DISCUSSION The purpose of this Mayor and Council Communication (M&C) is to ratify the application for and accept, if awarded, Federal Aviation Administration Airport Improvement Program funding for Vehicle Movement Area Transmitters at Perot Field Fort Worth Alliance Airport. 1 of 3 FORT WORTH. Perot Field Fort Worth Alliance Airport (Airport) is seeking funding under the Federal Aviation Administration's (FAA) Surface Awareness Initiative (SAI), a national program designed to improve situational awareness and surface surveillance within airport movement areas, particularly during periods of reduced visibility. As part of the initiative, the FAA has set aside funding to assist eligible airports with the acquisition and installation of Vehicle Movement Area Transmitters (VMATs). The proposed project will equip eight Fort Worth Fire Department Station 35 emergency response vehicles with FAA -approved Automatic Dependent Surveillance -Broadcast (ADS -B) Out technology. The vehicles include Aircraft Rescue and Fire Fighting (ARFF), fire suppression, command, and emergency medical response units that routinely operate within, or respond to incidents within, the Airport movement area. The VMAT equipment will provide real-time vehicle identification and location information to Air Traffic Control and airport personnel, improving situational awareness of authorized vehicles operating on the airfield. The project supports FAA surface safety initiatives, enhances coordination during emergency operations, and reduces the potential for vehicle incursions by improving the visibility of critical emergency response assets. Since no City salaries will be charged to these grants, indirect cost recovery does not apply. The grant application repository number is GRNT-APPL-0000000209. Perot Field is located in COUNCIL DISTRICT 10. This contract will be with a governmental entity, state agency or public institution of higher education. FISCAL INFORMATION/CERTIFICATION The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, in the Muni Airport Grants Federal Fund. The Aviation Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Aviation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
