AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE MUNICIPAL AIRPORT CAPITAL PROJECTS
FUND IN AN AMOUNT OF $84,000.00, TRANSFERRED FROM THE
MUNICIPAL AIRPORT FUND, FOR THE PURPOSE OF FUNDING THE
AIRPORT FRONTAGE IMPROVEMENTS PROJECT (CITY PROJECT NO.
100602) AT FORT WORTH MEACHAM INTERNATIONAL AIRPORT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS THAT:
SECTION 1.
In addition to those amounts allocated to the various City departments for Fiscal Year 2025-2026
in the Budget of the City Manager, there shall also increasing estimated receipts and appropriations in the
Municipal Airport Capital Projects Fund in an amount of $84,000.00, transferred from the Municipal
Airport Fund, for the purpose of funding the Airport Frontage Improvements project (City Project No.
100602) at Fort Worth Meacham International Airport.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
This ordinance shall be cumulative of Ordinance 27979-09-2025 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 2) Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in
the Municipal Airport Fund by $84,000.00, from Available Net Position, for a Transfer to the
Municipal Airport Capital Projects Fund, Adopt Appropriation Ordinance Increasing Estimated
Receipts and Appropriations in the Municipal Airport Capital Projects Fund by $84,000.00,
from Transferred Funds, for the Airport Frontage Improvements Project at Fort Worth
Meacham International Airport and Amend the Fiscal Year 2026 Adopted Budget and Fiscal
Years 2026-2030 Capital Improvement Program
RECOMMENDATION
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Municipal Airport Fund in an amount of $84,000.00, from
available net position, for the purpose of transferring to the Municipal Airport Capital
Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Municipal Airport Capital Projects Fund in an amount of
$84,000.00, transferred from the Municipal Airport Fund, for the purpose of funding the
Airport Frontage Improvements project (City Project No. 100602) at Fort Worth
Meacham International Airport; and
3. Amend the Fiscal Year 2026 Adopted Budget and Fiscal Years 2026-2030 Capital
Improvement Program.
DISCUSSION
The purpose of this Mayor and Council Communication (M&C) is to seek approval to
appropriate $84,000.00 in the Municipal Airport Capital Projects Fund for additional Resident
Project Representative (RPR) hours for the Airport Frontage Improvements project (Project) at
Fort Worth Meacham International Airport (Airport).
On June 24, 2025, M&C 25-0635 authorized execution of a professional services agreement
(Agreement) (City Secretary Contract (CSC) No. 63904) with Garver, LLC (Garver) in an

amount up to $629,550.00 for construction management services of the Project. This
Agreement included 1,710 hours for on -site RPR observation.
Due to unforeseen delays and a later scheduled completion date, additional RPR hours are
necessary to ensure on -site observation for the remainder of the Project. The $84,000.00
being appropriated in this M&C will allow for 740 RPR hours to be added to the Project.
Funding is available in the net position of the Aviation Department's Municipal Airport Fund for
the purpose of transferring to the Municipal Airport Capital Projects Fund for construction of
the Airport Frontage Improvements project. Net position beginning balance is $11,507,159.23
and new balance will be $11,423,159.23 after this M&C.
Funding for this Project was not included in the Fiscal Year (FY) 2026-2030 Capital
Improvement Program due to unforeseen delays and a later completion date of the Project.
The action in this M&C will amend the FY2026-2030 Capital Improvement Program as
approved in connection with Ordinance 27979-09-2025.
Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION
The Director of Finance certifies that funds are currently available from net position within the
Municipal Airport Fund and upon approval of the above recommendations and adoption of
the attached appropriation ordinances, funds will be available in the Municipal Airport
Capital Proj Fund for the FTW Airport Frontage Improve project. Prior to an expenditure being
incurred, the Aviation Department has the responsibility of verifying the availability of funds.
