HomeMy WebLinkAboutResolution 4294-02-2014 A Resolution NO. 4294-02-2014 AUTHORI.ZING THE SUBMISSION OF AN APPLICATION TO CUSTOMS AND BORDER PROTECTION,DEPARTMENT OF HOMELAND SECURITY, FOR A USER FEE AIRPORT DESIGNATION FOR FORT WORTIH MEACHAM INTERNATIONAL AIRPORT. WHEREAS, Fort Worth Meacham Lntemational Airport ("Meacham"), an airport owned and operated by the City of Fort Worth, is a designated Federal Aviation Administration Class IV, Part 139 Airport; and WHEREAS, Meacham is operational 24 hours a day, 365 clays a year and Is equipped with a Federal Aviation Administration Air Traffic Control Tower with full instrument landing capabilities; and WHEREAS, Meacharn receives approximately 70 to 80 international flights per year requiring clearance by a U.S. Customs and Border Protection, Department of Homeland Security ("Customs") inspector; and WHEREAS, Customs currently must travel from Dallas/Fort Worth International Airport for international arrivals at Meacham during daytime hours, causing delays for international arrivals at Meacham; and WHEREAS, the existing Customs arrangement does not allow for aircraft to clear Customs during the nighttime hours at Meacham, causing diversion of international flights to other airports; and WHEREAS, the Aviation Department desires to apply for Customs User Fee Airport designation for Meacham through Customs which will provide for a full time Customs inspector at Meacham, along with the ability to process international flights during nighttime hours; NOW, THEREFORE, BE IT RESOLVED THAT: SECTION 1. The City Council of the City of Fort Worth, Texas hereby authorizes the Mayor and City Manager and their designees to take all steps necessary to obtain the designation of Customs User Fee Airport for Fort Worth Meacharn International Airport, including the execution of all contracts and agreements that do not require an appropriation of city funds, in accordance with applicable law, with Customs and Border Protection, Department of Homeland Security and such other parties as shall be necessary and appropriate to secure such designation. SECTION 2.That this resolution shall take effect immediately from and after its passage in accordance with the provisions of the Charter of the City of Fort Worth, and it is accordingly so resolved. Customs and Border Protection, Department OfHomeland Security for o Customs User Fee Airport designation for Fort Worth W1eaoh@rn International Airport, DISCUSSION: The purpose of the CuSb]rO@ User Fee Airport (CUFA) designation is 10 have the U.S. CU5bonnu and Border Protection, Department CdHomeland Security (CBP) provide 3 Staffed position at Fort Worth N1mooh8nn International Airport (K4egChaO)) for clearing of international private air traffic, Currently CBP personnel must respond to a request at Meacham from the Dallas Fort Worth International Airport office for private aircraft wishing to clear customs during the hours of 8:00 8.nl to 5:00 p.m. The wait time for CBP response can often leave the aircraft and passengers waiting onthe apron for extended periods of time. Currently, Customs will not respond to Maanhorn during overnight hours. In order to clear customs after hours, aircraft are currently being diverted tocompeting airports for clearance. Businesses on the airport have indicated significant interest in securing this designation. The CUFA designation will enhance Meacham's current operations, allowing the airport, as well as businesses on the airport, tO better serve our customers and bring new business.
