When McCarthy began coordination efforts between contractors, it was identified that permanent signage had not been included within the electrical contractor's scope. After further review, McCarthy believes the language within the front-end documents could reasonably be interpreted as temporary signage required for traffic switches rather than permanent roadway signage. With the upcoming traffic switch approaching, I wanted to share this information as we begin collecting pricing. Since the scope variance stems from clarification of the contract requirements during construction and represents a trade buy-out differential, we anticipate proposing the use of CMAR contingency to address the associated cost. Remaining CMAR Contingency: $75,641.91 Signage ROM: $35,000.00 Below is a snippet of the front-end language that could reasonably have been interpreted this way. Work Category 44 Electrical and Lighting SPECIFICALLY INCLUDES, BUT IS NOT LIMITED TO, THE FOLLOWING: Provide all labor. materials, tools, and equipment as required to perform this Work Category scope of work. The scope of work is to be performed in accordance with the Contract Specifications, Drawings, Addenda, McCarthy Front Ends and any other contract documents. Inclusions,. 1. Provide a complete and functioning electrical, fighting, and roadway signage package for the Project. 2. Provide all required connections and terminations as noted, even if not indicated within the Electrical Plans, 3. Bagging or changes to traffic signals and signage changes on mast Mm during construction to ensure public safety per traffic control plans and phasing. CMAR will coordinate all efforts as needed. 4. The Electrical Contractor shall adjust anchor bolt layout accordingly to the base plate of the We will reply to this email once package is finalized with actual pricing. DATE: SHEET DRAWN: CSC/MKB 50&5-22.692 JUL 2024 52 00 92 M=9CARW_ Project Name Project No: Camp Bowie 002259.000 DESCRIPTION OF THE PROPOSED CHANGE: CO 42 - RRFBs SCOPE: OWNER CHANGE ORDER O.C.O. # 0042 DATE: July 02, 2026 This item represents a CMAR Contingency request to address a scope clarification identified during construction related to permanent roadway signage. Based on a reasonable interpretation of the front-end contract documents, this scope was not included in the original electrical trade buyout. The proposed CMAR Contingency is intended to cover the procurement and installation of permanent signage materials and to reconcile the resulting trade buyout differential. The City of Fort Worth Traffic Management Department required the use of the Carmanah Rectangular Rapid Flashing Beacon (RRFB) system to ensure compatibility with its existing infrastructure, allowing for efficient maintenance and continued safety for the pedestrian public. The original RRFB system proposed by JDS Pavement had a total furnish -and -install cost of $79,114, excluding any additional general contractor costs. However, at the City's direction, the RRFB system was changed to the Carmanah product. The revised cost for furnishing the Carmanah RRFBs through Paradigm and installation by JDS Pavement is $111,160, excluding any additional general contractor costs. Lead times for the RRFB units are currently estimated at 60-90 days; however, these estimates have not yet been confirmed by Paradigm. Actual lead times may vary based on manufacturing conditions, including production demand and material availability. The overall project schedule may be affected by the confirmed delivery date of the RRFB units, as additional time may be required to complete contractual arrangements. Upon receipt of the RRFB units, installation is anticipated to be completed within approximately seven (7) working days. 4. Their aluminum structure and powder coated finish provides a very strong and attractive mount for a pecestrian push button and sign. Polara's frame is unique from other companies frames in that other companies typically drill and tap holes directly into the aluminum of the frame. When a dissimilar metal screw is installed to hold the button or sign, bi-metal corrosion occurs between the screw and aluminum. When the screws need to be removed they often break or strip out the threads. This renders the frame useless requiring a new frame to be installed, or significant time must be spent drilling and installing inserts or tapping new holes. Polara installs high quality stainless steel helicoils and self clenching inserts made for aluminurr that, when used with stainless steel screws, eliminate the bi-metal corrosion problem. As a solution to this problem, Applied Information has developed the Al -500-030 LPM series, which utilizes the latest technology in energy consumption, and low power cellular communications. The monitoring device can be installed into existing RRFBs to monitor the health of the solar panels, batteries, and other connected devices. The LPM uses less than 60 microamps, which means it can be installed into the smallest solar panels on the market. Once installed, the Al -500-030 LPM offers cellular connectivity, data collection, and access to Applied Information's Glance platform. Glance, a cloud -based solution, allows for 24/7 remote monitoring of solar panel, beacon, and battery health. System operation and reliability can be observed in real-time or through automatically generated reports. Additionally, as soon as a problem is detected in the field, email/text alerts are sent to notify the necessary personnel of the exact fault. Equipped with a self -calibrating knockdown detection device, the Al -500-030 is able to detect when a pole has been knocked down. Glance registers this event within 30 seconds, and will send an email/text alert. Subsequent investigation into the existing electrical system determined that the circuit feeding these poles is 480V, which does not align with the 277V rating of the installed light poles and fixtures. The light poles have been fabricated and installed per the approved design, and installation is otherwise complete. To address the voltage discrepancy, Lumin8 proposed the installation of a 480V -to -277V driver (step-down driver/transformer), which would reduce the incoming voltage to a level compatible with the installed fixtures. This was approved by Westwood and Crescent to properly provide power to the light poles in front of the Crescent Hotel. Our initial interpretation of this was using a step-down transformer to provide 277VAC as specified in the luminaire specifications, this option appears to require modification to the luminaire itself and replace the internal driver with this proposed driver. Unfortunately, we can't verify the internal LED board power requirements based on the fixture specification sheet, and would not know if this modification would void the warranty of the purchased fixtures. Assuming the manufacturer has already confirmed this is the correct driver for those fixtures and you want to move forward with this option, you may want to confirm that this modification will not void the fixture warranty. Another option to consider would be to pull a neutral conductor with the 480V circuit to create a 277V line to neutral leg which would avoid the need to modify the luminaire drivers and/or provide an external step transformer." Please confirm if changing the driver will still be aligned with the warrant of the lights. Also, please confirm if the neutral conductor idea is better idea or more cost efficient as well. In addition, Sheet 66 indicates that the manufactured light poles are designed for 277V. Following installation and erection of the light poles in accordance with the contract documents, Lumin8 encountered issues when attempting to energize the fixtures, as the breaker would trip upon connection. Subsequent investigation into the existing electrical system determined that the circuit feeding these poles is 480V, which does not align with the 277V rating of the installed light poles and fixtures. The light poles have been fabricated and installed per the approved design, and installation is otherwise complete. To address the voltage discrepancy, McCarthy proposes the installation of a 480V -to -277V driver (step-down driver/transformer), which would reduce the incoming voltage to a level compatible with the installed fixtures. The ROM for this work, as provided by Lumin8, is approximately $2,900. Please advise on the preferred path forward regarding incorporation of the proposed driver and associated costs. i I REVISIONS I Jo xo BD RJ-2 II R]- 11 1 E' _ a (GRAPHIC SCALE IN FEET .. m slm as — @, IB' LIGHT POLE [------ ( --1 3O'LIGHTPOLE S ELECTRICAL METER WM BOB 23A El• E2 E3 c o _______ + ---------- 2'TRENCHN 5T" 18'T4962"TR oEr aa.zsl L ^. $, .. The work Includes the installation of additional traffic control measures to secure the work area, demolition of the existing pavement and curb, lowering of the existing water meter and lid replacement, excavation and replacement of unsuitable material with flexible base, and construction of new concrete pavement, curb, and gutter. The scope also includes all required striping and signage to complete the drop-off zone and make it operational. General Conditions have been included to support project supervision from August 3, 2026, through September 21, 2026. A portion of these costs was previously captured in Change Order 36 (Light Pole Redesign), which resulted in a schedule extension due to extended lead times.
