's scope also includes the installation of drainage underneath the Runway, as water
pumping has been observed coming up through cracks. These underdrains will direct water
out from underneath the Runway and prevent pumping and accelerated pavement failure.
During rehabilitation, the Runway will be closed, and Taxiway Bravo will be converted into a
temporary landing surface. The cost of this conversion will not be funded by TxDOT; therefore,
Aviation Department funds in the amount of $550,000.00 will be used to cover these
expenses.
This Project also includes the reconstruction of Taxiway Alpha and Taxiway Charlie on the
west side of the Airport. These will be included in the Project plans as additive alternates and
will be awarded depending on bid prices and available funds.
Funding is available for appropriation in the Future Grant Matches project within the
Municipal Airport Capital Project Fund for the purpose of transferring to the Municipal Airport
Grants Federal Fund and within the net position of the Municipal Airport Fund for the purpose
of transferring to the Municipal Airport Capital Projects Fund. Net Position beginning balance
is $11,507,159.00 and the new balance will be $10,957,159.00 after this M&C.
Funding for this Project was not included in the Fiscal Year (FY) 2026-2030 Capital
Improvement Program due to the funding timeline being accelerated by TxDOT. Originally,
funding for construction of the Project was expected to be awarded in FY2029; however, the
Aviation Department was notified by TxDOT that funding was now available for FY2026. The

action in this M&C will amend the FY2026-2030 Capital Improvement Program as approved in
connection with Ordinance 27979-09-2025.
The grant application repository number is GRNT-APPL-0000000215.
Fort Worth Spinks Airport is located in COUNICL DISTRICT 8.
This contract will be with a governmental entity, state agency or public institution of higher
education.
FISCAL IN FORMATION/CERTIFICATION
The Director of Finance certifies that upon approval of the above recommendations and
adoption of the attached appropriation ordinances, funds will be available in the current
capital budget, as appropriated, in the Municipal Airport Grants Federal Fund and Municipal
Airport Capital Proj Fund. The Aviation Department (and Financial Management Services) will
be responsible for the collection and deposit of funds due to the City. Prior to an expense
being incurred, the Aviation Department has the responsibility to validate the availability of
funds. This is a Reimbursement grant.
